
Can Trump Reverse The Irreversible?
Fear and loathing stalks the halls of power in Washington, D.C. The fate of the giant "Self-Licking Ice Cream Cone" (SLICC) hangs in the balance.
That term, for those who are unfamiliar with it, dates at least from the 1990s and referred initially to the U.S. Defense Department and NASA. [1] It was a type of military short-hand to describe how programs and processes develop a life of their own where a system exists for no other reason than to perpetuate itself. In such a scenario, measures of success are created to accomplish the most important goals – not necessarily to achieve a real outcome – but to keep the entity funded and growing. The bureaucracy and its processes exist to keep doing what they have always done, and this inertia is powerful. Large bureaucracies are resistant to change. [2]
While much has been written about Elon Musk and the Department of Government Efficiency (DOGE), what the Trump Administration seems to be trying to do is far broader and more ambitious, an attempt at reversing an irreversible trajectory, radical reform in the way the U.S. government functions both domestically and globally. The odds are daunting, for it turns out that there is not just one SLICC out there, but many.
Although they may overlap to some extent, five big SLICCs can be seen at work today:
The Budget SLICC
The Personnel SLICC
The Implementing Partner SLICC
The Globalism SLICC
The Regional SLICC
The Budget SLICC is, obviously the budgeting and spending process (so this is the original one, as the term was first used to refer to DOD and NASA appropriations and spending in 1991-1992). While Congress appropriates the money, there is a lot of discretion within the executive branch over the budgeting and spending process, a lot of wiggle room. In the summer of 2024, we saw the Biden Administration spend at least $230 million for a Gaza pier to nowhere. [3] Good government advocates often cite egregious examples of waste, fraud and abuse but, of course, there is plenty of spending which is not very smart or helpful that manages to avoid the legal definitions of waste and fraud. Anyone who sat through DOD PowerPoint presentations – as I did back in the day – on Afghanistan knew that spending was occurring that was perfectly legal but which was deceptively being presented as a success. A trillion dollars later, you had the fall of Kabul. [4] But if you are the one who writes the measures of success, almost everything you are measuring – your metrics – will look successful. [5] The Trump people trying to get their hands on ongoing, often opaque, spending in areas such as foreign assistance, is a logical step.
The Personnel SLICC is, of course, the people who staff the bureaucracy. Here one recalls Robert Conquest's Second Law of Politics (or John O'Sullivan's First Law, which is identical): "Any organization not explicitly right-wing sooner or later becomes left-wing." Based on my experience in government, there is little doubt that many American civil servants lean left or liberal. It depends on the organization, of course, but the bias is there (less "liberal" institutions like DOD have their own biases). [6] Some might say that personal political views do not matter as long as the work is done. And yet, during the first Trump Administration, USAID officials attempted to block Trump Administration policy on Iraq to the extent that it became – with liberal spin, of course – a matter of public record. [7] There were many other examples which got less attention. A Trump review of both spending and personnel is also not just about what is being spent and who is overseeing it but also examining if there are cost savings to be made in what seems to be to many Americans a bloated, unresponsive and arrogant bureaucracy at a time of runaway budget deficits.
The Implementing Partner SLICC is a whole ecosystem of NGOs, groups, and organizations relying on government funding to implement certain programs and policies. Often there is a revolving door between government employees (who overwhelmingly share similar worldviews) and the implementing organization. Over time a symbiotic relationship develops involving both personnel and money. The result is liberal government funds liberal private entities for liberal causes. If there is any accountability, it comes from the liberal bureaucracy. The result is, to use the quaint British term, the creation of "Quangos," or Quasi-Autonomous Non-Governmental Organizations, funded by taxpayers but part of an internal, semi-permanent network of political cronies advancing inexorably certain favored causes. Here also you have private entities also carrying out policies that would invite greater scrutiny if done by government. The growth in recent years of the so-called "Disinformation Industrial Complex" in both the US and UK is a perfect example, with ostensibly private organizations – but government funded or influenced – curbing speech or enforcing speech codes in ways that government might not be able to get away with otherwise. [8]
The Globalism SLICC is merely the international dimension of the three previous emanations, the network of international or multinational entities, such as the United Nations Organization or International Criminal Court that have grown up over time and metastasized into a constellation of new anti-American stars. If the international system or the so-called liberal international order was an invention of the United States, or often at the service of the United States, in the post-war period since 1945, it has now often been turned against American interests, with adversaries or obstacles to US policy often funded, at least in part, with American money. Redefining and reorienting America's position toward this system, establishing new benchmarks and redlines, seems like a logical step for an America First nationalist policy agenda.
