Ascend Airways eyes November cargo ops
PETALING JAYA: Ascend Airways Malaysia, a new Malaysia-based airline and a part of Avia Solutions Group – the largest ACMI (aircraft, crew, maintenance and insurance) provider in the world, has advanced to Phase 3 of its Air Operator Certificate (AOC) application process. The new ACMI and charter solutions provider is targeting to launch its cargo operations in November 2025, with passenger flights to follow. In 2024, Ascend Airways Malaysia was granted its Conditional Air Service Permit (CASP) from the Malaysian Aviation Commission (Mavcom) and has since been working closely with the Civil Aviation Authority of Malaysia (CAAM) in order to obtain its Air Operator Certificate (AOC). The process is currently in its final stages with full flight operations expected to commence by the end of 2025. The Kuala Lumpur-based ACMI and charter airline will offer both passenger and cargo operations. Its first B737-800 freighter aircraft will arrive in Malaysia Q3'25 to facilitate the necessary processes of the issuance of the full AOC and the launch of the airline's cargo operations. Subsequently, the second and third passenger B737-800 aircraft will be inducted into the Malaysian airline's fleet by end of 2025 and early 2026, respectively. 'As it is our mission to support the growth of local and regional airlines, we want to become a trusted ACMI partner that can help them increase operational agility and capture the rising demand for passenger and cargo operations, which is on the rise in the Asia-Pacific region,' said Ascend Airways Malaysia CEO Germal Singh Khera. As a new ACMI airline in Malaysia, he added they are continuously grateful for the support, global outlook and approach they receive from the Transport Ministry, CAAM, Mavcom and other relevant authorities that are advancing the aviation industry in Malaysia. 'This overwhelming support has allowed us to set up a robust operational foundation to assist air operators and their ambition in the region,' said Germal Singh. Ascend Airways Malaysia aims to provide a vital solution of aircraft wet leasing in Malaysia and the Asia-Pacific, enabling airlines and logistics companies to scale their operations and secure additional revenue during peak season. This model also allows air operators to navigate operational challenges such as unexpected flight disruptions and prolonged maintenance events. Mavcom rolls out enhanced airline, airport performance dashboard
PETALING JAYA: The Malaysian Aviation Commission (Mavcom) today unveiled its newly enhanced Airline and Airport Performance Dashboard, designed to provide the public and industry stakeholders with more comprehensive and detailed insights into airline and airport performance across Malaysia. Available on Mavcom's official website ( the updated dashboard introduces new features and a broader scope of performance data, incorporating both domestic and international airline operations in Malaysia, with metrics on on-time performance (OTP), flight cancellations, the various types and reasons of delays and cancellations, as well as airport performance aligned with the Airports Quality of Service (QoS) Framework. As the economic and commercial regulator for the aviation industry in Malaysia, Mavcom monitors the OTP of domestic and international flights operated by Malaysian carriers. These include AirAsia, AirAsia X, Batik Air, Firefly, Malaysia Airlines and MASwings. Airlines are required to ensure that at least 85% of their flights each month depart within 15 minutes of the scheduled time of departure (STD). In addition, airlines must operate at least 80% of their scheduled flights and monthly flight cancellations must not exceed 20%. Mavcom began publishing this performance data for the Malaysian carriers operating from KL International Airport Terminal 1 and Terminal 2 (KUL T1 and T2) on April 15, 2024 and has since introduced enhancements to improve the accessibility and transparency of the information. Mavcom in a statement said that this newly launched interactive dashboard now provides improved data for consumers and stakeholders. Key improvements include the ability for users to access OTP and flight cancellation data for flights departing from various airports nationwide, expanding beyond the previous focus on KUL T1 and T2. The dashboard offers detailed information on the various types of delays experienced by Malaysian carriers for both domestic and international flights. Similarly, flight cancellation data is categorised by type and reason for the cancellations. Furthermore, consumers will also have the opportunity to analyse trends in OTP and flight cancellations for both domestic and international flights operated by Malaysian carriers for flights originating from Malaysian airports. Another significant enhancement to the dashboard is the inclusion of OTP and flight cancellation data for foreign carriers departing from KUL T1 and T2. If an airline fails to meet the flight cancellation targets, the airline's application for the renewal of existing services or for additional air traffic rights (ATR) with Mavcom may be affected. An ATR is required for any ASL holder intending to transport passengers, mail, or cargo for hire and reward on scheduled journeys between 2 or more locations, at least 1 of which must be in Malaysia. Aside from these metrics, airlines are mandated to adhere to the Malaysian Aviation Consumer Protection Code 2016, which outlines provisions for the protection of air travel consumers in Malaysia. Failure to do so may result in financial penalties being imposed. To date, Mavcom has imposed financial penalties totalling RM4.85 million on AirAsia Bhd, AirAsia X Bhd and Batik Air. The dashboard features airport performance metrics and results under the Airports QoS Framework. This Framework establishes standards and Key Performance Indicators (KPIs) for airports aimed at enhancing passenger comfort, prioritising consumer service levels, and improving the overall experience for both passengers and the wider airport community. The dashboard includes the following airports that are under the Framework: KUL T1 and T2, Kota Kinabalu International Airport, Langkawi International Airport, Kuching International Airport, Miri Airport, and Senai International Airport. These airports are assessed based on 4 service quality categories, which are passenger comfort and facilities, queuing times, passenger and baggage flows, and operator and staff facilities. The framework is set to be implemented at additional airports which are, Sultan Abdul Aziz Shah Airport and Penang International Airport by 2025. The remaining airports will see progressive implementation until 2027, with data from these airports being added to the dashboard over time. If Mavcom's analysis of airport performance indicates non-compliance with the targets established under the Framework, a financial penalty will be imposed on the airport operator. To date, Mavcom has imposed financial penalties totalling RM4.1 million on Malaysia Airports Holdings Bhd for failing to comply with the framework.

