(retd) approved the Uttarakhand (Uttar Pradesh Zamindari Abolition and Land Management Act, 1950) (Amendment) Bill, 2025, restricting people from other states from buying agricultural land in 11 out of 13 districts of Uttarakhand. Haridwar and Udham Singh Nagar are the only two districts which do not come under the ambit of the law.

The bill was tabled in the Assembly during the budget session on February 20 and was passed on the next day.
The law states, "It shall extend to the whole of Uttarakhand, except areas included and to be included from time to time in any municipal corporations, Nagar Panchayats, Nagar Palikas and cantonment boards. It shall come into force immediately."

An individual from another state planning to buy land must now submit an affidavit to the sub-registrar confirming that neither he nor his family has purchased more than 250 sqm of land elsewhere in Uttarakhand for residential purposes. Further action will be taken if a buyer fails to use the land for the approved purpose or sells, gifts or transfers it without authorisation.
The government has said that the law is to "protect the state's resources, cultural heritage and citizens' rights." Dhami said, "This will completely halt the uncontrolled sale of agricultural and horticultural land in Uttarakhand, in line with the sentiment of the state's residents."
"Additionally, for purposes such as residential, educational, hospital, hotel and industrial needs, people from other states will be able to purchase land in Uttarakhand only after going through a stringent process and meeting set standards," the chief minister added.
"The implementation of strict land laws will prevent attempts to change the demographic character in the state. We express our deep gratitude to the governor for approving this land law to strengthen the state's cultural and social identity. Continuous action is being taken against those violating the provisions of the land Act. A widespread campaign is underway, and such land is being vested in the state govt," he said.

At Rs20.21cr, NMC hikes civic poll budget by a record 167%
Nagpur: With the Nagpur Municipal Corporation (NMC) functioning without an elected general body since March 2022, the civic administration has steadily increased its budgetary provision for holding the impending 2025-26 civic polls, earmarking a record Rs20.21 crore. This allocation marks a significant 167% rise over the Rs7.56 crore spent during the last civic elections held in 2017 and a 242% increase compared to the Rs5.90 crore spent in 2012. The enhanced provision also reflects a 68.4% jump from the Rs12 crore NMC used to routinely set aside since 2021-22. However, with no elections announced until now, the civic body was diverting the earmarked funds towards providing basic amenities during mid-year budget revisions. Municipal commissioner and administrator Abhijeet Chaudhari, who presented a Rs5,438.61 crore budget for the 2025-26 fiscal, increased the provision anticipating State Election Commission (SEC) announcing the long-delayed polls this year. The new poll provision accounts for about 0.37% of NMC's total budget. The govt has now ordered ward delimitation, reviving expectations of elections after three years. Once delimitation is finalised, the SEC is expected to issue the election schedule. Civic activists have welcomed the increased allocation but warned that elections must be held without delay. "This year's enhanced poll provision shows the administration is preparing seriously," said a source. However, the election department has a staff strength of only four officials. Even though election procedures have already commenced, the civic administration is yet to increase the manpower required for the election process. Sources said the department needs at least a workforce of 20, including computer operators. An official privy to the development admitted the shortage of manpower and clarified that the manpower too would be enhanced in a couple of days. Bawankule meets protesting Bachchu Kadu, Cong backs his stir
Nagpur/Amravati: Guardian minister Chandrashekhar Bawankule on Friday met ex-MLA Bachchu Kadu at Amravati and urged him to end his indefinite fast, which has continued for six days now. On Friday, the Congress also threw its weight behind Kadu's ongoing agitation for farmers, just a day after NCP (Sharad) MLA Rohit Pawar drove down to the Amravati protest site where Kadu is on indefinite fast. Earlier this week, Maratha quota activist Manoj Jarange, and ex-minister Anil Deshmukh too met Kadu. Bawankule's visit to Kadu is seen as an important development as the monsoon session of the legislature is scheduled from June 30. Earlier on Friday, high drama unfolded at the protest site, when a member of Kadu's Prahar Janshakti Party consumed poison, and was rushed to the hospital by the medical team present on site. Chaudhary, like many other Prahar activists, had turned restless on Friday citing 'government's apathy' towards Kadu's Annatyag Andolan, now into its sixth day, at Gurukunj Mozari (about 30km from Amravati city). Kadu's agitation raises issues related to farmers, divyangs, widows, fishermen etc. Before Bawankule's visit too the govt has tried to persuade Kadu to withdraw the agitation. Ministers Bharat Gogawale, Pankaja Munde and Jaykumar Gore held online meetings with Kadu, who expressed his resolve to continue the agitation as no concrete assurance reportedly came out of these meetings. As the monsoon session of the legislature is set to begin later this month, NCP (SP) MLA Rohit Pawar has already hinted that Kadu's agitation will be an issue discussed there.
