Mega Disaster Management Drill At 55 Spots In Delhi-NCR Tomorrow

A first-ever "mega-scale" disaster management mock exercise will be conducted in the national capital region (NCR) on August 1 with the involvement of multiple emergency response agencies working to tackle earthquake, industrial and chemical hazards-like situations.
The drill will be preceded by a symposium of multiple stakeholder agencies to be held on July 29 and table-top exercises (TTEx) on July 30 at the Manekshaw Centre in Delhi.
The exercise will be conducted jointly by the National Disaster Management Authority (NDMA), Delhi Disaster Management Authority (DDMA), Army's Western Command and Headquarter Delhi Area, National Disaster Response Force (NDRF), police, civil defence, fire services, and health and transport departments apart from the disaster management organisations of Uttar Pradesh and Haryana.
This mega exercise is named Suraksha Chakra and this is the first such integrated disaster management exercise to be held in Delhi-NCR, an NDMA member said during a press briefing here.
"The mega-scale drills are part of the Centre's whole-of-government approach where multiple stakeholders will work together to make this region a safer place," NDMA Member Lt Gen Syed Ata Hasnain (retd) told reporters.
He said the exercise aims to create awareness amongst the general public and find ways and solutions to tackle a real disaster that may hit the Delhi-NCR in the future.
DDMA CEO Krishan Kumar said at least 55 places in 11 districts of Delhi will be hosting the mock drills with multiple police, fire and emergency vehicles and ambulances criss-crossing the length and breadth of the national capital on August 1.
"We request the press to spread the message that these are mock drills and there should be no panic or rumour mongering. Through these drills, the participating agencies are aiming to lessen response time during disasters and identify gaps," Kumar said.
Lt Gen Hasnain said apart from Delhi, two districts of UP -- Noida and Ghaziabad -- and five from adjoining Haryana-- Gurugram, Faridabad, Palwal, Nuh and Rewari-- will be part of the mock drills.
"We are looking for jointness during this exercise. Prime Minister Narendra Modi has a vision that such exercises should be regularly held in order to better prepare ourselves for tackling disasters," he said.
The symposium and table-top exercises, Hasnain said, will have discussions and debates amongst various agencies and aims to find "optimum" ways to respond to disasters in this region which is especially vulnerable to earthquakes.
An analysis and response mechanism against chemical and fire hazards will also be done at the same time and "we will find best ways" to tackle such accidents apart from "resource mapping" , he said.
Hasnain said the NDMA has conducted 200 small and large disaster mock drills across the country in the last five years. He recalled that Union Home Minister Amit Shah has also directed that such exercises should be conducted once every three years in each of the 750 districts of the country.
The NDMA said such exercises are part of its effort to build a culture of "preparedness" and "resilience" and the outcomes will contribute towards strengthening the disaster management capabilities of Delhi-NCR for the safety and security of citizens during emergencies.
Such integrated mock exercises have been held earlier in UP, the north eastern states and along the east and west coasts of the country, as per the NDMA.

HYDERABAD: The High Court of Telangana has directed the state government to submit a detailed report on the measures taken to protect the Kaleshwaram project while dealing with a PIL filed in 2020 by one Dr Cheruku Sudhakar, alleging that the government had failed to take adequate measures under the Disaster Management Act. On Tuesday, a bench comprising Chief Justice Aparesh Kumar Singh and Justice G M Mohiuddin resumed hearing the case. The petitioner's counsel argued that under Section 39 of the Disaster Management Act, the government is required to take long-term measures for flood prevention. He said that though the court in September 2023 had directed the government to submit a report on the steps taken to safeguard the project, its order was not complied with. He alleged that despite the government's assurance that it would submit the report as soon as it received inputs from the National Disaster Management Authority (NDMA), nearly two years had passed without compliance. He warned that another major flood could severely impact Jayashankar Bhupalpally, Mulugu, and Bhadradri Kothagudem districts, putting inhabited areas at risk of submersion. Special government pleader Pottigari Sridhar Reddy, representing the state, sought additional time to file the report and provide updated details. Accepting the request, the bench adjourned the hearing to August 28.

