Bengaluru: Deputy Chief Minister DK Shivakumar on Thursday said that he has instructed officials to clear all encroachments under the Disaster Management Act to ensure smooth flow of rainwater.
Speaking to reporters after inspecting storm water drains at Manyata Tech park, he said, 'Officials have been instructed to clear all buildings which obstruct smooth flow of rain water in the city. Action will be taken under the Disaster Management Act.'
'The CM and I have already visited the rain affected areas. This is an important junction and any issues here result in problems in other areas. Some people have brought stay from the court to stop encroachments and our officials are also not cooperating. Hence, we have asked officials to clear encroachments under the Disaster Management Act,' he said. 'We are not keen to take away anyone's property and give them trouble. I am visiting the problem spots myself to verify. Everyone has agreed to allow the works to continue. But it is important to find a permanent solution.
Power to Commissioner
'We don't want to demolish any random building but it is important to ensure that rain water flows smoothly without causing flood. We can't allow Bengaluru's reputation to go do down the drain. We will compensate the building owners if there are technical issues, but we want the issues to be sorted out. We have given complete authority to the Commissioner and the Secretary to take necessary action in this regard. Asked about confusion about maps, he said, 'Irrespective of the issues with the map, rain water must flow.' Asked about BJP's demand to reduce cess on garbage, he said, 'We will make them realise the decision taken during their period. Will check their proposal and have a discussion with them.' Replying to a question on his letter to Chief Secretary regarding transfer of engineers in Irrigation Department, he said, 'There are not many engineers in Irrigation department but we need resources immediately. Hence, I have written to the Chief Secretary not to transfer any of engineers to other departments. Many of them come to our department, get promotion and seek transfers to other departments.' Asked if any transfers have happened without his knowledge, he said, 'There is a provision to do so at a senior level. Many MLAs put pressure on us to deploy engineers of their choice in their jurisdiction. Hence, engineers are not coming forward to work in Irrigation departments. This was the reason behind the letter.'

New Delhi: A major uproar broke out in the Lok Sabha on Wednesday after Opposition MPs, including members of the Trinamool Congress, tore and hurled copies of three key bills towards Union Home Minister Amit Shah while he was introducing them. The BJP has strongly condemned the incident, calling it a 'shameful act that would bring disgrace to any civilised society.' BJP MP and actor-turned-politician Kangana Ranaut said the Opposition's conduct had crossed all limits of parliamentary propriety. 'What we witnessed in Parliament today is something that would bring shame to any civilised society. When our Home Minister Amit Shah was proposing a bill, Opposition leaders tried to snatch away his microphone. Worse still, they tore the bill and threw it at his face. Some even came with stones and hurled them. But our party showed patience,' she added. BJP MP Aparajita Sarangi termed the behaviour 'truly unfortunate.' 'Opposition members created a ruckus from their seats and then crossed every line of decorum. Several women MPs and TMC members attempted to attack the Home Minister. They tore copies of the bill and hurled them in his direction. This was not dissent—it was an attack,' she said. BJP MP Bansuri Swaraj also described the scenes as 'nothing less than the murder of democracy.' 'Trinamool Congress MPs, particularly one of their women MPs, tried to snatch the microphone, tore pages, and threw them in the House. This act has embarrassed the voters, the public, and the very spirit of democracy. The BJP strongly condemns such behaviour," she told IANS. BJP leader Annpurna Devi also denounced the incident. 'The entire country is watching. The conduct displayed today, especially by Trinamool Congress members, was extremely inappropriate. Even senior and respected MPs behaved in this unruly manner when the Home Minister was presenting the Bill. The Opposition claims ruling party MPs also attacked them, but that is false. We were only standing, not attacking. What they did was against every norm of parliamentary decorum,' she said. The chaos unfolded as Union Home Minister Amit Shah tabled the Constitution (One Hundred and Thirtieth Amendment) Bill, 2025, the Government of Union Territories (Amendment) Bill, 2025, and amendments to the Jammu and Kashmir Reorganisation Act, 2019. The first bill seeks automatic removal of Prime Ministers, Chief Ministers, and Union Ministers facing corruption or serious criminal charges if held for 30 consecutive days. Opposition MPs strongly opposed the move, tearing copies of the bills and shouting slogans. Amid the ruckus, Amit Shah proposed that the bills be referred to a Joint Committee of Parliament for further examination.

