
Reconsider decision to expand SST to Sabah

Kota Kinabalu: Warisan Vice President Datuk Junz Wong urged the Federal Government to reconsider the decision to expand the Sales and Service Tax (SST) regime starting July 1, reminding that the move will impose unnecessary hardship on businesses and consumers, especially in Sabah. In a statement, he questioned the rationale behind implementing such a far-reaching policy with less than three weeks' notice, calling it 'abrupt and confusing.'
Advertisement 'The government must explain why this drastic SST expansion is being rushed through. What is the urgency? Why weren't businesses given more time to adapt? Many don't even know what is taxed at 5 per cent, 10 per cent, or exempted,' said Wong. 'And we all know what happens next whereas ruthless and clueless merchants will simply apply the highest tax rate across their product range, passing the burden to consumers and families.' He stressed that Sabahans do not support the expansion of the SST regime and called for it to be reviewed immediately. Wong also questioned the fiscal position of the Madani Government. 'Is our government so cash-strapped that it now needs to extract more money from the people and SMEs?' he asked. 'Malaysians are suffering for years of covid post effects, yet now rakyat and businesses must carry the burden.' Wong further warned that Malaysia risks losing its business-friendly reputation in the region. 'This SST regime, combined with already burdensome regulations and tax compliance, is making Malaysia an expensive country to do business in,' he said. 'How do we expect to remain competitive in Asean when others are streamlining their systems and lowering costs while we keep adding more layers of taxation and red tape?' Perak seeking more federal funds for industrial, REE sector growth

'There is a pressing need for better road systems and rail connectivity to link Lumut with other major towns,' he added. GST ‘more efficient and less burdensome' than SST, says Umno Youth chief
KUALA LUMPUR, June 15 — Umno Youth chief Datuk Dr Akmal Saleh is pushing the government to reinstate the Goods and Services Tax (GST), saying it is a better and more effective taxation system than the current Sales and Services Tax (SST). He said although the 6 per cent GST previously implemented was criticised for burdening the people, the current system is even more taxing. 'Previously, the six per cent GST was said to burden the people,' he said in a Facebook post today. 'Now, people have to pay SST – 5 or 10 per cent sales tax plus 6 per cent service tax – in addition to a reduction in the number of taxable goods from 8,084 items to only 1,813 items.' Akmal urged the government not to shy away from acknowledging that the former GST system was more efficient and less burdensome on the public. 'Our suggestion to the government is to reintroduce the GST, which is far better and more effective. 'Don't be ashamed or hesitant to admit that the previous GST policy was better and did not burden the people,' he said. He also dismissed the idea that the Pakatan Harapan manifesto – which had promised to abolish GST – should be seen as set in stone. 'Don't just use the excuse that the manifesto to abolish GST is a holy book. 'What matters is that the people are not burdened and taxes can be collected efficiently,' he said. The Barisan Nasional government introduced the GST on April 1, 2015, and it was abolished on June 1, 2018 when the first PH administration was voted into power.

SST exempt on residential properties under Housing Development Act, says Nga
PETALING JAYA: Residential properties sold under the Housing Development Act (HDA) are not subject to the Sales and Services Tax (SST), says Housing and Local Government (KPKT) Minister Nga Kor Ming. He said that the exemption is based on either the land title or the property's intended use. 'In essence, all residential units — including serviced apartments that sit on commercial land titles — are exempt from SST, provided they are meant for residential purposes and fall under HDA regulations,' he said in a statement yesterday. Nga made this statement following a consultation with Finance Minister II Datuk Seri Amir Hamzah Azizan, in response to feedback from industry stakeholders expressing concerns about the updated SST framework. The Housing Development (Control and Licensing) Act 1966 (HDA) is designed to regulate housing development and protect homebuyers when purchasing residential properties from developers. The Act has undergone multiple amendments — especially in 2002, 2007, 2012, and 2015 — to strengthen consumer protection, regulate developers more strictly, and adapt to the evolving housing market in Malaysia. Nga also explained that the issue of cascading taxes is addressed through a Business-to-Business (B2B) exemption, ensuring that service tax is imposed at only one level. According to the Finance Ministry, basic construction materials such as cement, aggregates, and sand remain subject to 0% sales tax. Out of 400 tariff codes applicable to building materials, sales tax has been increased for only eight, covering items such as vats, laminated glass, and netting. This will affect only 2% of the total building material tariff codes. 'Contractors may choose to separate material costs from service charges, allowing the service tax to apply solely to construction services,' he added. Nga added that KPKT remains committed to continuous engagement with the Finance Ministry and other key stakeholders to ensure fair implementation of tax policies, safeguard the interests of homebuyers, and support a stable, sustainable housing sector. 'In line with the Madani aspirations, the ministry remains committed to preserving housing affordability and protecting homebuyers' interests under the revised SST framework,' he added. The Finance Ministry recently announced that the revised and expanded SST outlined in Budget 2025 will take effect on July 1, 2025. A sales tax rate of five to 10 per cent will be imposed on selected non-essential goods. The scope of the Service Tax will be extended to include new services such as rental or leasing, construction, finance, private healthcare, education, and beauty services, with a 6.0 per cent tax applicable to providers earning over RM1.5 million annually. Amir Hamzah said the SST revision and expansion reflect an increasingly sophisticated tax system that reflects values of shared prosperity and, importantly, prevents the rich-poor gap from widening further.
