How much would a 100% 'Made in the USA' vehicle cost? It's complicated

LOUISVILLE, Ky. — A white 2025 Ford Expedition SUV with bronze exterior trim rolls off the assembly line at Ford Motor's Kentucky Truck Plant. It was assembled — from its frame to completion — by American workers at the factory. But it's far from being completely "Made in the USA."
A majority of its main parts — at least 58% as stated on a window sticker — were made outside of the country, including 22% from Mexico. That includes its Ford-engineered, 3.5-liter twin-turbocharged V-6 Ecoboost engine, the heart of the vehicle.
The popular large SUV is a prime example of how complicated the global automotive supply chain is, and underscores the reality that even vehicles rolling off U.S. assembly lines from quintessentially American companies such as Ford can rely heavily on non-domestic content.
The massive Kentucky assembly plant that has more than 9,000 people building the Expedition, F-Series pickup trucks and Lincoln Navigator SUV is exactly the kind of facility President Donald Trump is pressuring automakers to build in the U.S. through his use of aggressive tariffs.
After Trump put 25% tariffs on imported vehicles and many automotive parts, automakers started scrambling to tout U.S. investments and localize supply chains as much as possible. But while the country would benefit from jobs and economic output if all auto parts were sourced and manufactured in the U.S., experts say it's just not feasible.
"Some parts that have been offshored will still be cheaper to manufacture in those locations rather than the USA at scale even with some of the imposed tariffs," said Martin French, a longtime supplier executive and partner at Berylls Strategy Advisors USA.
Processing and production plants for things such as steel, aluminum and semiconductor chips, especially older ones used for autos, as well as raw materials like platinum and palladium, aren't prevalent enough in the U.S. without establishing new plants or mines. Those are processes experts say would take a decade or more to create in scale.
On top of that, the increased costs of a 100% U.S.-made vehicle could price many consumers out of the new vehicle market. That could in turn lead to less demand and likely lower production.
"We can move everything to the U.S., but if every Ford is $50,000, we're not going to win as a company," Ford CEO Jim Farley said last week on CNBC's "Squawk Box." "That's a balancing act that every [automaker] will have to do, even the most American company."
Farley said 15% to 20% of commoditized vehicle parts are difficult, if not impossible, to currently source in the U.S. That includes things such as small fasteners, labor-intensive wiring harnesses and almost $5,000 in semiconductors per vehicle, which are currently sourced largely from Asia.
S&P Global Mobility reports there are on average 20,000 parts in a vehicle when it's torn down to its nuts and bolts. Parts may originate in anywhere from 50 to 120 countries.
For example, the Ford F-150, which shares a platform and some parts with the Expedition, is exclusively assembled in the U.S. but has roughly 2,700 main billable parts, which exclude many small pieces, according to Caresoft, an engineering benchmarking and consulting firm.
The Trump administration could ease higher prices for an American-made vehicle by offering tax breaks or consumer incentives, much like the up to $7,500 electric vehicle credit Trump previously promised to eliminate.
But the costs of a 100% American-made vehicle are far greater and more complex than they might seem at first blush. It's even hard to track what comes from the U.S., as automakers are required to report a combined percentage of Canadian and U.S. content in a vehicle, not just U.S. content.
The material costs alone, excluding manufacturing investments, would add thousands of dollars to a vehicle's price point, which would wipe out profits for automakers and force price increases for consumers, a handful of automotive analysts and executives told CNBC.
The people, who were given anonymity to speak freely, estimated it would add thousands of dollars with each step you took to get closer to 100% U.S. and Canadian parts.
Mark Wakefield, a partner and global automotive market lead at consulting firm AlixPartners, said nothing's necessarily impossible with time, but the investment needed for U.S. and Canadian sourcing and added costs would increase exponentially the closer a company came to a 100% "Made in the USA" vehicle.
"The cost gets quantumly more the higher the closer you get to 100%," Wakefield said. "Getting above 90% gets expensive, and getting about 95% would get really expensive, and you just start getting into things that you'd have to a take a long time [to do]."
To get that last 5% to 10%, if, or when, you could, Wakefield said, it would start "getting really expensive" and likely take a decade or more to set up raw material sourcing and reshore production of some parts.
"I don't think you could do it more than about 95% on average, at any cost at the moment, just because you need to build a lot of stuff that's going to take a long time," he said. "The processing and the raw material stuff, it takes a really long time, because those are multibillion dollar facilities that process it."