Mavcom unveils new tool to improve transparency in airline, airport performance
KUALA LUMPUR, May 5 — The Malaysian Aviation Commission (Mavcom) has introduced an advanced version of its Airline and Airport Performance Dashboard. The new dashboard includes detailed insights into the performance of both domestic and international airlines operating in Malaysia. It provides users with data on on-time performance, cancellations, delays, and reasons for disruptions in flight schedules. 'The enhanced dashboard is a testament to our commitment to increasing transparency and accountability in the aviation sector,' said Mavcom executive chairman Datuk Seri Saripuddin Kasim. The update also covers airport performance, aligned with the Airports Quality of Service (QoS) Framework. The tool features easy-to-understand metrics, including the percentage of flights departing on time and cancellations. Airlines such as AirAsia, Malaysia Airlines, and Firefly are monitored under the new system. Mavcom requires airlines to maintain a minimum of 85 per cent OTP and ensures cancellations do not exceed 20 per cent. Airlines that miss the flight cancellation targets could see their application for the renewal of existing services or for additional Air Traffic Rights (ATR) with Mavcom affected. The dashboard's interactive nature allows users to access performance data across various Malaysian airports. 'This not only benefit industry players, such as airlines and airports – by providing clear performance indicators they can use to elevate their service levels but also empowers consumers to make more informed choices when selecting their preferred carriers. 'Ultimately, our goal is to foster a greater culture of accountability among aviation operators,' Saripuddin concluded.

Mavcom reports increase in number of complaints in second half of 2024
PETALING JAYA: The Malaysian Aviation Commission's (Mavcom) 17th Bi-Annual Consumer Report saw a rise in complaints received in the second half of 2024 (H2'24) as it continued efforts to bolster consumer protection while monitoring airline and airport service levels. From July to December 2024, Mavcom received 2,613 complaints, a 34% increase compared to 1,948 complaints in the corresponding period in 2023 (H2'23). Of the total, 2,581 complaints (99%) were on airlines, while the remaining 32 complaints (1%) involved airport services. The grievances were predominantly centered around flight cancellations, delays and rescheduling, which collectively comprised 53% of the total. Malaysia Airlines accounted for the highest number of complaints at 921, followed by AirAsia with 611 and Batik Air with 437. For every one million passengers carried, Firefly received the highest number of registered complaints with 256 complaints, followed by Malaysia Airlines with 142 complaints, and Batik Air with 111 complaints. Among airports, KL International Airport Terminal 1 recorded the highest number of complaints with 13 cases, followed by KL International Airport Terminal 2 with six complaints - the majority of these primarily involved airport facilities. In terms of complaint resolution by domestic airlines, AirAsia, AirAsia X, Batik Air, Firefly, Malaysia Airlines, and MASwings successfully met the 90% resolution target for closing complaints within 30 days. In contrast, foreign airlines reported a resolution rate of 54%, highlighting there were still areas for improvement to ensure higher consumer satisfaction. Additionally, 32 grievances involving airports were resolved within the 30-day timeframe, reflecting continued efforts to address consumer issues promptly. Notably, 99% of all complaints received by Mavcom were successfully resolved, with 37% of these cases resulting in airlines reversing their initial decisions in favour of consumers. In a statement yesterday, Mavcom said it continued to monitor airline operational performance based on key metrics, including on-time performance (OTP), which requires at least 85% of flights to depart within 15 minutes of the scheduled time of departure each month. In H2'24, AirAsia, AirAsia X, Batik Air, and Malaysia Airlines did not meet the 85% OTP target for international flights. For domestic routes, Malaysia Airlines achieved the OTP targets from October to December 2024, while AirAsia X met its target from August to November 2024. However, it is noted that other airlines did not reach the 85% OTP benchmark during this period. The performance of Malaysia's airports is observed by Mavcom through the Airports Quality of Service (QoS) Framework, which comprises 28 service quality elements grouped under four service quality categories, including passenger comfort and facilities, passenger and baggage flows, operator equipment and staff facilities, and queuing times. The performance of Malaysia's airports under this framework is anchored on four key measurement mechanisms. These include independent inspections at airports, passenger surveys, data provided by airport operators regarding specific performance assessment indicators, and the availability of equipment and operator. This information allows Mavcom to determine whether the established targets are being met. 'As air travel continues to rebound, it is crucial that the industry not only meets growing demand but also upholds the rights of consumers. The enhancements to the Malaysian Aviation Consumer Protection Code 2016 and our monitoring efforts are designed to ensure consumers are better protected and informed,' said Mavcom executive chairman Datuk Seri Saripuddin Kasim. He added, 'We urge all aviation players to place consumer needs at the forefront, particularly in resolving complaints effectively. Our survey findings indicate a positive trend in consumer awareness of their rights and improvement in the resolution efforts by Malaysian carriers. 'However, there is always room for more improvement. Continued collective effort by the aviation industry is necessary to further elevate consumer knowledge and protection. Mavcom remains committed to further enhancing public education and outreach efforts to ensure that consumers are well informed and empowered throughout their air travel experience.'
