
Renewable Energy Investors Receive Mixed Signals In The U.S.
The Trump Administration's energy policies are shifting the investment priorities in American renewable energy, and not to its benefit. But the jury is still out whether the green transition can be stopped or reversed.
In the first quarter of 2025, approximately $8 billion in clean energy investments and 16 large-scale projects were cancelled – the highest drop on record and the first decline since the Biden Administration enacted the barely effective Inflation Reduction Act which strongly favored the renewables. Among the companies that changed their plans were T1 Energy, formerly known as Freyr Battery, Kore Power, and many other solar, battery, and EV manufacturers. Projections still indicate that the U.S. will continue to increase its added renewable generation capacity in 2025, with Texas leading the way, profiting regardless of subsidies.
As green investors grow uncomfortable with the U.S. policy environment, other countries are using this to attract that capital instead. At the Energy and Security conference in London, co-hosted by the UK government and the IEA, UK Prime Minister Keir Starmer told a roomful of global investors, 'Let my message to the world go out: come build the future of energy here in Britain.' Yet, given UK and EU anemic economic growth, Starmer and other European leaders may succeed in their bid to usurp America's future energy lead.
The Inflation Reduction Act brought record investment in U.S. manufacturing. However, the uncertainty surrounding its long-term direction is causing investors to hesitate, fearing that political shifts could undermine the policy foundations of their projects. Among others, Freyr Battery cancelled a $2.5 billion investment in a battery factory in Georgia, while Bosch cancelled a $200 million hydrogen fuel cell factory in South Carolina in early 2025. Bosch still wants to reach economies of scale in green hydrogen, but is planning to focus on several projects in Europe. These developments reflect growing investor concern about the U.S. policy environment, which has undergone significant changes during the second Trump administration, as shown by declining indicators like Nasdaq's Clean Edge Green Energy Index.
From Executive Orders like 'Unleashing American Energy', which calls for the immediate termination of the Green New Deal, to stepping away from the Paris Climate Agreement, eliminating grants for renewable energy projects, and weakening environmental institutions, there is a distinct shift away from renewables. In addition to policies directly targeting solar and wind, and climate-related programs, escalating global tariffs, trade tensions, and particularly the trade war with China, create risk in the U.S. investment climate.
For example, polysilicon is essential for manufacturing solar PV batteries, and Clean Investment Monitor's April report estimates that polysilicon production expected to come online by 2035 represents 9 GW of solar capacity to be deployed by 2035. However, 87% of this capacity is linked to facilities that have been announced but have yet to be built, a sign of the policy uncertainty.
Countries such as the UK are likely to attempt capturing capital flowing out of the U.S. Following Prime Minister Starmer's remarks at London's Energy Security Summit, the UK's energy secretary wrote to companies worldwide, promoting the UK's clean energy plan and commitment to attracting investments. The U.S., by contrast, stood out at the summit for strongly backing fossil fuel expansion, in contrast with other participating countries more committed to renewables.
Beijing, which massively committed to the export-focused green tech, is seeking an advantage as well. This month, China released an unprecedented comprehensive national database of emissions broken down by location, industry, and type. It aims to inform investors how much money they can get by remediating certain emissions in both new and existing projects. The unspoken message is clear: America might not pay to reduce carbon emissions, but China will. Recognizing this, the UK sees cooperating with China as a 'no-brainer' while acknowledging concerns over its supply chain dominance.
China continues to be the most significant player in the global clean energy landscape, specifically in manufacturing, exports, deployment, and supply chains. Instead of attending the summit, President Xi Jinping spoke at the UN, stating that China will remain committed to climate action regardless of what other major nations do.
In 2024, China poured approximately $680 billion into clean energy manufacturing, nearly matching the combined investments of the U.S. and the EU. As Milo McBride, a fellow at the Carnegie Endowment for International Peace, noted, "It is difficult to overstate China's singular lead across clean energy technologies. The gaps are both enormous and historically unprecedented." In 2024, with sales and investments worth $1.9 trillion, clean energy contributed 10% of China's GDP, making it a key component of economic growth.
Investing in domestic clean energy under competitive market conditions is crucial for building a resilient U.S. energy system, enhancing industrial competitiveness, and facilitating the transition towards a cleaner economy. However, the energy policy established by the previous administration, with its multi-billion dollar tax breaks and subsidies, as well as government favoritism, has complicated the signals for clean energy investment.
