New Delhi: The Congress on Tuesday accused the "double engine" government in Bihar of destroying the law and order situation in the state and claimed that change is certain in the upcoming assembly polls Congress president Mallikarjun Kharge alleged that the JD(U)-BJP alliance has left no stone unturned to make Bihar the "crime capital" of the country."The opportunistic double engine government has destroyed the law and order situation in Bihar. In the last six months, eight businessmen have been killed and 5 times the police have been beaten up," Kharge claimed in his post in Hindi on X.Just yesterday, five members of a family were killed due to superstition, he said.Even innocent children were not spared, Kharge added.Five members of a family, including three women, were allegedly killed and their bodies burnt on suspicion of practising witchcraft in Bihar's Purnea district, police said.Two persons were arrested in connection with Sunday night's incident that invited a barrage of criticism from the opposition parties.In his post, Kharge said, "The JDU- BJP alliance has left no stone unturned to make Bihar the 'crime capital' of the country."The Modi government's own statistics show that poverty is at its peak in Bihar, the situation of social and economic justice has gone from bad to worse and due to the stagnant law and order, investment has remained limited on paper only, Kharge said."This time Bihar has decided that it will not remain sick anymore! Change is certain in Bihar. INDIA alliance will bring this change," the Congress president said.The opposition has been hitting out at the NDA government after prominent businessman Gopal Khemka was shot dead outside his residence in Patna last week.Congress leader Rahul Gandhi on Sunday said the incident has once again proven that the BJP and Chief Minister Nitish Kumar have together made Bihar the "crime capital of India".Gandhi had also asserted that in the upcoming assembly polls, the vote will not be just to change the government, but to save the state.Khemka was shot dead outside his residence in Patna by a bike-borne assailant, seven years after miscreants had gunned down his son in Hajipur.

The National Task Force (NTF) constituted by the Supreme Court to address student suicides and mental well-being in higher education institutions on Friday (August 8, 2025) launched a website hosting five surveys to gather inputs from stakeholders, including students, parents, faculty, mental health professionals, and members of the public. The NTF was set up earlier this year in the context of student suicides across premier institutions, after parents of several students who had died by suicide — including those of IIT Delhi's Ayush Ashna and Anil Kumar, both from Scheduled Caste backgrounds — approached the court seeking directions on caste discrimination, institutional support mechanisms, and administrative responses. The petitioners also included the families of Dalit students Rohith Vemula (2016) and Payal Tadvi (2019). The court constituted the task force in March. Members of the NTF told The Hindu that the panel is conducting institute visits, stakeholder and expert meetings, alongside the newly launched surveys. One member said the NTF had so far visited six institutes in Delhi and Bengaluru, including AIIMS, Jawaharlal Nehru University, Jamia Millia Islamia, Ramjas College, the Indian Institute of Science, and Bangalore Medical College. On future visits, the member said, 'The NTF will also visit private universities. There are over 50,000 institutes across the country. It is not possible to visit all of them. The task force is yet to decide on whether to visit institutes like IITs, given that the incidents in those institutes have already been investigated by multiple committees.' The 12-member NTF is headed by former Supreme Court judge Justice Ravindra Bhat, with experts in development studies, psychiatry, and civil society, and the Joint Secretary of Higher Education as Convener. Secretaries of the Ministries of Home Affairs, Education, Social Justice, Health, Women and Child Development, and the Department of Legal Affairs are ex-officio members. Its mandate includes identifying 'predominant' causes of student suicides - including ragging, discrimination, academic pressure, financial burden, and stigma around mental health - analysing existing regulations to assess institutional and systemic shortcomings, and recommending steps to improve student mental health and prevent suicides. An NTF member said that during visits, the panel holds interactions with all stakeholder groups, including closed-door sessions with students to enable them to share grievances freely. The surveys, available at include separate questionnaires for students, parents, institutional representatives, mental health professionals, and the public. The site, accessible in English and Hindi, also provides student support resources with helpline numbers and a platform for institutes to share data. While the matter was being heard, the University Grants Commission issued a draft regulation for promoting equity and addressing discrimination on campuses, after petitioners argued that the 2012 regulations were inadequate. Following the draft's release, the petitioners submitted that the 2025 version diluted earlier provisions. The court permitted the UGC to proceed with the notification process, noting that the NTF's mandate covered the subject and that the regulation could be amended based on the task force's recommendations, if required. An interim report is expected in September, following which the NTF is scheduled to submit the final report by the end of this year. The BJP-led Delhi government's first Bill regulating fee hikes by recognised private unaided schools was passed by the Delhi Assembly on Friday. The Delhi School Education Transparency in Fixation and Regulation of Fees Bill, 2025, was passed after a four-hour debate in the House. The Aam Aadmi Party (AAP) proposed eight amendments to the Bill but they were rejected during voting. Delhi Assembly Speaker Vijender Gupta said the Bill will be sent to Delhi Lt Governor V K Saxena for approval. During division of votes, 41 ruling BJP MLAs and 17 AAP legislators were present in the House. The Bill, tabled by Education Minister Ashish Sood on Monday during the Monsoon session of the Delhi Assembly, seeks to regulate fee hikes by private unaided schools in the national capital.

