UAE: 20 platforms penalised for holding unlicensed Quran classes

The General Authority of Islamic Affairs, Endowments, and Zakat has filed more than 20 reports against various platforms and individuals who have been conducting Quran memorisation activities through different social media channels without a license issued by the authority or the relevant authorities in the UAE.
Dr Omar Al Derei, Chairman of the authority, affirmed that the laws and regulations of the UAE are strict in prohibiting any activity related to religious awareness, preaching in gatherings and homes, or teaching and interpreting the Quran without an official license from the recognised authorities in the country — whether such activities take place in the virtual space or through direct interaction.
He pointed out that violators of these regulations and instructions are subject to legal accountability, including strict penalties and sanctions designed to maintain the stability and safety of the nation.
He emphasised that the authority continues its ongoing efforts to warn against such practices, which threaten national security and societal safety and pose risks that could harm various segments of the population.
He called on Emirati society, both citizens and residents, to remain vigilant and committed to protecting their homes, sons, daughters, and all family members by safeguarding them from any means that may lead them to adopt extremist ideas through contact with terrorist groups that exploit opportunities to infiltrate minds.
He added that the General Authority of Islamic Affairs, Endowments, and Zakat provides the public with Quran teaching and memorisation services across the country through specialized centers, memorization circles in affiliated mosques, and a smart platform for remote Quran education.
These services are available to all segments of society, and those interested are encouraged to join them to protect themselves and their children from falling into the trap of distorted ideologies that undermine national and social values.

Israeli media has reported that a senior official in the Israel National Cyber Directorate was arrested in Las Vegas on suspicion of online paedophilia. According to a report on the Israeli news website Ynet, Tom Alexandrovich, 38, was arrested for questioning by the Las Vegas Metropolitan Police Department during a conference he had attended on behalf of the cyber directorate last week. He was arrested along with seven other suspects as part of "a multi-agency operation targeting child sex predators [which] led to the arrest of eight individuals over the past two weeks", Las Vegas police said in a statement. The suspects, according to local police, "face felony charges of Luring a Child with Computer for Sex Act". The Israel National Cyber Directorate, which is supervised by the Prime Minister's Office, said in response: "The employee informed the Directorate that during his trip to the United States he was questioned by the US authorities on matters not related to work matters, and returned to Israel on the scheduled date of return. "The Directorate has not yet received additional details through the authorised channels. If it receives, the Directorate will act accordingly. "At this stage, in a joint decision, the employee went on leave to deal with the matter until things will become clear." However, Ynet reported that, contrary to the directorate's statement, Las Vegas police documents indicate that Alexandrovich - head of the cyber directorate's technological defence division - was arrested in the US. According to the report, the Israeli senior official was released on $10,000 bail after appearing before a judge. "The documents indicate that Alexandrovich is suspected of seducing a mentally ill child using computer technology to have sex," Ynet said. In response, the Israel National Cyber Directorate added that it "was not involved in any matter related to the bail". Israel Police refused to comment on Alexandrovich's situation after his return to the country, saying: "As a rule, any complaint or information that raises suspicion of committing a criminal offence is examined by the police, and where there is a reasonable basis for suspicion that a criminal offence has been committed, an investigation is opened in accordance with each case and its circumstances. "We do not provide details regarding the existence or non-existence of investigations, and this does not confirm or deny their existence." The case comes after another senior Israeli official was accused of inappropriate behaviour. Israel's ambassador to the United Arab Emirates (UAE), Yossi Shelley, was recalled last month after senior Emirati officials complained of inappropriate conduct. Shelley, who served as director general of the Prime Minister's Office before becoming ambassador to the UAE, is considered close to Prime Minister Benjamin Netanyahu. A senior Israeli foreign ministry official told Channel 12 on Saturday that "the subject he talks about all the time in an exaggerated way is prostitutes", adding: "That's what he tells everyone about, that's what he likes to talk about the most." According to the report, Shelley used to go to "dubious places" during his time in the UAE. When Emirati officials sought to coordinate these visits, "Shelley went wild and just attacked the security guards by shouting: 'You won't lock me up.'"

