
Gap to Ireland's 51% emissions target widening
Ireland has gone backwards in its attempts to achieve its greenhouse gas emissions targets, according to an updated analysis by the Environment Protection Agency (EPA).
The latest greenhouse gas emissions projections from the EPA said emissions could fall by up to 23% by 2030 if every climate policy and measures currently planned by the Government is fully implemented on time.
This is down from a 29% reduction predicted last year, and means the gap between what is currently achievable and Ireland's legally binding emissions-reduction target of 51% is widening.
The EPA said the deterioration is due to significantly slower progress on many fronts, including onshore wind, offshore wind, electric vehicles, district heating, and the use of biomethane.
EPA Director General, Laura Burke, said these trends, and the lack of progress, is concerning and the focus must now shift from policy aspiration to practical implementation.
This new analysis from the EPA follows updated information it received about climate progress from Government cepartments and agencies.
The report also shows that Ireland will exceed its 295 million tonne carbon budget allocation for 2021 to 2025 by 12 million tonnes.
It is also on course to exceed its carbon budget for the following five years by 114 million tonnes.
This represents a very significant financial concern because carbon credits costing billions of euros would need to be purchased to compensate for overruns.
The fact that Ireland is not on track to meet its 51% emissions reduction target by 2030 is not a surprise. It is in line with projections in recent years.
What is a major surprise, however, is confirmation from the EPA that Ireland's climate progress has slipped backwards, and that the gap to the 51% target is widening.
The EPA is projecting that the agreed emissions ceilings for 2030 will be exceeded in nearly sectors, including buildings, electricity, industry and transport.
It said emissions from agriculture could possibly fall by up to 16% by 2030.
However, it is not viable to compare this with an emissions ceiling because the ceiling for the agriculture sector needs to be updated because of new science related to agriculture emissions.
Apart from Ireland's national obligation to reduce greenhouse emissions by 51% compared to 2018 levels, it is also obliged to achieve a separate EU emissions reductions target of 42% compared to 2005 levels, by 2030.
Today's report said that even with the best-case scenario, and using available flexibilities, Ireland simply cannot meet this EU target based on all the additional climate policy measures outlined and planned by the Government.
Ms Burke said: "Although emissions trends are going in the right direction, the gaps to our European and national emission reduction targets are now projected to be larger than last year.
"As we get closer to 2030 and receive more information on the impact of agreed policies and measures, it is concerning to see projected reductions and lack of progress in the delivery of actions to reduce emissions including in the electrification of our transport sector and the expansion of renewable electricity powering our homes and businesses and the implementation of carbon reduction measures in agriculture.
"Momentum is building for Ireland's low-carbon society, but we need to accelerate it and scale up the transition."
Key areas where the EPA has downgraded its climate action projections due to slower progress over the past year include renewable energy, transportation and heating.
It said that following updated information from Government bodies, it is now assuming a maximum of 7.1 gigawatts of onshore wind energy capacity will be installed by 2030, down from 9 gigawatts targeted and presumed likely just 12 months ago.
Similarly, the amount of installed offshore wind energy capacity the EPA considers to be realistic by 2030 is just 2.7 gigawatts, down from 5 gigawatts included in its projections last year.
Estimates for installed solar power, biomethane, and district heating likely by 2030 have also been significantly reduced.
There has been a very significant reduction, too, in the total number of electric vehicles the EPA now considers likely to be on Irish roads by 2030.
Last year, its projections assumed the Government's official target of 945,000 electric vehicles was achievable.
This year, following updates and consultation with Government departments, it said 640,000 electric vehicles would be the limit of what could possibly be achieved by 2030.
Achieving this, however, will still require a massive acceleration in the uptake of electric vehicles.
There are currently 148,000 electric vehicles on Irish roads. This is made up of just over 82,500 fully electric, and 66,500 plug-in-hybrid-electric, vehicles.
To achieve the target included in these latest EPA emissions projections would require half a million additional electric vehicles over the next five years.
The EPA projections excluded 5.25 million tonnes of "unallocated" greenhouse gas emissions "savings" promised in the Government's Climate Action Plan.
This is because there is no indication whatsoever in the Plan about how those savings can be achieved.
Today's report also said that net greenhouse gas emissions from land use and forestry in Ireland could double by 2030.
This is because much of Ireland's existing forestry is approaching harvesting age, and will be cut down, while the rate of afforestation is too low to replace them.