The Regional SLICC is a straitjacket of our own creation that oriented U.S. policy, resources, and attention towards certain regions – one thinks of Europe and the Middle East – trapping us in a tired scenario of diminishing political returns while marginalizing other areas. The Middle East is important, it is also the world's most dysfunctional region. Europe is important but is both wealthy (at least for now) and imploding. That the U.S. under Trump may finally and truly pivot not just towards Asia, but to Latin America, and even Africa is a realization that things must change and that we cannot do everything (and that our allies can do much more). [9] "He who attempts to defend everything, defends nothing," as Frederick the Great once said.
Two-thirds of Americans believe that government "corruption, inefficiency and red tape" are major problems and want change although they do not fully trust those who want to bring it about. [10] The overwhelming majority of the American people are also unhappy with the status quo, according to Gallup, and have been so for quite a while. [11] The Trump Administration's attempt to address these five areas, to radically reform government operations, including personnel, to cut off the Quango gravy train, to reorient itself – our foreign, economic, and security policy – more realistically, both internationally and regionally, is extremely ambitious. It will not be easy to accomplish and certainly, in its scope, dwarfs anything attempted by an administration in terms of drastic reform for many decades. For many that prospect will be either exhilarating or terrifying.

Trump announces new round of US-China trade talks
Shafaq News/ On Friday, US President Donald Trump announced that top American officials will meet with Chinese representatives for a new round of trade talks in London on June 9. Trump posted on Truth Social, that the US delegation will include Treasury Secretary Scott Bessent, Commerce Secretary Howard Lutnick, and US Trade Representative Ambassador Jamieson Greer. 'The meeting should go very well,' he wrote. The announcement followed a rare phone call between Trump and Chinese President Xi Jinping, during which the two leaders addressed weeks of growing trade tensions, including disputes over critical mineral exports and tariff measures. Trump described the conversation as 'very positive,' reaffirming plans for continued talks. He had earlier acknowledged the challenges of securing a trade agreement with Chinese President Xi Jinping, calling the process 'extremely difficult,' as fresh tariffs on Chinese metal imports came into force. A fragile truce reached after the Geneva round in May, in which both countries agreed to temporarily lower tariffs—US duties dropped to 30% and China's to 10%—following earlier peaks of 145% and 125%, respectively. However, the temporary reductions are set to expire in early August. The US president recently accused Beijing of violating the pact, and US officials continue to cite delays in China's approval of critical mineral exports as a sticking point.

Iranian Regime Mouthpiece 'Kayhan': For The Houthis, It's 'Open Season On American F-35s' That Israel Uses To Strike Yemen
On May 31, 2025, the Iranian regime mouthpiece Kayhan highlighted statements by Mahdi Al-Mashat, the head of Yemen's Supreme Political Council, the executive body of the Ansar Allah movement, i.e. the Houthis, an Iranian proxy like Hizbullah in Lebanon, and Palestinian resistance organizations, including Hamas. Boasting of what it said was the Houthis' operational capability to locate and down advanced American F-35 fighter jets, which Israel uses against Yemen, Al-Mashat had said that "the hit and run era is over" and that now the Houthis have systems that can change the rules of the conflict, which will require the parties involved to reconsider their moves. Presenting the "defeat" of the U.S. by the Houthis, and stating that the USS Harry S Truman aircraft carrier had retreated from the Red Sea fearing that the F-35s on board would be downed, the Kayhan article stated that Yemen is one of only three countries, along with Russia and China, capable of "putting an end to the undisputed supremacy of the F-35." It added that President Donald Trump had submitted to Houthi pressure, begun to secretly negotiate with the group, and was even refraining from promising to defend Israel. It also said that the U.S. was concealing the downing of its planes, calling it a "technical glitch" and, in cases of successful Houthi strikes, launching a media campaign to obscure this. Kayhan went on to cast the Houthis as the most resolute and dangerous enemy the U.S. faces in the region. The following is a translation of Kayhan's May 31, 2025 article, which was titled "Open Season On F-35s." "Open Season On F-35s" – Kayhan, May 31, 2025 "The statements about Yemen's new air defense system by Mahdi Al-Mashat, head of Yemen's [the Houthis'] Supreme Political Council, are 'very important.' Yesterday [May 30, 2025], Al-Mashat told the [Hizbullah-affiliated Al-Mayadeen] television network that his country had acquired the technology and equipment needed to down American F-35 fighter jets. He added, 'In the coming days, we will make a laughingstock out of the Zionist planes. These statements came in response to the Israeli regime's attacks on Yemeni ports. The Zionist regime must travel over 1,000 kilometers to attack Yemen, and for this it usually uses F-15 and F-35 fighter jets accompanied by a Boeing 707 refueling plane. "Now, the Yemenis are explicitly saying that 'the hit-and-run era is over,' and that from now on, in addition to firing missiles at the occupied