Two executives with auto suppliers told CNBC it would be "unrealistic," if not impossible, for a company to profitably build a 100% U.S.-made vehicle at this time. Another executive at an automaker estimated the average cost increase for an American-assembled U.S. full-size pickup would jump at least $7,000 to source as many components as currently possible from the U.S. and Canada.
One expert, generalizing the costs, said it could cost $5,000 more to get a vehicle that's under 70% U.S./Canadian parts to 75% or 80%; another $5,000 to $10,000 to hit 90%; and thousands more to a higher percentage than that.
Using that as a basis, the average transaction price of a new vehicle in the U.S. is currently around $48,000, according to Cox Automotive. Say that vehicle is made up of $30,000 in materials and parts. Adding the above costs would come out to roughly $10,000 to $20,000 more for companies.
Cars.com reports the U.S. is by far the most expensive country to manufacture a vehicle in. The average new-car price of a U.S.-assembled vehicle is more than $53,200, according to its data. That compares with roughly $40,700 in Mexico, $46,148 in Canada and roughly $51,000 in China.
Excluding raw materials, someone could theoretically start a new car company — let's call it U.S. Motors — from scratch. U.S. Motors could spend billions of dollars to build new factories and establish an exclusively American supply chain, but the vehicle it would produce would likely be low-volume and excessively expensive, experts say.
Think of Ferrari: Every car from the iconic automaker comes from Italy, with as many components as possible sourced from the company's homeland.
But even Ferrari's multimillion-dollar sports cars have parts or raw materials for things such as airbags, brakes, tires, batteries and more that come from non-Italian suppliers and facilities.
"If you did it at really low volume and you're extremely innovative and different with the vehicle, you could make $300,000-$400,000 vehicles that are all-American," Wakefield said. "To do it at scale, it would be 10-15 [years] and $100 billion to do that."
Getting vehicles to 75% U.S. and Canadian parts and final assembly in the America is a far more achievable target that "doesn't really force you to do uneconomic things," Wakefield said, noting that a few vehicles meet that standard today.
But even reaching that threshold on a larger scale would likely take billions of dollars in new investments from automakers and suppliers to localize production. Some automakers could make the move more easily, while others would require massive shifts in sourcing and production.
Vehicles that meet the 75% U.S./Canada parts standard for the 2025 model year include the Kia EV6, two versions of the Tesla Model 3 and the Honda Ridgeline AWD Trail Sport, according to the latest vehicle content data required by the National Highway Traffic Safety Administration. Nearly 20 others are at 70% or higher, while some vehicles still need to be added to the data.
That compares to 2007 model-year NHTSA data, where the top 16 vehicles — all from GM and Ford — had 90% or more U.S. and Canadian content. Ford's Expedition at that time was among the highest at 95%, but that was before the expanded globalization of the auto industry supply chain after the Great Recession — and before several major technological advances in cars made new parts and materials more important.
For decades, there has been a trend for less U.S./Canadian content because of the globalization of supply chains and the increase in the use of Mexico as a source of parts and components, according to American University's Kogod School of Business.
Imported vehicles from many luxury brands, specifically German manufacturers as well as Toyota's Lexus, feature little U.S.-sourced content. Many have none or 1%, according to the federal data.
The U.S./Canada percentages, under the American Automobile Labeling Act of 1992, are calculated on a "carline" basis rather than for each individual vehicle and may be rounded to the nearest 5%. They are calculated by automakers and reported to the government.
However, a high threshold of North American parts also doesn't mean the vehicles are produced in the U.S. The 2024 Toyota RAV4, for example, was reported to have 70% U.S./Canadian parts and is built in Canada.
"You could have a vehicle, theoretically, that is made in the U.S., but only has 1% parts, content," said Patrick Masterson, a lead researcher for Cars.com's "American-Made Index."
Cars.com's annual index of the top U.S. vehicles takes vehicle assembly, parts and other factors into account. No vehicles from Ford or General Motors made the top 10, while two Teslas, two Hondas and a Volkswagen took the top five spots.
The study ranks 100 vehicles judged through the same five criteria it's used since the 2020 edition: assembly location, parts content, engine origin, transmission origin and U.S. manufacturing workforce. More than 400 vehicles of model-year 2024 vintage were analyzed to qualify the 100 vehicles on the list.
The white 2025 Ford Expedition that recently rolled off the assembly line in Kentucky is expected to score higher than the prior model year, which ranked 78th, because of an increase in domestic content.
