PLI Schemes attract ₹1.76 trillion, create 12 lakh jobs: Govt

New Delhi: The government's Production Linked Incentive (PLI) schemes have catalyzed a manufacturing surge across critical sectors, drawing investments worth ₹ 1.76 trillion and generating sales of over ₹ 16.5 trillion, the Ministry of Commerce & Industry said in a statement on Wednesday.
The schemes, spread across 14 strategic sectors, have collectively created over 1.2 million jobs as of March 2025, it said.
So far, the Centre has disbursed ₹ 21,534 crore in incentives across 12 sectors, including electronics, IT hardware, pharmaceuticals, telecom, food processing, white goods, auto components, speciality steel, textiles, and drones.
"The impact of PLI schemes has been significant across various sectors in India," the ministry said.
"These schemes have incentivized domestic manufacturing, leading to increased production, job creation and a boost in exports," it added.
Commerce and industry minister Piyush Goyal, who chaired a high-level review meeting on Wednesday, said India must prioritize sectors where it holds a natural competitive edge and work to resolve challenges faced by stakeholders to sustain export growth.
"Emphasizing that the ministries should focus on creating quality skilled manpower instead of focusing on the quantity and resolve infrastructure bottlenecks... Goyal stressed preparing a roadmap for the next five years both on investment and disbursement," the ministry added.
The pharmaceuticals sector has emerged as a standout performer, clocking cumulative sales of ₹ 2.66 trillion, including exports worth ₹ 1.70 trillion in the first three years of the scheme.
In FY25 alone, PLI-eligible products contributed ₹ 67,000 crore, around 27% of India's total pharma exports, the ministry said.
Notably, 40% of the sector's PLI-linked investments, ₹ 15,102 crore, have gone into research and development, pushing domestic value addition to 83.7%.
In bulk drugs, the PLI scheme has reversed India's trade position from a net importer in FY22 ( ₹ -1,930 crore) to a net exporter ( ₹ 2,280 crore), while narrowing the domestic demand-supply gap in critical drug components, it added.
In the food processing sector, the scheme has attracted ₹ 9,032 crore in investments, resulting in sales of ₹ 3.8 trillion and employment for over 340,000 people, the commerce ministry said.
By mandating the use of locally grown agri-produce (excluding additives and oils), the scheme has deepened rural supply chains and improved farmer incomes.
The ministry said that micro, small, and medium enterprises (MSMEs) have been a key pillar as 70 MSMEs have been direct PLI beneficiaries, while 40 more are operating as contract manufacturers, spurring innovation, expanding market access, and supporting the value chain.
Value-added marine products grew at a compound annual growth rate of 22% under the scheme and millet-based product sales skyrocketed 25 times in FY25 compared with the base year (FY21). Millet procurement rose from 4,081 million tonnes in FY23 to 16,130mt in FY25, contributing to rural income growth, the commerce ministry added.
The textiles sector has also recorded healthy export growth, with exports of man-made fibre (MMF) textiles touching $6 billion in FY25, up from $5.7 billion the previous year.

The Centre has undertaken a detailed review of stalled infrastructure projects worth over ₹ 75,800 crore across Jharkhand and four Northeastern states, as part of its ongoing push to fast-track execution through improved coordination and time-bound issue resolution, the ministry of commerce and industry said on Thursday. A high-level meeting chaired by Amardeep Singh Bhatia, secretary of the department for promotion of industry and internal trade (DPIIT), was held on 24 June to assess critical bottlenecks in key infrastructure projects in Jharkhand, Sikkim, Nagaland, Assam, and Arunachal Pradesh. In Jharkhand alone, 18 issues spanning 11 major projects, with a combined investment value of over ₹ 34,213 crore, were examined, the ministry said in a statement. The North-East saw significant reviews as well. A single, high-value project worth ₹ 6,700 crore was assessed in Assam. Seven issues across three projects, including a ₹ 1,000 crore private sector initiative by GeoEnpro Petroleum Ltd, were taken up, totalling ₹ 33,469 crore in investments in Arunachal Pradesh. Sikkim had two project-related issues involving investments of ₹ 943 crore, while Nagaland saw the review of three issues tied to two projects worth ₹ 544.65 crore. 'The meeting, attended by senior officials from central ministries, state governments, and project proponents, focused on expediting issue resolution through enhanced inter-ministerial and state coordination facilitated by the Project Monitoring Group (PMG),' the ministry said. The projects reviewed included the Patratu Thermal Power Station Expansion Project Phase-I in Jharkhand, the Dibang Hydropower Project in Arunachal Pradesh, and the Kohima Bypass Road in Nagaland. The review, anchored by the PMG under DPIIT, sought to identify and resolve long-pending issues hampering infrastructure delivery in these regions. The initiative, the ministry said, is part of the Centre's continued efforts to accelerate infrastructure development in strategically important and underserved areas like the North-East. 'The initiative is expected to improve the investment climate, de-risk private capital, and support infrastructure-led growth across these strategically significant regions,' it added.

