Governor urges scouts, guides to focus on nation building
BHUBANESWAR: Governor Hari Babu Kambhampati on Friday called upon members of the scouts and guides to become torchbearers of a brighter future. The nation needs their dedication, discipline, and values now more than ever, he said.
Addressing the Rajya Puraskar ceremony of Odisha State Bharat Scouts and Guides at the Raj Bhavan here, he praised the scouts and guides movement for nurturing responsible citizens through service, self-reliance, and moral integrity.
'The Rajya Puraskar is not the end of your journey, it is a milestone,' the Governor said, urging the young members to carry forward the values of kindness, honesty, and leadership in all their actions.
As the chief patron of the Odisha State Bharat Scouts and Guides, the Governor expressed pride in the organisation's accomplishments and its strong presence even in remote areas of the state. He commended the Odisha branch for winning several national level awards. Members of the Odisha State Bharat Scouts and Guides were awarded in eight different categories during the event.
On the occasion, eminent linguist Devi Prasanna Pattnaik was honoured with the Utkal Jyoti Samman by the Governor.
First Lady Jayshree Kambhampati, School and Mass Education minister Nityananda Gond and minister of Higher Education Suryabanshi Suraj were present.

Guv Kambhampati suggests Odisha-Da Nang partnership during Vietnam visit
Bhubaneswar: Odisha Governor Hari Babu Kambhampati, who led a delegation to Vietnam to bring sacred relics of Lord Buddha back to India, proposed exploring province-level ties between Odisha and Da Nang city in Vietnam, as per an official statement released on Tuesday. The proposal was made during his meeting with H.E. Le Trung Chinh, Chairman of the Da Nang People's Committee. The Governor said Odisha is a state with a rich history, strong cultural traditions, and fast economic growth. 'We also have many important Buddhist sites. If Da Nang is interested, we can explore building ties between our two regions,' he added. Kambhampati praised Da Nang as a beautiful and historic city, making huge progress. 'Da Nang has a vision to become a major port, a centre for high technology, finance, and tourism,' the Governor said. He added that Da Nang's location as a vibrant coastal city in central Vietnam makes it important for economic and trade cooperation between India and Vietnam. The Governor thanked the Vietnamese government and the people of Da Nang for their warm hospitality and the excellent arrangements made for the sacred relics of Lord Buddha, which received an overwhelming response from the local population. 'These relics are accorded the highest protocol by the Government of India, and I have personally travelled to accompany them back,' he said. Governor Kambhampati said that Buddhism has been a strong link between India and Vietnam for nearly 1,800 years. He said India values its Buddhist heritage and is working hard to protect and promote Buddhist sites. He also spoke about the growing partnership between India and Vietnam. He mentioned the visit of the Vietnamese Prime Minister to India last year and a meeting between the Indian Prime Minister and Vietnam's President and Party General Secretary To Lam in New York in 2024, which helped strengthen ties. The Governor said cooperation between the two countries is expanding in areas like trade, defence, tourism, health, digital economy, education, and sustainable development. He praised Da Nang's support in working with the Indian Embassy to promote yoga, cultural exchange, and academic ties. He also noted that more direct flights between the two countries have helped improve people-to-people contact. Kambhampati also shared his experience of visiting the UNESCO World Heritage Site at My Son in central Vietnam. He appreciated the work of the Indian archaeological team restoring ancient temples and said the project is a strong symbol of the close historical and cultural connection between India and Vietnam.

Manonmaniam Sundaranar University cancels exam after question paper leak
The Manonmaniam Sundaranar University administration found itself in a troublesome situation on Tuesday (May 27, 2025) when a question paper intended for third-year B. Com students was leaked at one of its affiliated colleges and subsequently circulated among students. The examination to be held on Tuesday was cancelled and will now be conducted before May 31. Sources in MSU said that a minimum of two senior professors are usually asked to set question papers for each undergraduate subject, and one of the papers is selected by the Controller of Examinations to be sent to a Chennai-based press for printing. After the printing is completed, it would be sent to the principals of the affiliated colleges, as they are the Chief Superintendents of Examinations, five days in advance. After being set by the professors, the sixth-semester Industrial Law question paper, meant for B. Com third-year students, was printed in the press and shared with the principals of the affiliated colleges one week ago. When the Controller of Examinations, MSU, U. Balasubramanian received information at around 11 p.m. on Monday (May 26) that the said question paper was leaked from an affiliated college, he discussed the development with Vice-Chancellor N. Chandrasekar, who immediately asked the Controller of Examination to cancel the exam on Tuesday and postpone it. He also asked the Controller of Examinations to file a complaint with the police for a formal inquiry to identify the person responsible for the leak. 'I was informed about this development this (Tuesday) morning, and the colleges were asked not to conduct the Industrial Law examination on Tuesday. Moreover, the Secretary of Higher Education was also alerted about this issue. We have planned to conduct this examination before May 31 by setting three sets of fresh question papers. Meanwhile, the procedures for filing the complaint with the police have been initiated,' said J. Sacratees, Registrar, MSU. Sources further said the culprit could be from one of the colleges and might have leaked the question paper with the sole motive of embarrassing the administration. 'Since the question papers would be under their custody for at least five days until the packet is opened on the morning of the examination, the police should investigate and expose the truth,' the sources added.

BJD stages stir in Bhubaneswar, demands 27 per cent reservation for SEBCs
BHUBANESWAR : The BJD on Wednesday staged a demonstration in front of the Raj Bhavan demanding reservation for SEBCs in technical institutions and medical colleges. The party also demanded 27 per cent reservation for SEBCs in all educational institutions. Besides, the reservation for Scheduled Castes and Scheduled Tribes in medical, engineering and technical institutions should be increased to 38.75 per cent from the present 20 per cent, the party leaders said. A delegation of BJD leaders submitted a memorandum to Governor Hari Babu Kambhampati stating the Centre and several other states have already implemented 27 per cent reservation for the SEBCs across educational institutions including medical and technical colleges. They urged the Governor to intervene in the matter to ensure that the Odisha government upholds the principles of social justice and equity. There should also be revision in the reservation for SCs and STs in medical and technical institutions to align with their actual demographic representation, they added. Meanwhile, senior BJD leader Ranendra Pratap Swain has questioned the state government about the fate of the Bill passed in the Odisha Assembly in 2008 for 27 per cent reservation in jobs for the OBCs. The state government had at that time referred the Bill to be included in the ninth schedule of the Constitution. The present government should now pursue the matter with the Centre to ensure 27 per cent reservation for SEBCs, he said.
