Chandigarh: Punjab State Information Commission (PSIC) has recommended strict disciplinary action and salary deduction against a block development and panchayat officer (BDPO)-cum-public information officer (PIO) for repeatedly ignoring commission directives under the Right to Information (RTI) Act, 2005 and bailable warrants.
State Information Commissioner (SIC) Dr Bhupinder Batth issued the directions during a hearing on an appeal filed by a resident of Patiala. The appellant was awaiting information since Dec 14, 2022, despite multiple hearings and official notices spanning over two years.
During the initial hearing on Dec 14, 2022, the respondent sought time to furnish the requested information. The matter was adjourned to March 28, 2023, when another delay was sought.
On April 24, 2023, a show-cause notice was issued to the PIO, and the case was further deferred to May 29, 2023.
When the PIO, Krishan Singh, failed to appear on May 29, the commission imposed a penalty of Rs 25,000 and issued bailable warrants against him. Despite this, he remained absent on July 18, Aug 16, and Sept 20, 2023.
After the retirement of former SIC Maninder Singh Patti, the case was reallocated to SIC Dr Bhupinder Batth, with the next hearing scheduled for Jan 29, 2025.

They were instructed to initiate strict disciplinary proceedings under applicable service rules and submit an action taken report within 30 days of receiving the order.
In addition, the commission granted a final opportunity to the current PIO (BDPO, Patran, Patiala) to appear before the commission on the next date of hearing with the complete information. Failing this, action under Section 20(1) of the RTI Act will be initiated. The case has been listed for further hearing on Oct 14.

Wani was arrested from Srinagar on July 26, 2017, in the money laundering case. Shah was arrested by the agency from Srinagar on 26 July, 2017. The ED action against the two was in relation to a August 2005 case, in which Delhi Police's Special Cell had arrested Wani, a dealer who had claimed that he passed on Rs 2.25 crore to Shah. In 2010, a Delhi court cleared Wani of terror funding charges but had convicted him under the Arms Act. The ED registered a criminal case under PMLA against Shah and Wani. Wani was arrested allegedly with Rs 63 lakh, received through "hawala" channels from the Middle East, and a large cache of ammunition, on August 26, 2005. He allegedly told the police that Rs 50 lakh was to be delivered to Shah and Rs 10 lakh to Jaish-e- Mohammad area commander in Srinagar, Abu Baqar, and that the rest was his commission. Wani, who hails from Srinagar, also claimed delivering around Rs 2.25 crore to Shah and his kin in multiple instalments.

Responding to a question on China's rare earth material exports curb to India and other countries, Rajan said,'We need a strategic view of different industries and ask where we can be held up by bottlenecks, and where it is relatively easy for us to undertake production to elevate those bottlenecks.' He noted that sometimes some sort of antagonistic power can limit 'our access to chips, but it is very, very costly for us to have an entire chip manufacturing sector.' 'So we have to find alternative ways of getting those chips…for example through creating domestic buffers of key chips,' he said. According to Rajan, in some areas, India has the opportunity to produce more rare earth metals.'For example, I understand there are reserves of some of these rare earth materials in Kashmir. Could it be a win-win situation to create more employment in Kashmir which is really very important both from an economic perspective and also from a geo-strategic perspective.' At present, the company's assets in the district include an iron ore mine in Surjagad, and the upcoming investments include a Rs 15,000 crore 'beneficiation plant', having a capacity of 45 million tonnes per annum and Rs 22,000 crore for a steel plant with a 4.5 million tonnes capacity, he added. Prabhakaran said the company will be investing up to Rs 5,000 crore per annum from here on, he said, adding that the overall employment generated by Lloyds will triple to 30,000 by the end of the investment cycle.