India is fast becoming a global hub for smartphone exports, as companies like Motorola and Samsung ramp up shipments to the US. This shift is being driven by evolving global trade dynamics and the Indian government's push to boost local manufacturing, according to The Economic Times. Motorola, owned by Lenovo, exported 1.6 million Android smartphones from India in the first five months of 2025 — a sharp jump from one million units in all of 2024. Market research firm Canalys reports that 99 per cent of these phones were shipped to the United States, the news report said. Previously, Motorola primarily relied on China to supply the US market. But after the US imposed a 55 per cent tariff on Chinese imports in April, a shift began. Smartphones made in India face a significantly lower 26 per cent tariff. Though smartphones are currently exempt, the future of US policy remains uncertain. Motorola's contract manufacturer in India, Dixon Technologies, is expanding its capacity by 50 per cent to meet rising demand. Samsung follows with steady growth Samsung, another key exporter, shipped 945,000 smartphones from India to the US between January and May 2025, up from 645,000 units during the same period last year. The US currently levies a 46 per cent tariff on smartphones from Vietnam — Samsung's primary export base — though these tariffs are under a temporary 90-day pause during trade negotiations. Government incentives drive export boom India's export success is also being powered by the Production-Linked Incentive (PLI) scheme, which offers financial support to manufacturers increasing domestic output and exports. Beneficiaries include Dixon, Samsung, and Apple's partners Foxconn and Tata Electronics. Between January and May 2025, India exported over 35 million smartphones, as per Canalys. Apple alone accounted for 20.5 million units, with 80 per cent shipped to the US. In 2024, India exported about 60 million smartphones, with Apple contributing half. Samsung and Motorola were also among the top exporters, the news report said. Transsion, Vivo expand global reach Other players are also expanding exports, riding on the same contract manufacturing momentum. Transsion's brands — Infinix, Tecno, and iTel — have seen growing shipments. After Dixon acquired a majority stake in Transsion's manufacturing arm in May 2024, it began targeting African markets where Transsion commands over 80 per cent market share. Dixon is also exploring exports of Google Pixel phones, which it manufactures in India. The brand has reportedly exported 350,000 handsets in the year 2024 and has already shipped 250,000 units to Malaysia and Thailand in the first five months of 2025. After moving into a larger facility under a manufacturing agreement with Dixon, Vivo is expected to scale up exports further, The Economic Times said. Chinese brands use India as an export base Chinese smartphone and electronics firms are increasingly using their Indian manufacturing units to export to markets like West Asia, Africa, and the US — regions that were earlier served mainly by China and Vietnam, The Economic Times had reported. The trend highlights India's growing role in global supply chains. Regulatory filings reflect the results. In FY24, Oppo Mobiles India recorded export revenues of ₹272 crore, while Realme Mobile Telecommunications (India) reported ₹114 crore, according to data from the Registrar of Companies. While many Chinese brands are not direct beneficiaries of the PLI scheme, their contract manufacturers — such as Dixon — are using the incentive structure to support export growth. Industry executives expect more brands to follow as India's manufacturing ecosystem matures. India's mobile phone exports jumped over 74 per cent in May 2025, touching $3.09 billion — the second-highest monthly total ever, just behind March's $3.1 billion. The surge was driven largely by Apple's increased shipments to the US. In April and May alone, exports crossed $5.5 billion, up 41 per cent year-on-year. Since October 2024, monthly exports have consistently exceeded $2 billion.
