Food stamp cuts could deal a blow to small grocers

Several states have said the changes will put hundreds of thousands of households at risk of losing some or all of their SNAP benefits. Some states, including Pennsylvania, have questioned whether they can continue operating the program if they cannot shoulder the extra costs of providing benefits.

Republicans say the changes will help reduce dependence on federal benefits and ensure that SNAP serves the neediest families. They have also said the changes would hold states better accountable.

But the measures have alarmed some researchers who say they could make it harder for small grocers to stay in business, particularly in rural areas that are more likely to have both higher shares of SNAP participants and lower access to food retailers. Roughly 27,000 food retailers that largely operate in rural counties face the highest risks from the cuts, according to an analysis from the Center for American Progress, a liberal think tank.
Gina Plata-Nino, a deputy director at the Food Research and Action Center, a nonprofit that supports antihunger programs, said the changes could have broad consequences for local economies. If grocery stores bring in fewer dollars, employees at those stores could lose their jobs, she said. Property tax revenue could also fall because of store closures, she added.
Plata-Nino said the cuts could be particularly painful for rural areas with fewer grocery stores. If grocers close or reduce their hours, people could spend more time and money traveling to buy food, she said. The changes could also result in families purchasing less fresh produce and more food with a long shelf life because it is less convenient to go to the store, she added.
Robert Greenstein, a visiting fellow at the Brookings Institution, said that some families would squeeze other parts of their budgets to try to offset the loss of SNAP benefits, but the overall reduction in food purchases would be substantial.
'We'll likely see more independent grocery stores in low-income and rural areas going under, especially during a recession,' Greenstein said.
Stephanie Johnson, the group vice president of government relations at the National Grocers Association, a trade group for independent grocers, said the domestic policy bill provided some benefits to businesses by making certain tax breaks permanent. But she said the group's members already had low net profit margins and some have said that jobs could be affected by the cuts to SNAP.

'Those changes to their SNAP sales may be difficult,' Johnson said. The association has estimated that the federal program supports about 388,000 jobs across the food industry.
Agriculture Secretary Brooke Rollins said the program was 'never intended to be a windfall for food companies, retailers, and nonprofits,' but rather a 'temporary safety net for families and communities in need.'
'Finally, President Trump's policies are improving the economy and communities across the country,' Rollins said in a statement. 'With those improvements come jobs, which will reduce dependence on government assistance, preserving it for those truly in need.'
Some local officials said they worried about how the cuts could affect food access in their communities. Matt Wireman, the judge executive of Magoffin County, Ky., said there were only two full-service grocery stores in the county, along with several dollar stores that sold food items. Wireman said he was concerned that grocers could raise prices or struggle to stay in business, given that about 30 percent of the county's roughly 11,300 residents receive SNAP benefits.
Store closures could lead to more people traveling as much as 30 minutes to surrounding counties to buy groceries, Wireman said. He added that he worried poverty could worsen because Republicans have also passed cuts to Medicaid.
'With looming cuts to that and SNAP, we are heading for an economic collapse in rural east Kentucky,' Wireman said.

Some researchers said they were skeptical about the extent of the cuts and did not expect to see a large effect on spending at grocery stores. Kevin Corinth, a senior fellow at the conservative American Enterprise Institute, praised the changes to SNAP. He said he hoped to see an increase in employment and thought the stricter work requirements would affect a 'relatively modest share' of people.
He said he also expected many states to lower their error rates in the coming years, and that most would probably not have to pay a major portion of the benefits.
'I don't think there's going to be a large reduction in SNAP benefits going to households,' Corinth said. 'It's possible some states will have to cover a small share, but my guess is that this incentive will be pretty strong.'
States will be subject to the new cost-share rules starting in fiscal year 2028, although certain states with higher error rates will have more time to adjust before the changes take effect. States with an error rate of 6 percent or greater will have to pay 5 percent to 15 percent of benefit costs. States with a lower error rate will not have to shoulder any of those costs.
Some estimates have found that millions enrolled in the program, which provides monthly benefits to roughly 42 million people, could be affected by more stringent work requirements.
The Congressional Budget Office estimated that changes to the work mandate would reduce participation in SNAP by more than 3 million people in an average month over the next decade, although that analysis is based on an earlier House version of the bill that included stricter work requirements for parents.

The left-leaning Center on Budget and Policy Priorities has estimated that more than 5 million people live in a household that would be at risk of losing at least some food assistance because of the expanded work requirements.
Katie Bergh, a senior policy analyst at the center, said that the bill dramatically expands work requirements and that she did not think they would help people achieve self sufficiency, pointing to a body of research that has found that work requirements do not increase employment. She also said the vast majority of states had error rates above 6 percent at some point over the past two decades.
'It is very likely that at least in some years, most, if not all, states will ultimately owe this cost share for food benefits,' Bergh said.

