Melaka factory fined RM30,000 over licence breach, pollution complaints
State DoE director Rosli Mustafa said enforcement action was taken following investigations conducted at the factory premises between 11am and 12.40pm on Dec 12, 2024.
The probe was launched after two public complaints were received regarding water pollution and foul odours from the factory located in the Bukit Rambai Industrial Area.
Rosli said the charge against the company was framed under Section 18 of the Environmental Quality Act 1974, read together with Section 16(1), and punishable under Section 16(2) of the same Act.
"Investigations by DoE enforcement officers found that the industrial effluent discharged at the factory's final discharge point failed to comply with the limits set under the Environmental Quality (Industrial Effluent) Regulations 2009.
"Therefore, the company was found to have breached Condition No. 8.10 of Licence No. 003262, which stipulates that any effluent produced must comply with relevant regulations," he said in a statement last night.
Rosli said Section 16(2) of the Act provides for a minimum fine of RM25,000 and a maximum of RM250,000, or imprisonment of up to five years, or both.
Malacha Sdn Bhd is a local company that trades fuel oil and recycles hazardous waste like used oil and sludge under DoE regulations.
Rosli added that during submissions, the DoE prosecuting officer said that a heavier sentence was warranted due to repeated public complaints and the impact of the pollution on the well-being of nearby residents.
"It is hoped that this fine will serve as a lesson for industry players to always comply with regulations, as well as act as a deterrent against similar violations in future.

Melaka lecturer pleads not guilty to amphetamine, syabu consumption
MELAKA: A public university lecturer in Melaka pleaded not guilty at the Ayer Keroh magistrate's court today to a charge of consuming amphetamine and syabu last month. Mohd Shahrizan Othman, 44, entered the plea after the charge was read to him by a court interpreter before Magistrate Sharda Shienha Mohd Suleiman. According to the charge, he was found to have self-administered amphetamine and methamphetamine, listed in Part III of the First Schedule of the Dangerous Drugs Act (DDA) 1952, at the Narcotics Criminal Investigation Division Office of the Melaka Tengah district police headquarters. The offence was committed on June 19, at 5.20pm. He was charged under Section 15(1)(a) of the DDA 1952, which carries a maximum penalty of two years' imprisonment or a fine not exceeding RM5,000, or both, along with a supervision order of between two and three years under Section 38B of the same act. Deputy public prosecutor Syaza Nur Sharif prosecuted the case, while the accused was represented by National Legal Aid Foundation lawyer Muhammad Izzuddin Ab Malek. During the appeal, the lawyer said the accused was a lecturer with an income of about RM7,000 and was currently suspended due to the court case. The court granted bail at RM2,000 and set Sept 29 for mention, pending a pathology report.

Three-day JPJ blitz nets 53 luxury cars

KUALA LUMPUR: A Rolls-Royce worth RM3mil is among the 53 posh vehicles seized during a three-day blitz on owners who failed to abide by road transport regulations. 'Other cars seized included a Lamborghini, a BMW i8 and an Aston Martin,' said Road Transport Department (JPJ) senior enforcement director Muhammad Kifli Ma Hassan. This came after a crackdown, codenamed 'Ops Luxury 2.0', was held around the Klang Valley to detect owners of luxury cars with offences such as expired road tax, no valid insurance, expired or non-existent driving licences and the display of unregistered number plates. 'Some of these vehicles were without road tax since 2022,' said Muhammad Kifli. He said that initial investigations revealed that three of the seized high-end vehicles were being driven by foreigners without valid road tax or insurance coverage, Muhammad Kifli said. 'One of the foreign drivers was also found to be using a fake international driving permit, allegedly purchased in Dubai for RM5,000.' He said that these cars were rented, while some were owned by companies where the individuals were employed. The Rolls-Royce is believed to be owned by a businessman. Speaking to reporters yesterday, Muhammad Kifli said 'Ops Luxury 2.0' was conducted by Kuala Lumpur JPJ based on intelligence gathering and public tip-offs. 'The operation was carried out under the Road Transport Act and related regulations,' he said. Muhammad Kifli said that JPJ did not practise selective enforcement and would continue taking firm action regardless of vehicle type or the status of their owners. 'Our enforcement doesn't focus solely on motorcycles. Luxury vehicles are not exempted. 'We are carrying out this operation nationwide,' he said. Muhammad Kifli added that there are currently more than 1,000 luxury vehicles nationwide flagged by JPJ for not having valid road tax or insurance. 'Vehicle owners are urged to renew their road tax immediately. 'We will not compromise with anyone who fails to comply with traffic regulations,' he said.

Dr Winnie Ong Beng Cheen, 44, was charged with deceiving the Social Security Organisation (PERKESO) into believing that a domestic worker registration form – purportedly signed by one Cheah Chyuan Yong – was genuine. The single mother of four is accused of intentionally inducing PERKESO into registering Indonesian domestic worker, Nurhayati Hasan, which then led to Cheah, her employer, being misled into making monthly contributions of RM20.60. The alleged offence was committed at No. 22A, Jalan Mesra, Taman Saujana Permai, Bukit Mertajam, on Nov 21, 2022. Dr Ong faces a maximum jail term of five years, a fine or both, upon conviction. Deputy public prosecutor Nor Shakila Dahari proposed a RM10,000 bail and the surrender of Dr Ong's passport, but lawyer Chiang Kian Hong appealed for a lower amount, saying she had cooperated fully with police. Magistrate Nurul Rasyidah Mohd Akit set bail at RM5,000 in one surety. The case was fixed for mention on Sept 4.