Deputy Chief Minister DK Shivakumar said the state government has tasked Hyderabad-based RV Associates with preparing a Detailed Project Report (DPR) on extending the Namma Metro Yellow Line beyond its current Bommasandra terminus toward Attibele. The Dy CM who also handles the portfolio of Bengaluru Development addressing the ongoing state assembly session said many MLAs and residents have been making persistent appeals to his office to extend the line. 'We have to take the metro another 11-12 km to link Jigani. It is a potential place. We will take suitable measures,' Shivakumar said. The deputy CM made the statement in the Assembly during the Question Hour while replying to Congress member B Shivanna, who demanded that the recently inaugurated Yellow Line be extended till Attibele. Shivakumar highlighted the planned 90,000-seat Karnataka Housing Board stadium near Attibele as a major reason to improve connectivity to that region. Attibele is located about 32 km from Bengaluru on NH-7 and serves as the Karnataka state border to Tamil Nadu. It lies near Jigani which hosts a cluster of industrial and warehousing facilities. Ltd., headquartered in the area, manufactures machinery and plants for diverse industrial applications, while Schneider Electric President Systems Ltd operates multiple units in the local KIADB industrial estate. The Yellow Line was inaugurated by Prime Minister Narendra Modi on August 10, 2025 which spans 19.15 km with 16 elevated stations and carries a construction cost between ?7,160 crore and ?7,610 crore. As per reports on its first day alone, the Yellow Line transported over 83,000 passengers.

The Karnataka Legislative Council on Wednesday adopted the Karnataka Tank Conservation and Development Authority (Amendment) Bill, 2025, which seeks to reduce the size of buffer zones for the smaller water bodies, amidst a walkout staged by the Opposition members. Opposition members led by Chalavadi Narayanaswamy demanded that the Bill be referred to a Joint House Committee for a detailed study. Presenting the Bill, Minor Irrigation Minister N.S. Boseraju explained that so far, regardless of a lake's size, a uniform 30-metre buffer zone was mandated. This had caused difficulties for people in districts like Mangaluru and Udupi, where land could not be used for public purposes. Therefore, the amendment proposes buffer zones based on lake area, measured from the revenue boundary. With prior approval, certain public works such as parks, roads, bridges, power lines, water supply pipelines, sewage lines, jackwells or pump houses, STPs, stormwater drains, and small canals may be permitted in the buffer zone, provided they do not obstruct the inflow or outflow of water. However, no commercial, entertainment, or industrial activities will be allowed. The Bill also provides for forming committees, including local residents, to protect lakes, he said. However, the Opposition accused the government of rushing through the Bill under pressure from the real estate lobby. They argued that several reports on encroachment of lakes in Bengaluru by Lakshman Rao, A.T. Ramaswamy and K.B. Koliwada should be studied first. The BJP insisted that the Bill should be referred to a Joint House Committee, but the government did not agree, prompting the walkout. Mr. Narayanaswamy said it was wrong to destroy lakes in the name of conservation. Instead of reducing the size of buffer zones, they should be increased, lake desilting should be implemented, and encroachments on stormwater drains should be removed. He expressed concern that reducing the buffer zone size would benefit traders and real estate developers. BJP member C.T. Ravi called the Bill 'unscientific,' particularly in the context of Bengaluru. He questioned whether Lakshman Rao, A.T. Ramaswamy, or K.B. Koliwada reports had recommended reducing the size of buffer zones. He added, 'When our party was in power, even though people accused us of carrying suitcases [a reference to corruption], we never did such things. Now, seeing this Bill, one wonders if suitcases are doing the rounds again.' Other bills passed The Council also adopted several other Bills that were adopted in the Assembly. These include the Karnataka Platform Based Gig Workers (Social Security and Welfare) Bill, 2025; Karnataka State Civil Services (Regulation of Transfer of Medical Officers and Other Staff) (Amendment) Bill, 2025; The Karnataka Compulsory Service by Candidates Completed Medical Courses (Amendment) Bill, 2026; The Karnataka Town and Country Planning and Certain Other Laws (Amendment) Bill, 2025; The Karnataka Municipal Corporations (Amendment) Bill, 2025; The Karnataka Decriminalisation (Amendment of Provisions) Bill, 2025; The Karnataka Medical Registration (Amendment) Bill, 2025; Karnataka Essential Services Maintenance (Amendment) Bill, 2025; Karnataka State Universities (Amendment) Bill and the Karnataka Groundwater (Regulation and Control of Development and Management) (Amendment) Bill.
