Philippines warns of health emergency as HIV cases soar
Manila: Philippine medical authorities on Tuesday warned of a looming " public health emergency " as HIV infections have soared this year, with young males especially hard-hit. On average, 57 new cases a day were tallied in the country of 117 million people over the first three months of 2025, a 50 percent jump from a year earlier, health department data shows. "We now have the highest number of new cases here in the Western Pacific," Health Secretary Ted Herbosa said in a video message released Tuesday. "What is frightening is, our youth make up many of the new cases," he said. "It would be in our interest to (declare) a public health emergency, a national emergency for HIV to mobilise the entire society, the whole of government to help us in this campaign to reduce the number of new HIV cases," Herbosa added. The health department said 95 percent of newly reported cases were male, with 33 percent aged 15-24 and 47 percent aged 25-34. The government did not explain the causes behind the surge, which it said had set back government attempts to hit global targets set by a United Nations campaign to end the AIDS epidemic by 2030. Under Philippine law, the president can declare a health emergency if an epidemic poses a threat to national security. The start of the Covid-19 pandemic in 2020 was the last time that was done. Just 55 percent of those living with HIV in the Philippines have been diagnosed, the health department said, while only 66 percent of those diagnosed are on life-saving antiretroviral therapy. Sexual contact remains the predominant mode of transmission, with the bulk of cases since 2007 attributed to men having sex with men. HIV cases have been on the rise in the Philippines since 2021, with 252,800 people estimated to be living with HIV in the country by the end of this year.

Let's build a TB-free society: Dr Raghu - Special awareness program held at Veldurthi on TB elimination
Veldurthi, (Kurnool district): As part of a special initiative to eliminate tuberculosis (TB), a 100-day campaign is currently being implemented across the country. Dr. Raghu, Officer-in-Charge of the Mobile Medical Unit, participated as the chief guest in an awareness program held at the Ayushman Arogya Mandir under the Ramallakota Primary Health Centre limits on Wednesday. Speaking on the occasion, Dr. Raghu emphasized the need to eradicate TB through collective efforts, just as India had successfully eradicated polio. He stated that a comprehensive awareness drive under the TB Mukt Abhiyan is being conducted to dispel misconceptions about the disease and to sensitize the public about early diagnosis and treatment. Under the theme 'Yes, We Can End TB,' the Government of India has launched an intensified 100-day campaign focused on Tracing, Testing, and Treatment. The aim is to make India TB-free by identifying and treating all TB cases, especially the "missing" or undiagnosed cases. Dr. Raghu pointed out that people with poor nutrition, HIV infection, diabetes, substance abuse (alcohol and tobacco), chronic illnesses, or those living in unhygienic conditions—such as slum dwellers, beggars, and migrant populations—are more vulnerable to TB due to weakened immunity. He stressed the importance of early detection and timely treatment, noting that prolonged cough (more than two weeks), evening fevers, night sweats, difficulty in breathing, chest pain, fatigue, and general weakness are key symptoms of TB. He urged ASHA workers to identify such individuals as presumptive TB patients and refer them for diagnostic tests such as sputum examination and chest X-ray at nearby health centers. As part of the 100-day action plan, frontline health workers and ASHA activists will conduct extensive outreach programs to raise awareness about TB prevention and control in the community. The program was attended by Dr. Bhuvana Teja, Health Supervisors Mohan, Community Health Officers Haseena and Mounika, TB Supervisor Mahesh, health staff, ASHA workers, and projectionist Khaleel.

Himachal Ends Free OPD Registration In Hospitals, Fee To Be Charged From June 5
Last Updated: The Himachal govt says the move aims to improve healthcare services and generate resources. Official orders regarding the new charges were issued on June 3 In a significant decision, the Sukhvinder Singh Sukhu government of Himachal Pradesh has announced that from June 5, all government health institutions across the state will charge a fee for OPD slips. Patients will now be required to pay Rs 10 for registration slips. The Secretary of the Health Department has issued a notification to this effect. Additionally, 133 different tests conducted in hospitals will no longer be free, with the government deciding to impose fixed fees for these tests. However, exceptions have been made for 14 categories of people, including cancer and kidney patients, pregnant women, elderly people over 60, TB patients, Divyang (differently abled), mentally ill, jail inmates, National Rural Health Mission (NRHM) beneficiaries, patients covered under the free medicine scheme, disaster victims, HIV-positive patients, children in child reform homes, and residents of old age homes and orphanages. The Himachal Pradesh government has asserted that this move aims to enhance health services and secure resources. Official orders were issued on June 3. In the order issued by the Health Secretary, it has been stated that, based on the recommendations of the Cabinet Sub-Committee, a decision has been taken to allow the collection of user charges to strengthen and improve the services provided by the Rogi Kalyan Samitis. These services include hygiene, cleanliness, and the maintenance of infrastructure and equipment. Additionally, it has been decided that a consultation fee of Rs 10 will be charged from all patients at the time of registration at the hospital. Previously, government hospitals in Himachal Pradesh did not charge for prescriptions, and registration was free. However, facing a severe financial crisis, the state government has had to cut back on many free services.