Two vulnerable GOP lawmakers — Reps. KEVIN KILEY of California and MIKE LAWLER of New York — are floating separate efforts to ban mid-decade redistricting as the Trump team's push for Texas Republicans to draw a more favorable map sets off a nationwide redistricting arms race. 'What's happening here is not popular among members in either conference,' Kiley told West Wing Playbook. 'I've talked to Republican members who are in states that could potentially benefit in the general political sense, but they don't like the idea of having their districts completely changed in the middle of the decade.' Lawler did not respond to a request for comment. Kiley filed a bill Tuesday aimed chiefly at stopping Democratic governors from retaliatory gerrymandering if Texas Republicans succeed in pushing through a new map that could net the GOP five seats in the midterms. Kiley and Lawler, both swing-district lawmakers, could feel the effects of Democratic redistricting. Lawler's seat, which has long been on Democrats' target list, would be among the districts where the party would try to stretch its advantage in the state. Kiley is also trying to prod Speaker MIKE JOHNSON and House Minority Leader HAKEEM JEFFRIES to reach an agreement to stop the redistricting tit-for-tat in its tracks, though that appears unlikely. 'The onus is on the speaker to show some leadership here,' Kiley said. GREG STEELE, spokesperson for Johnson's political arm, said 'while these efforts remain at the state level, Speaker Johnson is focused on leading the fight to defend and grow the House Republican majority in any district come 2026.' But the legislative pushback also constitutes rare GOP opposition to the president, who stoked the flames of the redistricting fight Tuesday by saying that Republicans are 'entitled' to five more seats in Texas — even as a White House official told our JAKE TRAYLOR that Trump's team is taking 'a pretty hands-off approach' to the partisan battle they set in motion. Kiley suggested that Trump 'doesn't want to see the California congressional delegation upended, or the New York delegation or some of these other states,' though he said he hasn't spoken with the president on the matter. 'It seems to me he was not given full information about how exactly these things might play out,' Kiley added. A person close to the president granted anonymity to describe internal thinking said Trump's team isn't sweating Democrats' threats of retaliation. Democrats face steep obstacles to redistricting even in their best-case-scenario state of California, where Gov. GAVIN NEWSOM plans to call a special election and potentially spend massive sums to convince voters to return mapmaking power from an independent commission to lawmakers. And Republicans are starting to push for redistricting in states beyond Texas, including Missouri. 'Republicans have more opportunity than Democrats' to redraw maps, and 'Democrats' hurdles in the opportunities they claim to have are much higher, because Democrats have extreme gerrymandered maps in their favor everywhere they can,' the person said. The White House's power-protection play carries increasing political risk. As more Democratic governors vow to retaliate, BRENDAN STEINHAUSER, a Texas-based Republican strategist, warned the GOP's redistricting effort 'could backfire if there are enough Democratic seats out there and enough Democratic governors to redraw the maps in a way that ends up hurting Republicans nationwide.' Game out the chess match further and Republicans' machinations could complicate Trump's agenda in Washington. Trump has gotten nearly everything he's wanted from this GOP House. Even if Republicans hold the House next year, they could do so at the expense of some of those Trump-loyal members. 'It could become a real headache for Johnson, building a majority by sacrificing parts of the current majority,' said California-based GOP strategist ROB STUTZMAN. The agency is drafting termination letters to 60 nonprofit groups and state agencies that received the grants under the 'Solar for All' program, with the goal of sending the letters by the end of this week. It's the latest move by the Trump administration to claw back billions of dollars in grants awarded under former President JOE BIDEN's Inflation Reduction Act. Representatives for the EPA did not immediately respond to a request for comment. REVERSING COURSE: Months after the Trump administration said it axed a multibillion-dollar grant program for disaster protection, administration officials said in a court document that it did not actually cancel the program, POLITICO's E&E News' THOMAS FRANK reports. In April, the administration canceled the grant program called Building Resilient Infrastructure and Communities, and removed all $4.1 billion from the BRIC account. But in a declaration last month for a court case challenging the move, FEMA acting administrator DAVID RICHARDSON said, 'FEMA has not ended the BRIC program, contrary to publicity otherwise.' He acknowledged his agency's role in that publicity, saying, 'Despite FEMA's public announcements … FEMA/DHS has not ended BRIC.' Gov. Kathy Hochul is on a mission . . . to prove she can spew blarney with the best. 'Children are starving,' Hochul emoted to Rachel Maddow on Monday; that's why she'll 'fight fire with fire' by redrawing New York's House districts to counteract Texas' redistricting plan — which she calls a 'declaration of war on the American people.' Utter hogwash: The gov claims kids are 'starving' because Republicans cut SNAP (food stamp) benefits; in fact, the expanded work requirements (for some recipients) won't kick in until 2027 at the soonest — it's another phony 'famine.' The string of nonstop lies began with Hochul's pledge in a Houston Chronicle column to save 'our democracy' by gerrymandering New York's congressional map to kill Republican-leaning seats if Texas GOP lawmakers go ahead with their Democrat-reducing plan. Yet the gov can't get New York redistricted that fast: The state Constitution not only explicitly forbids (nakedly) partisan map-drawing, it also orders redistricting get done at the turn of the decade. As it is, the state just redrew its maps last year after long court battles prompted by state Democrats' 2021 drive to kill GOP districts. Even after Dems packed the state's top court, the justices will find it hard to swallow Hochul ordering up a new map just because she's changed her mind about the one she signed into law a year ago. So she'd need to get the state Constitution amended first — and that's at least a two-year process that she'd have to start by calling a special session since the Legislature finished for the year months ago. Hochul's just jumping on the Democrat outrage wagon, along with Govs. Gavin Newsom and J.B. Pritzker. Yet, unlike those two blowhards, Hochul isn't even eyeing a 2028 presidential run, so why bother with this bull? Our best guess: She figures Democrats are so deep in denial that they'll turn on her if she doesn't join in the fibbing. Which prompts the question: Who's more pathetic here — Hochul or her whole party?

