
Northern Ireland's health service facing projected £600m budget shortfall
Northern Ireland's health service is expected to face a £600 million budget shortfall.
Stormont Health Minister Mike Nesbitt described financial plans being finalised which will be 'unprecedented in their scale and ambition' and involve 'extremely difficult and painful savings measures'.
In a written statement to the Assembly on Wednesday afternoon, Mr Nesbitt said the projected £600 million is the 'scale of the gap between existing funding and what's needed to maintain services'.
He told MLAs he will play his part and 'do everything I can to achieve a breakeven budget', but also urged the Executive and the Assembly to support him.
'My permanent secretary is finalising financial plans that will be unprecedented in their scale and ambition,' he said.
'They will involve an extremely difficult and indeed painful series of savings measures for HSC trusts.
'I can assure the Assembly that I will drive forward savings to reduce the projected shortfall.'
'To repeat, I will play my part and do everything I can to achieve a breakeven budget.
'But I will need Executive and Assembly support.'
Mr Nesbitt also confirmed he is ordering the paying of £200 million recommended pay increases despite not having the budget to cover it.
It includes 3.6% for nurses and staff under Agenda for Change, 4% for doctors, and 4% plus £750 for resident doctors – formerly known as junior doctors.
That requires a ministerial directive to be made to the department's permanent secretary to proceed despite not having the necessary budget.
It will go to the Finance Minister, John O'Dowd, and potentially be passed to the Executive for approval.
Mr Nesbitt told MLAs the move involves the risk of an overspend for the department, but that not paying the pay increases also involves risks.
'There is an undeniable risk that the department could be on a path towards a potential overspend,' he said.
'I have also concluded that there are also substantial risks in not proceeding with the pay increases – the biggest risk is failing to deliver on my promise to deliver 'better outcomes'.
'I do not want health service staff to be demoralised by inaction and another year of uncertainty on pay. They deserve better than that. This is about treating with respect the people who keep us healthy, fix us when we are broken and keep us alive when death becomes a potential outcome.
'Falling behind pay levels across the water will also exacerbate challenges with recruitment and retention of health service staff.'
He added that pay parity with England for Agenda for Change staff is a 'well-established and hard-fought principle' that he intends to maintain.
'Failure to do so would undoubtedly lead to industrial action with all the disruption to patient care that will involve,' he said.
'Not to mention the negative impact on the focus to reduce waiting lists, or the overdue need to reform healthcare delivery.
'In short, the risk of a potential budget overspend must be balanced against the significant risk to service provision.'
Permanent Secretary Mike Farrar said finding the £200 million for the pay award is a challenge.
'I have got a statutory duty as the accounting officer to point out to the minister that we don't have that in the budget which is what I've done,' he said.
Mr Farrar said he is talking to colleagues from the Department of Finance, and expects the Executive to be involved.
'I'm hoping that if they can see how hard we're working to get our efficiencies, and that this plan that we're putting forward to reset the health and social care system is going to lead to a sustainable financial position, I'm hoping that they will somehow find the wherewithal to help me in the short term,' he added.

‘No place for homophobia, racism, or misogyny': Michelle O'Neill brands abuse targeted at agriculture minister ‘disgraceful'
Mr Muir told the Assembly on Tuesday that he and his department had been the target of 'vile' homophobic, racist and misogynistic comments on social media over his department's proposed Nutrients Action Programme. Posting on social media on Wednesday morning, Ms O'Neill said: 'The online abuse directed at Minister Andrew Muir and staff in his department is disgraceful. 'There must always be space for open and honest debate on policy, but there is absolutely no place for homophobia, racism, or misogyny. 'I urge people to engage constructively in the political process: to shape policy, improve it, and make it work for farmers, our environment, and Lough Neagh.' In the Assembly on Tuesday, Mr Muir was pressed to abandon the proposed plan for 2026-29 which is currently out for consultation during questions for his department. He was warned the proposals, aimed at improving water quality and the wider environment by reducing and preventing pollution caused or induced by nutrients from agricultural sources, could destroy the farming industry. He said it is about ensuring both financial and environmental sustainability, and emphasised they are currently undertaking a consultation on draft proposals, and that no final decisions have been taken. Mr Muir also expressed concern that there is 'a lot of misinformation' around the proposals, and said the social media commentary around the plan in recent weeks has been disgraceful'. 'There's been misogynistic comments against officials in my department,' he said. 'There's been racist comments in relation to people that we are very, very fortunate to have working within our agri-food sector. 'And not for a very long time have I seen such vile homophobic comments about myself. I am a gay man, and I am proud to be a gay man, and it has no relevance whatsoever to the Nutrients Action Programme nor my ability to do this job.' The consultation on the revised Nutrients Action Programme 2026-2029 is set to continue to July 24 2025.

Community fund in memory of Powys politician opens for 2025
A community fund named after a former Assembly Member for Montgomeryshire is now open for applications. After a year of fundraising in memory of Welsh politician Mick Bates, a community fund established by his family has officially opened for applications after already giving away more than £10,000 to local groups and initiatives. The fund officially opened on June 1, having been set up by the family of the former Assembly Member shortly after he passed away in August 2022 from bone cancer. He served as Member of the Welsh Assembly for Montgomeryshire from 1999 to 2011. Ruth Bates, Mick's daughter, said: 'We're deeply grateful to everyone who has supported our fundraising - whether through events or online donations. 'The Fund's purpose is to bring people together to create positive change. Mick believed in action and in the power of people working side by side to make a difference. 'We hope these grants will play a small but meaningful role in improving lives and strengthening communities.' Having initially raised funds through donations to the JustGiving page, donations at the funeral and fundraising events, the fund then invited community groups and charities that work to benefit the people of Montgomeryshire, particularly Llanfair Caereinion and the Banwy Valley to apply for grant funding. The fund was able to distribute more than £10,000 to community groups and initiatives, such as Llanfair Caereinion Institute, Ffrindiau Ysgol Bro Caereinion Friends, Cancer Research Llanfair Caereinion Branch, Llanfair Caereinion Bowling Club, New Life Church, Cylch Meithrin Banw, Llanfair United Football Club, and Caffi Cymunedol Llanfair Caereinion Community Café. The Fund invites applications from community groups and charities working to benefit the people of Montgomeryshire, with particular focus on those serving Llanfair Caereinion and the Banwy Valley. Grants of between £100 and £1,000 are available.
