
Kuwait sets up dedicated committee for women's housing affairs

The newly established committee consists of eight members, including Acting Deputy Director for Distribution and Documentation Affairs Bader Al-Subaie, Director of the Follow-up Department Mohammed Al-Adwani, and Supervisor of Housing Care Research and Administrative Affairs Asma Al-Jafour.
Additional members include Ali Al-Ustadh as a representative of the Ministry of Interior, Fawzia Dashti, legal advisor Abdulaziz Al-Afaisan representing the Credit Bank, and Bashayer Al-Bather.
The committee's responsibilities include reviewing grievances related to decisions issued by the Government Rented Housing Committee concerning women's housing, investigating related complaints, and evaluating special cases that require housing assistance under specified criteria.
It is also tasked with overseeing lotteries for the allocation of government-rented housing in accordance with Chapter Six of the Housing Care Regulations. Furthermore, the committee will work on developing concepts for improving women's housing services, supervising properties allocated to women—such as the Sabah Al-Salem Residential Complex—and exploring methods for their development.
The committee will also clarify procedures related to project implementation and submit recommendations aimed at enhancing housing care services for women.
The PAHW added that the decision allows the committee to form subcommittees or working groups from among its members or external experts to examine specific topics. These groups will be responsible for preparing reports and advising the main committee, though external members will not hold voting rights.

Kuwaiti apartment owners to get alternative housing
KUWAIT CITY, July 19: The Legal Advice and Legislation Department has approved an in-kind compensation plan for Kuwaitis who own apartments in Sabah Al-Salem Residential Complex. Under this plan, eligible owners will be granted alternative housing units in Sabah Al-Ahmad Residential City, under the provisions of Law No. 33/1964 concerning expropriation and temporary seizure for public benefit and its amendments. The final decision is now pending approval by the Council of Ministers. A reliable source confirmed that during its session on March 26, the Cabinet reviewed the request of the Public Authority for Housing Welfare (PAHW) regarding the expropriation of Sabah Al-Salem Residential Complex for public use. As part of this move, the authority proposed compensating the eligible owners with residential units located in PAHW-owned housing buildings in Sabah Al-Ahmad Residential City. The PAHW will oversee the implementation of this project in coordination with the relevant government agencies. Temporary residents of the complex, who meet eligibility criteria, will be allowed to rent alternative housing units at subsidized rates, as determined by the authority. The rent will vary based on the size and type of the housing unit and the associated service charges. The Cabinet has also instructed the PAHW to coordinate with the Legal Advice and Legislation Department, the Ministry of Finance, the Expropriation for Public Benefit Department, and other concerned entities to study the legal aspects of the expropriation request and present recommendations accordingly. In a letter sent to the acting director general of PAHW, the Expropriation for Public Benefit Department outlined its vision for the execution of the project and the necessary legal procedures. It highlighted the major challenges and recommended steps in compliance with Law No. 33/1964 and Decree No. 131/1986. One of the important recommendations is the issuance of a Cabinet resolution to formalize the expropriation process for Sabah Al-Salem apartments. This resolution must be requested by the Minister of State for Housing Affairs and must specify the implementation mechanisms for resettling the current residents. The initiative is part of a government effort to address the housing needs of vulnerable groups, particularly divorced and widowed Kuwaiti women living in the complex. The Women's Housing Affairs Team has recommended relocating residents to PAHW housing projects to ensure their safety and improve their living standards. The proposed plan includes the following: 401 tenants will be relocated to alternative apartments in Sabah Al-Ahmad Residential City 123 owners, who hold official ownership documents, can choose between cash compensation or allocation of alternative housing in Sabah Al-Ahmad or other PAHW-designated locations, provided the compensation amount is waived and all outstanding financial obligations are settled. In the case of 16 owners currently in the process of obtaining ownership documents, they will be treated under the same terms as full owners if the documents are issued before the Cabinet decision is finalized; otherwise, they will be compensated accordingly. To move forward, the Expropriation for Public Benefit Administration emphasized the need for a Cabinet decision to form the Valuation Committee and Objections Committee, which will be responsible for assessing property values and handling appeals from affected parties.

Contentious housing article repealed; MoI warns against fraud
KUWAIT: An Amiri decree-law issued Sunday annulled article 29 of law no. 47 of 1993, commonly known as the 'He Who Sold His House' law, as part of broader efforts to promote justice, equality and fair housing distribution. The article had allowed a specific group of citizens — those who received Kuwait Credit Bank housing loans between April 15, 1992 and Feb 15, 2015, and later sold their homes and repaid their loans — to once again benefit from rental or usufruct-based housing assistance. However, this excluded others who sold their homes outside the specified period or sold ready-built housing units allocated by the Public Authority for Housing Welfare, leading to unequal treatment. The explanatory memorandum accompanying the decree-law highlighted the negative consequences of Article 29, including its contradiction of the state's goal of equitable housing distribution. It stressed that the continued implementation of the article was inconsistent with national efforts to prioritize citizens still awaiting housing aid. The law will take effect upon publication in the official gazette, and its repeal is intended to address legislative gaps and ensure support reaches those with the most urgent need. Meanwhile, the interior ministry warned on Sunday of 'fraudulent' messages posing as official demands from the interior ministry to obtain confidential financial information. The ministry denied in a statement cited by KUNA 'any link to fraudulent means and forged documents sent under its name demanding financial information'. The ministry affirmed that it never requests such information or data. The ministry also called on the public to ignore such messages or calls and urged that no one should provide sensitive information over the phone or through messages or any other means. Local media reported that fraudsters have made audio or video calls to citizens and residents, posing as officers from the interior ministry, and demanded confidential information from them. Such callers threatened to take action against those who fail to supply the requested information, including a copy of both faces of bank cards, which allowed these thieves to withdraw money from the victims. The interior ministry advised the public not to pay heed to such gangs. Separately, the Public Authority of Manpower said on Sunday that it has issued citations to 33 local establishments in June for asking their employees to work outdoors, adding that the establishments corrected the violations immediately. The authority has banned companies from asking their employees to work under the sun between 11 am until 4 pm between June 1 and Aug 31. Kuwait has been implementing this practice for the past several years because of the scorching heat of the summer, when temperatures soar above 50 degrees Celsius.