Let's take a tour of the 13th congressional district in Illinois. It starts in East St. Louis and then moves steadily north. By the time it gets to Springfield, home of Abraham Lincoln, about 90 miles away, it takes a sharp turn to the east, reaching Decatur and finally Champaign, itself about 80 miles away from Springfield. Advertisement It's a jagged, narrow strip of territory with no obvious rhyme or reason as it traverses six counties. It's less a congressional district than a road trip, and bears a resemblance to the original gerrymander, a long, salamander-like state Senate district in Massachusetts in 1812. The only point of the new 13th district lines, fashioned in the redistricting after the 2020 census, was to gather together far-flung Democrats to create another Democratic congressional district. Advertisement Mission accomplished: The 13th went from being a competitive district long held by a Republican to flipping to the Democrats in 2022. Overall, Illinois lost one district after the 2020 census and managed to write lines that changed the congressional ratio from a 13-5 Democratic advantage to a 14-3 Democratic advantage. The political analysis website 538 called the new map 'the worst gerrymander in the country drawn by Democrats.' Advertisement This makes it especially inapt that a contingent of Texas Democrats fleeing the Lone Star state to try to stop what they consider unfair new congressional boundaries found a safe harbor in Illinois. Next time their travel agent should do a hypocrisy check before booking a destination. Illinois Gov. JB Pritzker welcomed the self-exiling Democrats and hailed their courage. He told them that he and other top Democrats in the state were pleased 'to stand in solidarity with you and send a clear message to all Americans.' Advertisement His conscience showed no sign of being pricked by the fact that he signed into law the redistricting that saw Republicans in 2022 win nearly 44% of the popular vote in Illinois congressional races — and only 18% of the congressional seats. A special session of the Texas Legislature is considering new lines that could net Republicans another five House seats. Gov. Greg Abbott has cited a Department of Justice letter saying that some of the current districts need to be redrawn because they represent unconstitutional racial gerrymandering (the Biden Justice Department had been fighting Texas because, in its view, the current lines didn't reflect enough racial gerrymandering). The Supreme Court is taking up a Louisiana case that should clarify the extent to which states can consider race in drawing so-called majority-minority districts. In the meantime, the partisan effect of the new Texas lines before the 2026 mid-terms is unmistakable: If Republicans were likely to lose five seats from this redistricting, there's no doubt that the state's Republican governor and Republican legislature wouldn't be undertaking it. Drawing district lines is an inherently political enterprise, and parties tend to give themselves the best of it. When Democrats controlled the Texas Legislature, they maintained congressional lines in their favor. Advertisement It wasn't until 2002, when Republicans won the state house for the first time since Reconstruction, that the GOP could redraw the congressional map — and Republicans subsequently won a majority of Texas congressional seats in 2004, also for the first time since Reconstruction. Since Democrats gerrymander too, they have limited options for retaliating against Texas. Pritzker says he may re-draw his state's lines, but this would require gerrymandering on top of his current gerrymander. Advertisement Gavin Newsom is making similar noises, but the California map is already tilted toward Democrats: Republicans won nearly 40% of the congressional vote in the Golden State in 2024, but only about 17% of the seats. If the Texas plan goes through and all else remains equal, the Lone Star state will have about the same partisan skew as California. Less gerrymandering would be better than more, but Democrats like Pritzker, who blessed his state's meandering 13th district, have no standing to make the case. Twitter: @RichLowry
