‘Shortage of staff, CCTV': Bengaluru Police red-flagged risks of RCB event hours before stampede, say reports
Several reports emerged on Sunday, claiming that a Karnataka police official had warned of the risks of holding a felicitation ceremony for the Royal Challengers Bengaluru (RCB) at the Vidhana Soudha.
Despite the warning, the government went ahead with it on June 4 and held the event in the M Chinnaswamy Stadium.
The event was first supposed to take place on the grand steps of the state legislative assembly building.
A letter dated June 4, accessed by the Times of India and NDTV, showed that senior police officer MN Karibasavana Gowda had warned of security concerns and flagged it to the Department of Personnel and Administrative reforms (DPAR).
Gowda had reportedly said there was an acute shortage of officers and personnel. According to TOI, he told DPAR head G Satyavathi that this will severely hamper security arrangements (bandobast) for such a large-scale event.
"Lakhs of cricket fans are likely to come to Vidhana Soudha. Since there is a shortage of security personnel, making bandobast will be a problem," MN Karibasavana Gowda, in-charge of security at the legislature, wrote to DPAR secretary G Sathyavathi.
In the letter, Gowda also pointed to the venue's sensitive status and lack of adequate CCTV coverage.
DPAR official Sathyavathi, who was overseeing arrangements at Vidhana Soudha steps, then publicly urged fans to head to the stadium instead - a short distance away.
"The team was feted at the legislature and the celebrations then moved on to the stadium. But fears of overcrowding had set in well in advance," the TOI reported.
Despite the warning, the celebrations over the RCB's first-ever victory in the IPL game was allegedly rushed through — less than 24 hours after the final match — without proper crowd control or safety protocols, the report added.
Sources told TOI that Vidhana Soudha's Deputy Commissioner of Police's (DCP) note was also shared with then Bengaluru police commissioner B Dayananda, who in turn flagged it to chief secretary Shalini Rajneesh. But permissions were still granted.
Later, in the evening of June 4, lakhs of cricket and RCB fans thronged the street outside the M Chinnaswamy Stadium in Bengaluru for the victory celebrations, leading to a stampede that claimed 11 lives.
The stampede took place ahead of RCB team's felicitation after winning their Indian Premier League (IPL) title by defeating Punjab Kings (PBKS) in a tight final on Tuesday.
Karnataka CM Siddaramaiah recently ordered an increase in the compensation announced for the families of those who died in the stampede to ₹ 25 lakh each. The government had earlier announced a compensation of ₹ 10 lakh each.
The top senior officials of Karnataka State Cricket Association (KSCA), Secretary A Shankar and Treasurer ES Jairam, tendered their resignations, taking "moral responsibility" for the stampese.
On June 5, Siddaramaiah had announced that a one-man commission would be formedto look into the procedural lapses in the issue, and the commission has been asked to give the report in 30 days.

Bengaluru, June 8 (UNI) Karnataka Opposition Leader R Ashok on Sunday demanded a special session of the Assembly to deliberate on the Chinnaswamy stadium stampede. 'Three separate inquiries have been ordered – which one is genuine? We demand a judicial probe headed by a sitting High Court judge,' he insisted. Ashok also called for enhanced compensation for the victims' families. 'If the government is truly not at fault, it should give Rs 1 crore per family. As opposition leaders, we will contribute our one month's salary to the families,' he announced. Dismissing the justification for such a grand event, Ashok added, 'Winning a trophy is not new. Other states have won before. But no other CM has ever used such events for cheap publicity.' He accused the state government of flouting police instructions and thereby breaking the law, which led to the stampede. Ashok alleged that the tragedy could have been averted had Chief Minister Siddaramaiah and Deputy Chief Minister DK Shivakumar not been engrossed in a power tussle. 'Instead of mourning the loss of innocent students, they were chasing a trophy. The police had informed the government of a casualty by noon, and yet the programme went on even after eight children had died. This shows how stone-hearted the government is,' he charged. Ashok cited a letter dated June 4, from the Vidhana Soudha police to the Chief Secretary, warning that the programme was being hastily organised, with inadequate staff and serious security concerns. The letter had recommended cancelling the event, yet the government proceeded, he alleged. He further stated that police had clearly instructed against the participation of department staff and their families, but the directive was ignored. 'CCTV deployment was skipped, drones were flown despite prohibition, and the stage – which was to accommodate only 20–30 people – ended up hosting over 200, including 11 players,' he said. Ashok pointed out that while the event was officially listed as a government function, CM Siddaramaiah later disowned it, claiming it was not a government-organised event. Action Sought Against Karnataka Over Damage To Bengaluru Park During RCB Event
A citizens' group in Bengaluru has sought action against the Karnataka government and the Royal Challengers Bengaluru alleging damage to the fence of their park during last week's stampede. The Cubbon Park Walkers' Association has written to the local police. "The recent episode of Victory Celebration of R C B, at KSCA Stadium by the organization namely DNA among others including the Govt. of Karnataka, the same was handled without any preparation which resulted the crowd who thronged in to the Cubbon Park thereby damaging the fence, ornamental plants, branches of trees and also defecated the area without any preventive measures taken by the Government," the letter read. "It is also brought to your kind notice that the onus is also on the Karnataka Sub Area as the stadium land and wireless Office situate belongs to the Army. There is no document to show transfer of the land by the Army to the State Government or to KSCA by the Army. Hence this complaint is also directed against the Army Head Quarters Subarea as they failed in their duty to maintain law and order," the note read. Accusing the state government of "dereliction of duty," and the army of "failing in their duty to maintain law and order" the walkers wrote that "action may be taken against the Government of Karnataka, KSCA Organization, DNA, Army Sub Area, R. C. B. Hence the complaint may be taken and action in accordance to law". Eleven people died and 47 were injured during Wednesday's stampede in Bengaluru during the felicitation of the RCB players after they won their maiden IPL. Lakhs of fans, who had waited 18 years for the day, had gathered at the Chinnaswamy stadium. But the lack of adequate preparation on part of the authorities had led to a tragedy.

The batting great, who did commentating duties during the IPL, lauded RCB for their amazing season on the field, which led to their maiden title. Prayers of the fans can change fortunes, and there's no doubt that the prayers of their loved ones made a contribution to bringing that elusive Cup to Bengaluru,' he added. Gavaskar reflected on the heartbreaking tragedy while also highlighting the deep love RCB fans have for their team, who brought them immense joy over the past two months and finally ended their long wait for an IPL title. 'What a tragedy? The loss of lives due to a stampede outside the Chinnaswamy Stadium is heartbreaking indeed. All that those people wanted was a glimpse of the players who had given them so much joy and happiness over the years, especially in the last two months. The IPL Trophy, which they kept hoping would be theirs every year but never did, was finally coming to them after a wait of 18 years," he added. RCB have faced strong backlash for proceeding with the victory celebrations just a day after their title win, leaving the administration and police with little time to put proper security measures in place for an event of that scale. The newly-crowned champions announced a financial assistance of ₹10 lakh each for the families of the 11 supporters, who lost their lives in the tragic stampede. 'It was totally understandable for their joy to know no bounds and they wanted to show it to their heroes. Maybe even see them up close, maybe even touch them, maybe even get a quick photo with them. Haven't we all been fans of someone before and perhaps still are and want to see them and have a brief hello and then perhaps a photo with them?' Gavaskar concluded.