Today, other countries are taking notice of the Trump Administration's policy shift and are attempting to attract investors to capture capital flight. Solar and wind are not going away, regardless of personal preferences, but that doesn't mean they need to be heavily subsidized by taxpayers. To stay competitive in the global energy transition, the U.S. must provide clarity, consistency, and long-term confidence in its clean energy policies.

A group of pro-Israel members of Congress is urging President Trump to ensure "zero enrichment, zero pathway to a nuclear weapon" in negotiations with Iran, Axios has learned. Why it matters: The lawmakers — including a Republican, Rep. Don Bacon (R-Neb.) — said Israel's strikes against Iranian nuclear sites and other military targets has created a "renewed sense of urgency" on the issue. "This decisive action comes after two months of unsuccessful diplomatic attempts and represents a critical chance to stop the Iranian regime from acquiring a nuclear weapon," they wrote in a letter to Trump first obtained by Axios. Josh Gottheimer (D-N.J.), a staunchly pro- Israel centrist Democrat, and signed by seven other House Democrats, in addition to Bacon. The nine lawmakers noted that the two-month deadline which Trump set in March for reaching a nuclear deal arrived on Thursday — the day Israel launched its strike. They urged him to add "crushing diplomatic pressure ... to Israel's military pressure" by working with European countries to impose "Snapback" sanctions on Iran for being out of compliance with the 2015 nuclear deal. What they're saying: Trump told Axios' Barak Ravid on Friday that he believes Israel's strike improved the chance of reaching a nuclear agreement with Iran. "I couldn't get them to a deal in 60 days. They were close, they should have done it. Maybe now it will happen," he said. But Iran's foreign minister said that nuclear talks planned for Sunday have been cancelled, and Trump said Saturday that the war between Israel and Iran "should end."

Death toll grows as Israel and Iran trade attacks for third day
The death toll grew Sunday as Israel and Iran exchanged missile attacks for a third consecutive day, with Israel warning that worse is to come. Israel targeted Iran's Defense Ministry headquarters in Tehran and sites it alleged were associated with Iran's nuclear program, while Iranian missiles evaded Israeli air defenses and slammed into buildings deep inside Israel. In Israel, at least 10 people were killed in Iranian strikes overnight and into Sunday, according to Israel's Magen David Adom rescue service, bringing the country's total death toll to 13. The country's main international airport and airspace remained closed for a third day. There was no update to an Iranian death toll released the day before by Iran's U.N. ambassador, who said 78 people had been killed and more than 320 wounded. The region braced for a drawn-out conflict after Israel's strikes hit nuclear and military facilities, killing several senior generals and top nuclear scientists. President Donald Trump said the U.S. had 'nothing to do with the attack on Iran' and warned Tehran to expect 'the full strength and might of the U.S. Armed Forces' if it retaliates against the United States. The powerful Iran-linked Iraqi militia Kataib Hezbollah on Sunday warned it will target U.S. interests and bases in the region if Washington intervenes in the hostilities between Israel and Iran. The group said in a statement that it is 'closely monitoring the movements of the American enemy's military in the region' and 'should the United States intervene in the war (between Israel and Iran), we will directly target its interests and bases spread throughout the region without hesitation.' Iran said an Israeli strike that killed the head of the Revolutionary Guard's missile program also took out seven of his trusted deputies, seriously disrupting its command. Iran previously acknowledged the death of Gen. Amir Ali Hajizadeh, the head of the Guard's aerospace division in Friday's strike. Also killed were Gen. Mahmoud Bagheri, Gen. Davoud Sheikhian, Gen. G7 leaders gather in Canada for summit overshadowed by Middle East crisis and Trump's tariffs
BANFF, Alberta (AP) — Leaders of some of the world's biggest economic powers will arrive in the Canadian Rockies on Sunday for a Group of Seven summit overshadowed by a widening war across the Middle East and U.S. President Donald Trump's unresolved trade war with allies and rivals alike. Israel's strikes on Iran and Tehran's retaliation, which appeared to catch many world leaders unawares, is the latest sign of a more volatile world as Trump seeks to withdraw the U.S. from its role as world policeman. Speaking on a flight to Canada to attend the summit, British Prime Minister Keir Starmer said he had discussed efforts to de-escalate the situation with Trump and Israeli Prime Minister Benjamin Netanyahu, as well as other world leaders. Britain is sending Royal Air Force jets and other military reinforcements to the Middle East. 