Masterson said there's been increased interest and popularity for the "American-Made Index" this year amid Trump's tariff policies and nationalism.
"Traffic on the 'American-Made Index' this year is way, way up. … People are concerned about this, perhaps more than ever," Masterson said, later adding "it would be extremely difficult to make a 100% U.S.-made [vehicle]."

Seamans/ Maine Morning Star) Since President Donald Trump asked Texas to redraw its congressional maps to find five more Republican seats ahead of next year's elections, some Democratic states are considering redistricting to counter the effort. Maine is not, at least according to Gov. Janet Mills, though an anonymous group tried to encourage the Pine Tree State to intervene earlier this month by flying planes over Augusta with banners that read 'Mess with Texas.' The state's constitutional officers, Attorney General Aaron Frey and Secretary of State Shenna Bellows, both Democrats, condemned Texas' move, and Trump instigating it, as a blatant abuse of power. But, they said Democratic states exploring the avenues legally available to them to redistrict outside the regular schedule is understandable. Bellows refrained from any judgement of those counter efforts, while Frey was more critical, particularly due to what he sees as a likely snowball effect. 'I am lamenting what this might mean for how our politics will continue, in terms of people trying to do the one-upsmanship,' Frey said in a sit-down with Maine Morning Star. 'As much as it probably sounds like it's a critique, it really is more of a concern about this being the evolution of where the politics is going.' The Democratic Legislative Campaign Committee, the official party committee dedicated to electing Democrats to statehouses, called on Democrats on Aug. 4 to pursue redistricting opportunities to respond to possible changes to Texas' congressional map. Last week, California was the first state to release a proposal to that aim. Such ideas have also been floated by officials in New York, Maryland, and Illinois — whose governor has already waded into the redistricting battle by welcoming Texas Democrats who fled the state to block a vote on the Republican proposal. They've since returned. But, Republicans control more state legislatures than Democrats and Vice President JD Vance is touring those states to encourage more gerrymandering. Several, including Missouri, Florida and Indiana, are now considering redrawing their maps to counter the Democrats' countering. 'It should be a concern for all of us about what this means for the next time that the next majority is in power,' Frey said. 'I am hoping that I would have just as much concern if California would have been the first state to say that they were going to do this as I have about Texas saying that they're going to do this, even though it may be perfectly appropriate legally.' Redistricting procedures vary state by state but largely happen every ten years following new census data. Under the Maine Constitution, the state Legislature must establish a bipartisan advisory commission to draw its congressional and legislative districts every ten years. These maps are then sent to the Legislature for approval, though lawmakers aren't bound to those recommendations. Approval requires a two-thirds vote, and because neither party has held a supermajority in the last decade, this has typically required bipartisan support. The map is then subject to the governor's approval. Maine last went through this process in 2021. Mills did not respond to multiple requests for comment about whether she supports the actions other Democratic states are considering to redraw their maps in response to Texas Republicans' attempts. A spokesperson told the Portland Press Herald in early August that she was not considering any actions related to redistricting in Maine. If the Legislature is unable to reach the two-thirds threshold, the Maine Supreme Court would draw the maps instead. 'It's understandable that other states are seeking to fight fire with fire,' Bellows said, echoing California Gov. Gavin Newsom, 'but none of what's happening outside of Maine would change unless the Legislature and the people of Maine decided to pursue a constitutional amendment.' A constitutional amendment in Maine requires a two-thirds vote, plus approval by the voters, so such a change, especially before the 2026 midterms, is not likely. When asked if Maine should get involved in the nationwide redistricting fight, Frey said, 'No, not at this point.' As the officer representing the state on legal matters, Frey said he doesn't see an opportunity for legal recourse given that other states drawing congressional districts is a state-level process pertaining to their residents and it doesn't have a direct harm to Maine. However, how these maps ultimately shape Congress will inevitably impact Maine, he said, looking at a list on his desk of lawsuits Maine has filed or joined against the Trump administration. Particularly if Trump gets his way in Texas, Frey said it could result in a continuation of a Congress that doesn't serve as an adequate check to the executive branch. Some politicians are seeking to choose their voters instead of their voters choosing them. – Maine Secretary of State Shenna Bellows Like other Democrats across the country, Frey and Bellows walked a line to frame their party's use of redistricting differently than Republicans'. 'The Trump administration is trampling all over the norms in our democracy, and it is really important that people stand strong for our values in this moment,' Bellows said. 