territories [Israel] they can also easily locate these fighter jets in the sky and strike them. This is a significant claim, so significant that perhaps some see it as 'the usual roars of war' whose message always arouses doubts on the part of the aggressor and makes him change his calculations. "If [the Houthis] succeed, this claim could change the equations of the war. It is interesting to note that a few days before Mahdi Al-Mashat['s statement], the American magazine National Interest announced, quoting several knowledgeable American sources, that 'only three countries possess the technology necessary to end the undisputed superiority of the American F-35 stealth fighter jet,' and these three are 'Russia, China, and... Yemen!' "Things get even more interesting when we learn that the prestigious American newspaper The New York Times also wrote, attempting to expose the background of the surprise U.S.-Yemen ceasefire and the USS Harry S Truman's escape from the Red Sea, that Trump, fearing damage from the Yemeni attacks and the downing of his F-35 jets, started negotiating with them and removed the aircraft carrier from the region. Asked 'If the Yemenis attack Israel after the ceasefire, what will be your reaction?' Trump replied, 'I will talk to both sides!' "Firing at huge ships whose main purpose is to intimidate the enemy, and downing expensive modern American fighter jets into the sea, is not something that every country can afford to do, or has the capability or courage to do. China and Russia may be able to attack the giant American planes, or down American F-35s – but have they the courage? The Houthis have shown that they do. Mahdi Al-Mashat says that we need to wait just a few days to see if they have the capability of downing F-35s! "In May, there were only a few days in which the Yemenis did not attack Tel Aviv, Israel's airports, and sensitive security centers, and [Israel] will apparently again attack Yemen in an attempt to stop this. In light of Mahdi Al-Mashat's statements, this potential [future] Israeli attack is expected to be particularly fateful! We must wait and see. But we must also consider that any news about downed Israeli F-35s jets will be censored, and no one will hear about it.[1] "The Tone Of Yemen's Supreme Political Council Head [Al-Mashat] Regarding The Yemenis' Powerful New Air Defense Is So Serious That It Can Be Said That Important News Is Imminent" "Experts on Yemen say that war with it, for whatever reason, is a very difficult challenge, even for the biggest military powers. This difficulty stems mainly from the 'character of the Yemeni people.' The Yemenis are a unique people; all those who have studied Yemeni society in depth unanimously confirm their uniqueness. For example, it is said that when [the Yemenis] encounter a problem or crisis, they do not 'wait,' but find a solution by themselves and continue moving forward in any way possible. Just as they have found a solution for the [problem of the] enormous American aircraft carriers, they say they have already found a solution for the [problem of the] F-35s. We must wait and see how effective their solution is. "'Courage' is one of the Yemeni people's most prominent characteristics, and this has made it hard for any enemy to fight them. They [the Houthis] have reiterated after every major attack by America and the Zionist regime that these attacks would not make them abandon their Palestinian brothers. The very fact that you have the courage to strike the world's largest military power and expel it from the region – is that not the height of courage? Israel and America, which were never seriously involved in fighting Yemen, know very little about this country and its people. In the words of that Zionist writer, 'Israel knows every single point in Lebanon, because it is a very close neighbor – but about Yemen, we have almost no information... Therefore, the war against the Houthis is especially difficult'... "As mentioned above, the coming days will be critical, in light of Mahdi Al-Mashat's claim. If the Yemenis successfully down the advanced and strategic F-35 fighter jet, we may well face a major psychological and media operation by America and the Zionist regime. They will try to downplay the significance of the incident. "They'll say, for example, that a 'technical glitch' was what caused the downing of the advanced fighter jet – just like they did in in the case of the three American F-18s, when they tried to claim that their downing was the result of evasive maneuvers by the USS Harry S Truman aircraft carrier – not by the precision firing of Yemeni missiles. At the same time, there may be barbaric Israeli attacks on civilian centers in Yemen, as well as an even more cruel massacre of Gazans. The Zionists generally advance their interests while taking civilians hostage. "'The option of starting secret negotiations' is another scenario that could materialize if an Israeli F-35 is downed. Israel may enter into secret negotiations with Yemen with American mediation, just as Trump conducted secret negotiations with the Yemenis, since neither Israel nor America can bear such great humiliation to its image. "The tone of Yemen's Supreme Political Council head [Al-Mashat] regarding the Yemenis' powerful new air defense is so serious that it can be said that important news is imminent. The best thing to do in this situation is to wait and see what happens. If the Yemenis' promise is kept, it can be said that the rules of this war will change. "The main question is: Are the Israeli regime and the U.S. willing to accept the risk of losing F-35s? Or would they rather avoid direct confrontation with Yemen?"[2]
