
State takes decisive step towards Mahadayi project
The notification, issued on July 23 by the under-secretary of the Revenue Department, covers land in Khanapur taluk of Belagavi district. Specifically, acquisition has been initiated for 9 acres and 27 guntas in Asoga, Karambal, Shedagali, and Rumewadi villages to facilitate project works. Only clearances from the Union Ministry of Environment and Forests and the National Wildlife Board remain pending. Once granted, the project will receive the much-awaited green signal.
The Mahadayi project has been a long-standing demand of people in Kittur Karnataka, who have fought for decades to secure drinking water and irrigation facilities for 13 towns and hundreds of villages, including Hubballi-Dharwad. In 2010, the Union government constituted the Mahadayi Water Disputes Tribunal, which in 2018 allocated 13.42 TMC of water to Karnataka. The Detailed Project Report (DPR) also received approval, raising hopes among residents. However, due to persistent objections from Goa and lack of environmental clearance, implementation has been delayed.Goa has consistently lobbied against the project, pressing the Centre not to issue final approvals. CM Sawant's statement in the Goa Assembly last month further angered people in north Karnataka, who see the project as critical to their survival.
By issuing the acquisition notification, the Siddaramaiah-led government has attempted to demonstrate political will. Congress leaders have urged Union ministers, particularly Pralhad Joshi, to expedite the pending clearances. 'The state has completed its responsibility. Now the Centre must act swiftly to ensure approval,' leaders asserted.
Responding to the development, Union Minister Joshi maintained that sincere efforts are underway to secure necessary permissions.
With land acquisition in motion, the spotlight now shifts to the Centre. Observers say only when environmental and wildlife clearances are granted will the Mahadayi project shed its prolonged uncertainty and bring long-awaited relief to Kittur Karnataka.

Karnataka Cabinet approves internal quota, slicing SC reservation into three categories
In a historic decision that is expected to bring a closure to the more-than-three-decades-old struggle for internal reservation in Karnataka, the State Cabinet on Tuesday approved a reservation matrix slicing the 17% reservation for Scheduled Castes with 6% each to Dalit Right (Holeyas) and Dalit Left (Madigas) groups and 5% to Lambani, Korama, Koracha and Bhovis (touchable castes), along with 59 microscopic communities. The decision comes just over a year after the Supreme Court allowed internal reservation to be provided among Scheduled Castes. Government sources said that an ordinance with this regard will be promulgated after the Monsoon session, and prioritisation of categories will be spelt out. However, in what is seen as succumbing to Dalit right and touchable castes, the State Cabinet decided to drop 1% reservation to nomadic castes (the most disadvantaged) and 1% reservation given to Adi Karnataka, Adi Dravida and Adi Andhra, as recommended by the one-man commission headed by retired judge H.N. Nagamohan Das. The commission, which submitted its report on August 4, had recommended 5% reservation to Dalit Right, 6% to Dalit Left and 4% to touchable castes. From the five categories recommended by the commission, the Cabinet brought it down to three. Following the Cabinet decision, the Category E for AK, AD and AA as recommended by the commission will be merged with Dalit Right, while Category A recommended by the commission will go with touchable castes. While the commission has recommended categories based on backwardness besides the population as directed by the Supreme Court, the merger of Category A and Category E with touchables and Dalit Right, respectively, will now put most backward communities with relatively well off communities in terms of socio, economic and educational backwardness. Though the special Cabinet meeting was first scheduled for Saturday, it was postponed to Tuesday owing to lack of consensus, and Home Minister G. Parameshwara had been having parleys with five other Dalit ministers, and leaders to bring about a consensus. Retired Dalit officials, it is learnt, also played a part in the exercise. The Dalit Right groups and the touchable communities had opposed the categorisation since they felt their quota within the broader reservation had come down. Emerging out of Cabinet, Law and Parliamentary Affairs Minister H.K. Patil termed the meeting as 'fruitful'. 'We have come out of Cabinet meeting happily. Chief Minister Siddaramaiah will make a statement with this regard in the Legislature on Wednesday,' he said. Kannada and Culture and Backward Classes Minister Shivaraj Tangadagi said that for the purpose of internal reservation, the Cabinet has agreed to have three categories. When asked about disadvantaged communities being clubbed with better off communities, he said, 'This is a historic decision taken under the leadership of Chief Minister Siddaramaiah. We are all together. Nobody will be left behind. Earlier, all communities were competing as a pool of 101 castes.' The commission after a two-month-long survey that started on May 5 covered 94% of the estimated 1.16 crore Scheduled Castes population in the State. However, it could cover just about 54% of the estimated 13 lakh population in Bengaluru City limits.

Chief Minister M.K. Stalin congratulated retired Supreme Court judge B. Sudershan Reddy on being named INDIA bloc's Vice-Presidential candidate. 'I wholeheartedly congratulate Thiru B. Mr. Reddy was a jurist of integrity and independence, and a champion of civil liberties and social justice, and upheld constitutional values throughout his career, Mr. Stalin said. 'At a time when our institutions are under strain, his candidature strengthens our collective resolve to safeguard democracy and protect the spirit of the Constitution,' he added. Contending that all the independent institutions meant to safeguard democracy had been turned into the 'subsidiary bodies of the ruling party', and that the Constitution was in danger, he said, 'In such a situation, the responsibility before us is to support only the one who believes in India's fundamental ideals of secularism, federalism, social justice, and unity in diversity.' Mr. Stalin alleged that the BJP-led government at the Centre was 'continuously inflicting injustice on Tamil Nadu' — refusing to accept the State's rightful demands such as exemption from NEET, recognition of Keeladi's antiquity, fairness in fund devolution, and release of educational funds. 'Through Governors, it has been running a parallel government and blocking the functioning of State governments, while engaging in efforts to weaken institutions of higher education.' The DMK was consistently and vociferously raising its voice in Parliament against the unconstitutional denial of the State rights, the centralisation of power, the rising tide of hate propaganda, and the relentless imposition of Hindi and Sanskrit — 'all of which dig a grave for the Constitution and attempt to bury it', Mr. Stalin said. The DMK president said 'secular-spirited people of Tamil Nadu' had, in successive elections, overwhelmingly voted for the MPs and MLAs of the DMK-led alliance to defend the rights of the State and safeguard the Constitution. 'This decision stands as both a reaffirmation of the people's faith and a mark of respect for their mandate and sentiment.'