'We do have longstanding concerns about the nuclear program Iran has. We do recognize Israel's right to self-defense, but I'm absolutely clear that this needs to de-escalate. There is a huge risk of escalation for the region and more widely," Starmer said, adding he expected 'intense discussions' would continue at the summit. Trump is summit's wild card As summit host, Canadian Prime Minister Mark Carney has decided to abandon the annual practice of issuing a joint statement, or communique, at the end of the meeting. With other leaders wanting to talk to Trump in an effort to talk him out of imposing tariffs, the summit risks being a series of bilateral conversations rather than a show of unity. Trump is the summit wild card. Looming over the meeting are Trump's inflammatory threats to make Canada the 51st state and take over Greenland. French President Emmanuel Macron is making a highly symbolic stop in Greenland on his way to Canada, meeting the Arctic territory's leader and Denmark's prime minister aboard a Danish helicopter carrier. Macron, who is one of the very few leaders to have known Trump during his first term, was the first European leader to visit the White House after Trump took office, emerging unscathed from the Oval Office encounter. But despite the two leaders' sporadic bromance, Macron's approach to Trump has failed to bear major results, with France caught up in the president's planned tariffs on the European Union. Nor did it bring any U.S. security guarantees for Ukraine despite Macron's efforts, together with Starmer, to build a coalition of nations that could deploy forces after any ceasefire with Russia, with the hope it would convince the Trump administration to provide backup. Trump is scheduled to arrive late Sunday in Kananaskis, Alberta. Bilateral meetings between other leaders are possible Sunday, but the summit program does not get underway until Monday. Peter Boehm, Canada's sherpa of the 2018 G7 summit in Quebec and veteran of six G7 summits, expects the heads of state to pivot discussion to devote more time to the war. 'Leaders can accommodate a discussion, perhaps even a statement,' Boehm said. 'The foreign policy agenda has become much larger with this.' 'He tends to be a bully' Leaders who are not part of the G7 but have been invited to the summit by Carney include the heads of state of India, Ukraine, Brazil, South Africa, South Korea, Australia, Mexico and the UAE. Avoiding tariffs will continue to be top of mind. 'Leaders, and there are some new ones coming, will want to meet Donald Trump,' Boehm said. 'Trump doesn't like the big round table as much he likes the one-on-one.' Bilateral meetings with the American president can be fraught as Trump has used them to try to intimidate the leaders of Ukraine and South Africa. Former Canadian Prime Minister Jean Chrétien told a panel this week that if Trump does act out, leaders should ignore him and remain calm like Carney did in his recent Oval Office meeting. 'He tends to be a bully,' Chrétien said. 'If Trump has decided to make a show to be in the news, he will do something crazy. Let him do it and keep talking normally.' Starmer had a warm Oval Office meeting with the president in February, wooing Trump with an invitation for a state visit from King Charles III. Trump has praised the British prime minister, despite their political differences. Zelenskyy expected to meet Trump Last month Britain and the U.S. announced they had struck a trade deal that will slash American tariffs on U.K. autos, steel and aluminum. It has yet to take effect, however, though British officials say they are not concerned the Trump administration might go back on its word. Starmer's attempts to woo Trump have left him in an awkward position with Canada, the U.K.'s former colony, close ally and fellow Commonwealth member. Starmer has also drawn criticism — especially from Canadians — for failing to address Trump's stated desire to make Canada the 51st state. Asked if he has told Trump to stop the 51st state threats, Starmer told The Associated Press: 'I'm not going to get into the precise conversations I've had, but let me be absolutely clear: Canada is an independent, sovereign country and a much-valued member of the Commonwealth.' The war in Ukraine will be on the agenda. President Volodymyr Zelenskyy is due to attend the summit and is expected to meet with Trump, a reunion coming just months after their bruising Oval Office encounter which laid bare the risks of having a meeting with the U.S. president. Starmer met with Carney in Ottawa before the summit for talks focused on security and trade, in the first visit to Canada by a British prime minister for eight years. German officials were keen to counter the suggestion that the summit would be a 'six against one' event, noting that the G7 countries have plenty of differences of emphasis among themselves on various issues.