Agency: PTI Leh/Jammu, Aug 12 (PTI) A fortnight-long mock drill exercise began on Tuesday to enhance disaster preparedness and address shortcomings in operations in Leh district of the Union Territory (UT) of Ladakh, officials said. The exercises will focus on inter-agency coordination, casualty management in hospitals, and school evacuation drills to ensure preparedness for any emergency. The mock drill exercise commenced with a disaster management orientation and coordination conference for the upcoming UT-level exercise, held in virtual mode in Leh, with Lead Consultant, National Disaster Management Authority, Major General Sudhir Bahl, in the chair, they said. Major General Bahl, who chaired the session virtually, aimed to enhance disaster preparedness and address shortcomings from previous operations. He covered the Incident Response System (IRS), allocation of nodal officers, early warning mechanisms and coordinated planning for disaster and rescue operations. He emphasised the need for awareness drives, inter-departmental coordination and regular training in line with NDMA guidelines. He also urged close collaboration with the Army, ITBP and Air Force for operational support and explained differences in urban and rural response execution. From August 12–18, preparations and coordination besides awareness drives, resource mapping, communication planning, training and rehearsals will be carried out, they said. This will be followed by a tabletop exercise (TTEx) — SDMA updates, civil defence preparedness and scenario-based response presentations — by districts and departments on August 19. On August 20, preparations for the mock exercise will include simulation site setup, activation of EOCs, IRTs, IRS facilities (relief camps) and communication checks. The day and night mock drill exercises will take place from August 21–22, including response and ground visits. The programme will conclude on August 23. Hyderabad: Former vice-chairman of the National Disaster Management Authority (NDMA) and founder-president of the Forum for Godavari waters utilisation, Marri Shashidhar Reddy, on Saturday, described the Polavaram-Banakacharla river linkage project proposed by the Andhra Pradesh government as 'a white elephant', since its estimated cost outweighs its utility. (ANI PHOTO) Reddy said he had written to chief minister N Chandrababu Naidu on August 6 to drop the proposal for the Polavaram-Banakacharla project that seeks to divert Godavari waters to the Krishna River and then to the Pennar basin and instead follow the 'four-water concept' adopted by the Rajasthan government. Reddy, son of former chief minister Dr Marri Channa Reddy, recalled that during his earlier stint as the chief minister of combined Andhra Pradesh in 2000, Naidu had launched the 'Neeru-Meeru' programme by constituting a Water Conservation Mission (WCM) with many eminent experts, including late T Hanumantha Rao. The expert committee recommended implementation of the Watershed Development projects based on Four Waters Concept (FWC), which is effective utilisation of rainwater, soil moisture up to water table level, ground water and surface water. This technology stresses on water spreading techniques to facilitate recharge to ground water, in the upper areas of the watershed, through mini percolation tanks, he said. Reddy said the scheme launched in October 2001 covered nearly 84 villages in Telangana and about 120 villages in Rayalaseema and it had yielded excellent results. 'For instance, at Gottigaripalli village of Kohir block in Sangareddy district the scheme, implemented at a cost of about ₹5,000 per acre, consistently provided water for three crops in a year,' he said. He said subsequently, the FWC was completely ignored in the Telugu states, it was successfully implemented in Rajasthan by former chief minister Vasundhara Raje Scindia under the 'Mukhyamantri Jal Swavalamban Abhiyan' (MJSA) between 2014 and 2018. Ironically, a Telangana government engineer Md Afsar went on deputation to implement the programme in Rajasthan, he said. Reddy appealed to Naidu, who had sowed the seed for FWC during the tenure of combined Andhra Pradesh in 2001, to seriously consider it as a viable, low-cost alternative to the Polavaram--Banakacherla Project. This can be implemented in about two years, capable of providing water for three crops annually to cater to 30 lakh acres for a total cost of just ₹4,500 crore at the rate of ₹15,000 per acre at today's rates. This will be a fraction of even the minimum basic estimated cost of ₹81,900 crore for the Polavaram-Banakacharla project, he said.
