Spender's plan would mean property losses could only be used to offset taxable income on other capital investments, or carried forward to tax paid on capital gains when they are sold.
She said the current tax system acted as an incentive for people to sink money into property, but was a disincentive for someone who wanted to boost their skills or work. Moving to a dual-income system would limit the attractiveness of negative gearing and trusts.
'You should be rewarded for investing in yourself, not for expanding your property portfolio,' she said.
'We're taxing young people when they aren't getting high pay, and they're facing high costs such as buying a home or childcare. It's actively working against young people.'
In the 2022-23 financial year, 1.1 million people made a net loss on their property investment, with a similar number either breaking even or recording a profit. The number of negatively geared investors is expected to grow due to the rise in mortgage interest rates that began in 2023.
Spender said any change would require a transition period to enable people to adapt to the new system.
She said her proposal would be budget neutral, as extra tax collected on property investors would be used to either cut personal income tax rates or lift the thresholds at which tax rates change.
She said the current tax system was using bracket creep as a 'silent driver' of budget repair, while her proposal would encourage people into the workforce and reward those who depend on wage income.
'We're not incentivising people to be the best that they can be, but how much they can put into property. We can't keep doing that,' she said.
Her proposal emerged as the Reserve Bank released research showing that a fall in competition across the economy since the early 2000s had directly contributed to Australia's slowdown in productivity that is costing every person up to $3000.

RBA economists Jonathan Hambur and Owen Freestone found that if competition were around the level it was at the turn of the century, overall productivity would be 1 to 3 per cent higher, and the economy up to $80 billion larger due to a better allocation of business resources.
'This shows that declining competition has been a significant drag on productivity, and therefore GDP and incomes,' they found.
'These are important findings. They suggest that declining competition in the Australian economy can account for a significant portion of the slowdown in productivity growth, and therefore growth in incomes and living standards.'

In practical terms, tokenisation makes traditional assets programmable and transferable in new ways. While cryptocurrencies like bitcoin and ethereum first popularised the use of blockchain for peer-to-peer payments, institutional players are now using the same principles to represent bonds, securities, currencies and deposits in digital form. These tokens can move quickly, settle instantly and flow across otherwise siloed financial systems. For Australian investors, the shift is more than technical. It changes the context in which digital assets are discussed, understood and used. And it raises a more pressing question: how prepared are everyday Australians? Mario Stanic, founder and chief executive of home-grown investment insights firm Crypto Research Australia, says the latest move by SWIFT signals a shift in how digital assets are being integrated into the financial system. 'SWIFT's digital asset trials are a turning point – they're turning on the tap to global liquidity in ways we've never seen before,' says Stanic. 'For Australian investors and institutions, this means faster trades, borderless access, and a new era of interoperability. The question is no longer if digital assets will go mainstream, it's how fast you're ready to move.'

Centr has long had headquarters in Melbourne and California, but is now moving operations almost entirely to the US, with just a handful of Australian staff to continue working remotely. A spokesperson for the company confirmed to that it will no longer have a Melbourne office, and that 15 staff have been caught up in the transition. (Centr) "As Centr continues to scale globally, we've made the strategic decision to consolidate operations in the US to improve operational and geographic efficiency," they said. "This transition affects 15 roles, with a few team members continuing remotely as part of the US-based team. "Centr remains focused on continued growth across its digital platform, performance-grade equipment, and global partnerships." The company's digital general manager, Nick Robinson, said "Centr will continue to drive towards business goals by streamlining operations and seeking exceptional talent". Just two years ago, Centr had claimed that its Melbourne office would "continue to be the global hub for all content and customer service, and will also be home to all sales and marketing for Australia, New Zealand and Asia". While the business was sold three years ago, Hemsworth has continued to be the face of Centr. Australia's key benchmark index has spiked above 8,900 points for the first time, making five record resets in five sessions for the local bourse. The S&P/ASX200 spiked to a fresh high of 9,177.3, before easing to 8,882.6 points by midday, up 8.8 points, or 0.12 per cent, as the broader All Ordinaries gained 11.9 points, or 0.13 per cent, to 9161. IG Markets analyst Tony Sycamore said it was a feat "unprecedented over the past decade". "This week's gains have followed a rally on Wall Street, the Reserve Bank's recent 25-basis-point rate cut to 3.6 per cent, and July's in-line labour force report, reinforcing the RBA's cautious 2025 rate cut strategy and teasing further cuts ahead, most likely in November and February." Friday's relatively steady start came after a flat US session overnight, after producer price growth in the world's largest economy weighed on expectations of the timing and magnitude of future interest rate cuts. "Today we expect the local market to be mostly flat, as traders await earnings calls," Moomoo market strategist Paco Chow said. "We've got a long way to go in Australian earnings season, but despite some misses, we're seeing good news." Westpac was one such example, leading the big four banks for a second-straight day after it posted a solid boost in quarterly profit on Wednesday and helping financials edge 0.1 per cent higher. CBA was on track for a third session of losses, down 7.5 per cent to $165.60 since its full-year results raised questions about its lofty valuation. Seven of 11 local sectors were trading higher, with energy ahead of the pack with a one per cent gain as Ampol surged more than seven per cent after announcing it will buy up EG Group's Australian service station portfolio for $1.1 billion. Utilities stocks showed continued strength, up more than four per cent since Thursday, as Origin Energy continued to rally after posting a bumper full-year profit. The materials sector was back in the green after snapping an eight-session winning streak on Thursday, up 0.6 per cent and tracking with similar gains in iron ore giants BHP, Fortescue and Rio Tinto. Local gold miners edged higher thanks to an uptick in the greenback against the Aussie dollar, as futures in the precious metal edged 0.5 per cent lower to $US3,383 ($A5,205) an ounce. So-called "digital gold" Bitcoin tanked almost six per cent after hitting a fresh peak above $US124,000 (A$190,830) on Thursday, and is trading just under US$118,700. Healthcare stocks slipped 0.5 per cent and were the worst performing sector, as hearing device manufacturer Cochlear slipped 1.6 per cent after its $392 million underlying net profit missed market expectations. Shares in Mirvac also fell as the property group swung to a statutory net profit of $68 million from a $805 million loss the year before. The Australian dollar is buying 64.96 US cents, down roughly one per cent since Thursday's labour force report, which showed the labour market was re-entering a period of gradual softening, Westpac economist Mantas Vanagas said.