'What's concerning about what Texas is trying to do is they are basically trying to cheat their way into electoral success in 2026 and 2028, so it's understandable that some of the larger states that are blue states are thinking about how they might respond.' Of those clear political aims, Frey similarly said, 'There's no mask to it,' arguing it would be different if Texas had come to a conclusion that redistricting mid-cycle was needed because its districts were no longer representative due to population shifts or another clear reason. 'Let's say this was Joe Biden who in 2023 was like, 'California, Gavin Newsom, you like us, California does a lot of stuff that supports the administration, I need you to go redistrict and get me five more seats in Congress,'' Frey said. 'What would people say?' But while Frey said Democratic states may be legally within their right to explore counter measures, he doesn't see it as a productive way to resolve political discord nor address the priority issues of everyday Americans, such as the cost of living. 'If anything, it's creating a system that is going to be more unable to meet what it is that, I think, Mainers and the American people are asking for,' Frey said. As Trump eyes election changes, Secretary Bellows warns of fallout Earlier this month Bellows officially responded to the U.S. Department of Justice's request for sweeping voter data, questioning the federal agency's intentions and asking that the request be withdrawn. She sees a throughline with that effort, Trump's executive orders and his push for Texas Republicans to redistrict. 'Some politicians are seeking to choose their voters instead of their voters choosing them,' Bellows said. 'Many of these initiatives seem designed to shrink the population of people who are participating in elections, to spread fear and deter people from participating, or to create artificial barriers to participation.' Frey also sees connections. The day before speaking with Maine Morning Star, Frey had returned from a trip to Washington, D.C., where he saw National Guard troops and FBI agents gathered on the mall. 'They are pushing boundaries to see how far they can get,' Frey said of the administration. Pulling up the president's post on Truth Social ordering the U.S. Commerce Department to start working on a new U.S. Census that does not count people in the country illegally, Frey asked, 'What's the end?' He sees all of these moves as a test of the democratic foundation of the country, the U.S. Constitution. 'If enough citizens out there who are protected by this contract decide that they are unwilling to hold the president to the limitations that the constitution places on government action, I mean, at a certain point that contract by both parties is just going to dissolve,' Frey said. The book 'The Storm Before the Calm' sat on his desk as he added a hopeful nod, explaining the current moment could provide an opportunity to be reminded of the importance of those protections. The book, by geopolitical forecaster George Friedman, views American history through cycles, enduring upheaval and conflict but, ultimately, increasing in strength and stability. With 2026 on the horizon — when Maine's governorship, U.S. Senate seat, two U.S. House seats and Legislature are all up for reelection — Frey said, 'Maybe there will be an opportunity for renewal.' Nato defence chiefs are due to hold a virtual meeting, a senior alliance official said, as countries pushing for an end to Russia's war on Ukraine devise possible future security guarantees for Kyiv that could help forge a peace agreement. Italian admiral Giuseppe Cavo Dragone, chair of Nato's Military Committee, said that 32 defence chiefs from across the alliance would hold a video conference as a US-led diplomatic push seeks to end the fighting. US general Alexus Grynkewich, Nato's supreme allied commander in Europe, will take part in the talks, Mr Dragone said on social platform X. US president Donald Trump met last Friday with Russian leader Vladimir Putin in Alaska, and on Monday hosted Ukrainian president Volodymyr Zelensky and prominent European leaders at the White House. Neither meeting delivered concrete progress. Mr Trump is trying to steer Mr Putin and Mr Zelensky towards a settlement more than three years after Russia invaded its neighbour, but there are major obstacles. They include Ukraine's demands for Western-backed military assurances to ensure Russia will not mount another invasion in coming years. 'We need strong security guarantees to ensure a truly secure and lasting peace,' Mr Zelensky said in a Telegram post on Wednesday after Russian missile and drone strikes hit six regions of Ukraine overnight. Kyiv's European allies are looking to set up a force that could backstop any peace agreement, and a coalition of 30 countries, including European nations, Japan and Australia, have signed up to support the initiative. Military chiefs are figuring out how that security force might work. The role that the US might play in is unclear. Mr Trump has ruled out sending US troops to help defend Ukraine against Russia. Russia has repeatedly said that it would not accept Nato troops in Ukraine. Attacks on civilian areas in Sumy and Odesa overnight into Wednesday injured 15 people, including a family with three small children, Ukrainian authorities said. Mr Zelensky said the strikes 'only confirm the need for pressure on Moscow, the need to introduce new sanctions and tariffs until diplomacy works to its full potential'.