Karnataka Deputy Chief Minister DK Shivakumar on Friday said the state's Chief Electoral Officer (CEO) V Anbukumar has ordered an inquiry into Congress leader Rahul Gandhi's allegations of 'large-scale election fraud'. Speaking to reporters after leading a Congress delegation to submit a memorandum to Anbukumar, Shivakumar said he would revisit the CEO's office to collect documents and evidence. 'In the first phase, we have asked him to provide information on every Assembly segment where such incidents have taken place,' he said. Karnataka CEO's response to KPCC In its response, the Karnataka CEO's office acknowledged the KPCC's representation but noted that no supporting documents had been provided for the allegations mentioned. The CEO asked the Congress delegation to submit relevant documents along with the prescribed declaration or oath under Rule 20(3)(b) of the Registration of Electors Rules, 1960, so the complaint can be acted upon. Earlier, letters from KPCC to the CEO had sought permission for a media briefing and submission of a memorandum following a protest rally. The rally, originally planned for August 5, was postponed to August 8 due to unforeseen circumstances. Response to BJP's counter-allegations When asked about the BJP's reaction, Shivakumar said: 'Let them (BJP leaders) say whatever they want. We are asking a court, a judge, a commission with autonomous power. We have requested the Election Commission to take action because it is their responsibility to prepare the electoral roll, hold elections, and immediately set right things.' The memorandum followed Rahul Gandhi's allegation of electoral fraud in Mahadevapura during the Lok Sabha polls. On claims by former MLA Aravind Limbavali that there were bogus voters in CM Siddaramaiah's Varuna constituency and Minister B Z Zameer Ahmed Khan's Chamarajpet seat, Shivakumar said the Election Commission of India (ECI) should investigate. 'Even if there are such issues in my constituency (Kanakapura), I will not mind. Action must be taken against those who have committed fraud,' he said. EC's counter to Rahul Gandhi The ECI accused Rahul Gandhi of recycling old allegations that had been settled by the Supreme Court. It asked him to either submit a written declaration under electoral rules naming the wrongful entries or apologise. Sources in the poll body described Gandhi's claims as a 'tired script' and 'new wine in an old bottle', saying similar issues were raised by then Madhya Pradesh Congress president Kamal Nath in 2018 and rejected by the apex court. The ECI dismissed Gandhi's claims of non-functional websites, stating: 'No issues with the Election Commission of India's website. Functioning seamlessly since its launch.' It clarified that the e-roll download links for all states were operational. ECI cites old SC verdict According to ECI sources, in 2018 Congress leaders presented the Supreme Court with data from a private website to claim errors in electoral rolls, including one face appearing for 36 voters. The Commission said these defects had been fixed months earlier, and a corrected copy was sent to the party. The court refused Kamal Nath's plea for searchable PDF rolls. The Commission said Gandhi had attempted to mislead the public by alleging duplicate names, such as Aditya Srivastava's, across three states — an issue resolved months ago. Election Commission demands evidence The ECI maintained that if Gandhi stood by his claims, he should have 'no problem' signing a declaration listing wrongful additions or deletions. Refusal, it said, would indicate he did not believe his own conclusions, in which case he should apologise. Chief electoral officers of three states had already asked Gandhi to share such details along with a signed declaration for further action. In a fact-check post on X, the ECI rejected claims that voter lists were removed from state websites after Gandhi's press conference. Rahul Gandhi's rebuttal At a Vote Adhikar rally in Bengaluru, Gandhi said he had already taken an oath in Parliament to uphold the Constitution, making a separate affidavit unnecessary. 'The EC asks me to file an affidavit and give information under oath. I have taken an oath inside Parliament holding the Constitution. Today, when people are questioning the Election Commission based on the data I released, the EC has shut its website,' he alleged. On Thursday, Gandhi claimed 'vote chori' (vote theft) of 100,250 votes in a Karnataka constituency, including 11,965 duplicate voters, 40,009 with fake or invalid addresses, 10,452 bulk voters from single addresses, 4,132 with invalid photos, and 33,692 misusing Form 6 for new voter registration.
