IANS In a stormy session of the Lok Sabha on Wednesday, the House passed the Merchant Shipping (Amendment) Bill, 2024, through a voice vote, despite sustained protests and disruptions from Opposition members demanding a debate on the Special Intensive Revision (SIR) of voter lists in Bihar. A bill to expand the eligibility criteria for ownership of merchant shipping vessels and provide for investigation and enquiries on marine casualties was passed by the Lok Sabha on Wednesday after a brief discussion as opposition continued with its protests seeking discussion on poll roll revision in Bihar.As soon as the Bill was passed, the House proceedings were adjourned for the day amid noisy protests by Opposition members.
The Merchant Shipping Bill, 2024 empowers the central government to take charge and detain vessels within India or in coastal waters as a vessel without nationality, if such vessel is not legally entitled to fly the flag of a state or has lost such a right.
The bill seeks to repeal the Merchant Shipping Act, 1958 and provides for contemporaneous, futuristic and dynamic legislation to meet the requirements of India as an emerging economy.

GST Reforms To Increase Disposable Income Of Consumers: Expert
New Delhi: The government's plan to overhaul the Goods and Services Tax (GST) structure will give Indian consumers more disposable income, potentially boosting demand and overall consumption in the economy, said Najib Shah, former Chairman of the Central Board of Excise and Customs (CBEC) on Saturday. The Central government has mulled reducing the current four-slab structure into two primary rates -- 5 per cent and 18 per cent -- while introducing a special 40 per cent slab for luxury and sin goods. The proposal came after Prime Minister Narendra Modi, during his Independence Day address from the Red Fort, said that the next generation reforms in GST will be unveiled by Diwali, which will provide "substantial" tax relief to the common man and benefit small businesses. (Also Read: SBI Offers Exclusive Personal Loan Up To Rs 4 Lakh For Agniveers) In an interaction with IANS, Najib Shah suggested that 'current slabs could be merged into new slabs -- 5 per cent slab with 12 per cent slab merged into a middle slab of roughly 7-8 per cent'. 'The 12 per cent with 18 per cent can be merged into a 15-16 per cent slab, and the 28 per cent rate possibly moving to 30 per cent once the cess is removed in March 2026,' he added. Shah said that the reduced multiplicity of rates and lower tax slabs should leave more disposable income with consumers, potentially boosting demand and overall consumption in the economy. The expert noted that 'GST reforms should lead to lower prices, smoother credit flow, resolution of tax inversion issues, and reduced disputes, ultimately cutting costs for producers and consumers alike'. Government collections should not be adversely affected while still offering relief to consumers. Further, small and medium enterprises stand to gain significantly from simplified tax rates, lower compliance burdens, and improved access to seamless credit within the GST framework. Calling the GST reforms 'long overdue', Shah told IANS that he sees them as 'a transformative step that will strengthen the tax system, stimulate growth, and reinforce India's position as a prime investment destination'. As per the government proposal, likely, around 99 per cent of items currently taxed at 12 per cent are expected to shift to the 5 per cent bracket, while 90 per cent of goods in the 28 per cent slab, including white goods, will move to 18 per cent. "Finalising these new rates will require crucial GST Council meetings, followed by GST Network readiness to ensure smooth and seamless execution nationwide," Shah said. Shah also exuded optimism at S&P's and RBI's positive outlook on India's stable GDP growth projection of 6.5 per cent, the highest among major economies. "While US tariffs could affect certain labour-intensive exports, their overall impact on GDP will be minimal as exports to the US constitute only about 2 per cent of India's economy," he told IANS. India must seek alternative export destinations and enhance competitiveness to offset any impact from US tariffs, supported by targeted policy measures. India's multiple FTAs and CEPAs -- UK already finalised and EU nearing completion -- will not only reduce trade barriers but also attract significant foreign investment, he noted.

India's tourism sector projected to generate over $59 billion by 2028: Report
The Indian tourism sector is expected to generate over Rs 5,12,356 crore (over $59 billion) by 2028, with foreign tourist arrivals (FTAs) hitting 30.5 million, a report said on Saturday. Domestic tourism is on fire, expected to double to 5.2 billion visits by 2030 from 2.5 billion in 2024 (13.4 per cent CAGR), said the report by Capitalmind PMS, citing Ministry of Tourism data. According to the report, India's travel boom is picking up fast as more money in people's pockets and better transport are leading to record trips within the country and more foreign visitors for luxury and cultural stays. Domestic visitor spending grew from Rs 12.74 trillion in 2019 to Rs 14.64 trillion in 2023 and is projected to hit Rs 33.95 trillion by 2034 (7.9 per cent CAGR). Improved connectivity — air, road, and rail — plus tourism infrastructure investments are supercharging this growth. Domestic air passenger traffic is set to more than double to 693 million by FY30 from 307 million in FY24, the report stated. The travel market is set to soar from $75 billion in FY20 to $125 billion by FY27. Domestic tourism is the real MVP, with Domestic Tourist Visits (DTVs) jumping 44.98 per cent from 1,731.01 million in 2022 to 2,509.63 million in 2023. Uttar Pradesh (478.53 million) and Tamil Nadu (286.01 million) led the pack, while Maharashtra (3.39 million) and Gujarat (2.81 million) topped foreign tourist visits, the report highlighted. FTAs reached 18.89 million in 2023, surpassing the 2019 peak of 17.91 million by 5.47 per cent. As per the report, South Asia (29.02 per cent), North America (21.82 per cent), and Western Europe (20.40 per cent) were the top sources, with leisure travel (46.2 per cent), diaspora visits (26.9 per cent), and business travel (10.3 per cent) driving arrivals. Foreigners are now skipping Europe for India's luxury wellness retreats. Ayurveda resorts, palace stays, yoga spas: all booked out. India's value for luxury is slowly getting noticed, the report noted.