As students travel abroad for studies, and Emirati families settle in foreign countries, cultural clashes may arise, with the social sensitivies of a different land hard to adapt to for those used to UAE norms. However, what about laws? Do legal rights and requirements of a foreign land get overruled by UAE law? Do citizens have to abide by UAE laws no matter which country they are in? Khaleej Times spoke to lawyers to get a better understanding of what cases UAE can extend its jurisdiction in. While the UAE Penal Code primarily applies to crimes committed on UAE territory, the jurisdiction extends further in some cases, according to Dr Hassan Elhais, legal consultant at Awatif Mohammad Shoqi Advocates & Legal Consultancy. This includes cases where the UAE can prosecute its citizens, and cases where the Emirates can take legal action against any person, regardless of nationality. Prosecution of citizens abroad An Emirati citizen who commits a crime abroad can be penalised for it upon their return to the country, under Article 23 of the UAE Penal Code. This is provided that the crime is punishable under both UAE law and the laws of the country where the crime was committed, Hassan said. It is important to note that the "jurisdictional reach applies regardless of whether the offense was committed against a fellow Emirati or not," according to Bassem Ehab, Senior Associate at Habib Al Mulla and Partners. However, prosecution will not proceed if the individual has already been acquitted or convicted by a final judgment in the country where the offence was committed, Bassem said. Prosecution of any national for crimes outside UAE While Emiratis can be prosecuted by UAE for any crime committed abroad, given certain conditions, people of other nationalities can be punished by UAE only for specific types of crimes committed outside the country mentioned in Article 21 and 22, according to Hassan. Bassem detailed the offences that grants extraterritorial application of UAE laws under Article 21 of the UAE Penal Code. This applies to anyone who commits an act as a principal or accomplice in any of the following crimes: Offences against the UAE's internal or external security, constitutional structure, or crimes involving the forgery or counterfeiting of official seals, government-issued financial instruments, or stamps; Forgery, counterfeiting, or falsification of UAE currency, whether committed within or outside the country, including the distribution or possession of such currency with intent to distribute; Forgery or falsification of paper money or coins that are legal tender in the UAE, including their distribution or possession for distribution purposes; Premeditated murder of a UAE citizen, regardless of where the act was committed Under Article 22, "the UAE can also prosecute any person who is found in the UAE after committing a major international crime like terrorism, human trafficking, or money laundering anywhere in the world," Hassan said. Article 22 also extends to distribution of drugs — whether as a principal or accomplice — committed outside the UAE should the perpetrator return to the UAE regardless of their nationality, Bassem said. Moreover, if certain actions committed abroad amount to a crime partially or fully committed in the UAE, the perpetrator can be held accountable under UAE law, he added.

15 Aug 2025 20:06 CAIRO (WAM) Jordan's Ambassador to Egypt and Permanent Representative to the Arab League, Amjad Adaileh, praised the efforts of the UAE, under the leadership of President His Highness Sheikh Mohamed bin Zayed Al Nahyan, to support the Palestinian people through urgent relief include sending hundreds of aircraft and ships loaded with food, medical supplies, and shelter materials, as well as establishing the UAE field hospital in Gaza and dispatching relief convoys through Jordanian territory to the statements to the Emirates News Agency (WAM) on Friday, Adaileh commended the UAE's historic and steadfast positions toward the Palestinian people, and its consistent commitment to extending a helping hand to its Arab brothers during the most difficult circumstances. He also praised its cooperation with Jordan and other Arab countries to alleviate Palestinian suffering and strengthen their resilience on their highlighted the joint UAE–Jordan humanitarian effort via the Jordanian land bridge and the air drops carried out by both countries to deliver aid. He noted that the UAE and Jordan are working together to transport assistance to the Gaza Strip overland from Jordan, with dozens of trucks carrying humanitarian supplies entering stressed that the UAE and Jordan will never abandon the Palestinian people, pointing to the presence of both Emirati and Jordanian field hospitals in the Strip to treat Palestinians and provide healthcare. He also noted that both countries are receiving and treating the wounded and injured from Gaza in their hospitals. Adaileh concluded by emphasising that tangible actions and concrete assistance are the strongest proof of the Arab effort to support the Palestinians in the Gaza Strip.
