KUALA LUMPUR: The Malaysian Aviation Commission (Mavcom) will transfer its regulatory functions and responsibilities over to the Civil Aviation Authority of Malaysia (CAAM) from Aug 1, 2025.
In a statement, Mavcom said the rationalisation of the two entities - which was announced by the Minister of Transport in June - will be implemented in accordance with the Malaysian Aviation Commission (Dissolution) Act 2024 [Act 856].
The functions assumed by CAAM will include, but are not limited to, licensing, allocation of Air Traffic Rights (ATR), airport
development, Rural Air Services (RAS), economics and competition matters, as well as general regulatory oversight.
CAAM will also oversee the management of digital platforms such as AeroFile and AeroLicence for processing overflight and landing permits, as well as licensing applications.
Stakeholders are encouraged to visit www.caam.gov.my for the latest updates and to access these services
"Our priority is to ensure a smooth and seamless transition with minimal disruption to stakeholders and the public. The sustainability and continued growth of Malaysia's aviation industry remain at the forefront of our efforts throughout this process," said Mavcom executive chairman Datuk Seri Saripuddin Kassim.
All Mavcom's consumer platforms will remain fully operational during and after Aug 1, 2025.
Consumers may continue to lodge complaints on airlines or airports through the existing FlySmart website and mobile app. Any future updates to contact information will be communicated via CAAM's official channels.

Sharil Tarmizi made CAAM chief as Mavcom merger takes effect

Sharil Tarmizi has been CAAM's deputy chairman since 2023 and previously served as the MCMC's chairman and CEO in 2011. (Bernama pic) PETALING JAYA : Sharil Tarmizi has been appointed as chairman of the Civil Aviation Authority of Malaysia (CAAM), which has been merged with the Malaysian Aviation Commission (Mavcom) effective today. In a statement, the transport ministry said Sharil's appointment is effective immediately. He has been CAAM's deputy chairman since 2023 and previously served as the Malaysian Communications and Multimedia Commission's chairman and CEO in 2011. The ministry said Sharil, a CAAM board member since 2021, brought with him more than three decades of legal and corporate experience in both the public and private sector. Through the merger with Mavcom, CAAM is now the sole regulator for technical, safety and economic matters in the aviation sector. 'This strategic step opens a new chapter for the country's aviation sector towards a more efficient, responsive and governance-driven regulatory system,' the ministry said. It said all of Mavcom's staff were offered posts in CAAM in view of the merger, with 93% of them taking up the offer. 'In line with the Cabinet's decision, all CAAM employees will receive improved emolument packages to match industry levels, especially for qualified technical personnel,' it said. The regulator's board will also be expanded to include a representative from the economy ministry, and two experts in economic policy, competition, and consumer rights.

CAAM-MAVCOM merger takes effect, Sharil Tarmizi named new chairman

PUTRAJAYA: The merger between the Civil Aviation Authority of Malaysia (CAAM) and the Malaysian Aviation Commission (MAVCOM) is now in full effect, consolidating all regulatory functions under CAAM. The Ministry of Transport (MOT) confirmed the move today, marking a shift towards a more streamlined aviation oversight system aligned with global standards. Datuk Mohamed Sharil Tarmizi has been appointed as the new chairman of CAAM, effective immediately. With over three decades of legal and corporate leadership experience, including his tenure at the Malaysian Communications and Multimedia Commission (MCMC), Sharil is expected to drive CAAM's transformation. 'His expertise in regulatory frameworks will be crucial as CAAM takes on expanded responsibilities,' the MOT stated. The restructured CAAM now operates as a Statutory Body with Separated Remuneration and Independence (BBDSB), granting it financial and operational autonomy. All MAVCOM staff have been offered positions within CAAM, with 93% accepting the transfer. The revamped CAAM Authority now includes economic and consumer rights experts to strengthen governance. 'This merger will enhance Malaysia's aviation efficiency and global competitiveness,' the ministry added. - Bernama