The Irish Independent's View: Revelation of emergency housing costs delivers another crushing blow to Government's credibility
When you cut to the chase, it is the taxpayer who pays and pays. If they are lucky, their money is spent efficiently and effectively. If they are not, the potential for indefensible blow-outs is all the greater, and the chance to hold those responsible to account is lost in a perpetual political cycle of deflection and denial. The revelation that the cumulative costs of housing some families in emergency accommodation adds up to the price of a house is another crushing blow to the Government's credibility on homelessness and the housing crisis. The idea that it could cost between €140,000 and €180,000 to keep a roof over the head of a family each year seems ludicrous. Many families require such support for two years, according to Dublin Region Homeless Executive. Figures from the Department of Housing, released last month, revealed 15,580 people were dependent on such support. This was 11pc more than last year, when there were 14,010. The figure of 15,580 marked another bleak record and included 4,775 children. Sinn Féin's Eoin Ó Broin said the new high was a 'stain on this Government', while Labour's Conor Sheehan said: 'This is no longer a housing crisis – it is a housing disaster, and the Government is responding with inertia.' Only a radical, pandemic-like response – where obstacles are obliterated by absolute necessity, with cross-party buy-in – will suffice The massive costs of meeting homeless people's requirements seem to have no boundaries. A total failure to provide the necessary accommodation over decades has forced the State into paying indefensible amounts of money. There is now a perception that the Government is being swamped in a sea of need. Buddhist nun Pema Chedron once wrote: 'Nothing ever goes away until it has taught us what we need to know.' But surely there is nothing more to be learnt about the solution to the housing crisis. We do not have enough houses, nor will we unless there is a revolutionary change in approach. Last month we saw how the national monthly average rent passed €2,000 for the first time. A recent Property Industry Ireland conference was told €140bn in public and private funding is needed to reach the government housing target of 300,000 homes by 2030. It is time for the Government to create a dynamic where the State and the private sector can act in tandem to mutual benefit. The State has to create the conditions where the finances will be in place to ensure a building programme can be accelerated to bridge the gap between supply and demand. Only a radical, pandemic-like response – where obstacles are obliterated by absolute necessity, with cross-party buy-in – will suffice. Palming off the burden of responsibility at the expense of the next generation is not an option. We cannot continue to haemorrhage vast sums of taxpayer money for unsustainable short-term 'solutions'.

Markets hover near all-time high despite latest tariffs drama
In Europe, shares in Germany's DAX index hit a record high after the new coalition government there approved a €46bn package of corporate tax breaks as part of a push to revive economic growth, and ahead of an expected interest rate cut on Thursday from the European Central Bank. The Stoxx Europe 600 Index of European shares closed up 0.5pc after it pared some earlier gains following weaker-than-expected US jobs data. European shares are increasingly outperforming the US, closing what had been a yawning valuations gap. US stocks are close to their own highs, having recouped the 20pc suffered in April during the initial phase of the reaction to Donal Trump's tariffs. While the White House has rowed back on its most extreme tariff policies, it did pull the trigger on Wednesday on a huge 50pc tariff on imports of steel and aluminium, double the size of a tariff first announced in February. The steel levy, imposed for supposed national security reasons, is outside the scope of a US court that last week ruled much of the Trump tariff regime was illegal. The decision to push ahead with the higher rate came after the White House was stung by the new insult that Trump always chickens out (TACO). Canada, the biggest exporter of steel to plants including in the US industrial belt close to the border, will be worst hit. The MSCI index made up of a basket of stocks from across the developed world – and therefore a good guide to confidence in the global economy – touched an all-time high on Monday and remained close to it on Wednesday. In Dublin, the Iseq 20 index of Irish shares hit a high on May 29, and remains close to it. The numbers point to investors increasingly looking through the tariff threat, despite the noisy policy shifts, at least until next month when a number of 90-day tariff 'pauses' are due to roll off. Talks – including between the EU and US, Canada and the US, and the US and China – all aimed at influencing the July deadlines are currently taking place. 'As the market continues to move higher, I think investors are simply saying look, the trend is your friend, and just like white-water rafting they will let the market take them where it wants to go,' said Sam Stovall, chief investment strategist of CFRA Research in New York. 'The markets are going through some sideways movement until we get into July because then we'll have a better read on what kind of an impact tariffs have had on Q2 economic growth and earnings, and give a better idea as to what might happen for the remainder of this year.'