It's no secret that airline pricing can be opaque and confusing to many travelers – even to experts. When I spoke to William J. McGee, senior fellow for aviation and travel at the American Economic Liberties Project, we joked that one of the worst questions an aviation expert can get asked at a party is, 'how do I find a good deal on airfare?' The answer is usually best represented by the shrugging emoji: ¯\_(ツ)_/¯ However, flight pricing is getting a renewed round of attention after Glen Hauenstein, president of Delta Air Lines, acknowledged on the company's earnings call last month that the airline is testing a new AI tool to help set its fares. Panic from consumers, advocates and even lawmakers naturally ensued as the specter of a new way for corporations to squeeze every penny out of us appeared on the horizon. For now, Delta (and other airlines) insist that they're not using AI to make prices truly individualized, but as technology gets more sophisticated, the already-dynamic pricing model used in the aviation industry is likely to get more granular. How do airlines price tickets today? Again, I say: ¯\_(ツ)_/¯ 'This is such an opaque process, there is so much that we don't know about what they know about us,' McGee said. Airlines acknowledge using some of our personal data in setting prices even now but say that such information is used only in the aggregate, not to tailor fares to individual travelers. In a letter to senators after last month's earnings call, Delta Air Lines' Executive Vice President of External Affairs, Peter Carter, explained how the carrier does and doesn't use passenger data for setting prices. 'There is no fare product Delta has ever used, is testing or plans to use that targets customers with individualized prices based on personal data. ... Our AI-powered pricing functionality is designed to enhance our existing fare pricing processes using aggregated data,' the letter said. 'Given the tens of millions of fares and hundreds of thousands of routes for sale at any given time, the use of new technology like AI promises to streamline the process by which we analyze existing data and the speed and scale at which we can respond to changing market dynamics.' Still, McGee said airlines have a history of testing the limits of price differentiation. 'It's really a much longer story going back 20 or 25 years at least. The technology has improved for them, and that has increased the airline industry's ability to tailor surveillance pricing, individualized pricing,' he said. For now, Delta says it's just using AI technology to streamline the work of its human analysts, who ultimately set and file its fares. Kyle Potter, editor of Thrifty Traveler, a travel and flight deal website, said it makes sense that airlines don't have the technical capability right now to target prices at specific passengers, because the system airlines use to file their fares relies on outdated technology. 'The technology in how airlines set fares and distribute them to their own website and other third-party sites, is really a roadblock to offering truly individualized airfare,' he said. 'There's no way to weave in the massive amount of data that airlines have or could have into offering a truly dynamic set of prices that varies from person to person. That's just not possible today at any kind of scale that I'm aware of.' How could AI be used for airline pricing in the future? For a third time I say: ¯\_(ツ)_/¯ There are just too many variables to be sure about how all this will develop. 'Where we're at right now is that we're going to come to look at Delta's comments last month to investors as a trial balloon for just how far Americans would be willing to go to accept some level of personalized pricing,' Potter said. 'The answer, at least for the last month, has pretty clearly been not at all.' Delta, which is the poster child for pricing developments in the airline world right now, insists it has no intention to ever set truly individualized prices. 'There is no fare product Delta has ever used, is testing or plans to use that targets customers with individualized prices based on personal data,' Carter's letter said. But McGee, who works as a consumer advocate, said it's important for both passengers and regulators to not get complacent as predictive pricing technology gets more powerful. 'It's going to be very hard, but it's necessary, for regulators and legislators to get their hands around this and understand it,' he said. 'It's not unimaginable that if this goes unchecked and there's not action by Congress or (the Department of Transportation), we may all be paying a different fare for the same flight within a few years. That's going to be a tough thing to undo.' Potter agreed with McGee's assessment. 'I think what we saw this year, what we've seen again and again and again over the last several decades is that airlines will do whatever it takes to charge people the highest fares possible within the constraints of the technology that they currently have,' he said. 'The global airline industry has been trying to push towards a future of personalized airfare. Just because there's a backlash now doesn't mean this isn't going to happen eventually.' In general, the advice experts have always given me is to trust your gut. If you feel like you're getting a good deal on airfare when you look for flights, you probably are. Also: it's a good idea to leverage consumer-facing price prediction tools, like those available on Google Flights, Expedia and other airfare aggregators.
