
Mavcom focuses on smooth, seamless handover to CAAM on Aug 1: Chairman
CAAM will take over Mavcom's regulatory roles and responsibilities within the civil aviation sector on Aug 1.
Mavcom said this will see CAAM managing a wide range of functions, including licensing, the allocation of air traffic rights, airport development, rural air services, economic and competition matters, as well as overall regulatory oversight.
CAAM will also handle the operation of digital platforms such as AeroFile and AeroLicence, used for processing overflight and landing permits, along with licensing applications.
"As part of this transition, Mavcom's existing regulatory functions and responsibilities will be assumed by CAAM, in accordance with the Malaysian Aviation Commission (Dissolution) Act 2024 [Act 856]," it said.
Mavcom executive chairman Datuk Seri Saripuddin Kasim said the commission's main focus is to ensure the transition process is smooth and seamless, with minimal impact on stakeholders and the public.
"The sustainability and continued growth of Malaysia's aviation industry remain at the forefront of our efforts throughout this process.
"On behalf of Mavcom, I express my deepest appreciation to the past and present members of the commission, committee nembers, as well as the Mavcom staff," he said.
The commission said it remains fully dedicated to carrying out its mandate and responsibilities up until the date of the rationalisation.

BURSA MALAYSIA opened slightly lower on Thursday as investors remained cautious ahead of the 13th Malaysia Plan (13MP) announcement later today, and after the United States Federal Reserve (Fed) signalled a prolonged pause in interest rate cuts. At 9.12 am, the FTSE Bursa Malaysia KLCI (FBM KLCI) eased 2.30 points, or 0.15 per cent, to 1,522.20 from Wednesday's close of 1,524.50. The benchmark index had opened 0.51 of a point firmer at 1,523.99. Market breadth was marginally positive, with 162 gainers outpacing 130 decliners. A total of 277 counters were unchanged, 1,926 untraded, and 53 suspended. Turnover stood at 198.38 million shares worth RM78.92 million. Rakuten Trade Sdn Bhd vice-president of equity research Thong Pak Leng said investors were awaiting the 13MP announcement this afternoon, though its immediate market impact could be limited given its long-term fiscal reform focus. Prime Minister Datuk Seri Anwar Ibrahim is scheduled to table the 13MP in the Dewan Rakyat today. The five-year development blueprint will chart the nation's economic direction from 2026 to 2030. Thong added that sentiment was also weighed by Wall Street's mixed overnight performance, following the Fed's decision to keep rates unchanged as it continues to assess the impact of US tariffs. 'The FBM KLCI remained lacklustre, moving within a narrow range before ending marginally higher. With no clear catalysts, we expect the index to trend between the 1,520 and 1,530 range today,' he told Bernama. Among the heavyweights, Maybank rose three sen to RM9.48 and IHH Healthcare gained seven sen to RM6.70. Public Bank slipped six sen to RM4.23, Tenaga Nasional lost four sen to RM13.24, and CIMB eased two sen to RM6.53. On the actively traded list, Pharmaniaga slipped half a sen to 15.5 sen, Pestec International fell 1.5 sen to 13.5 sen, and TWL was flat at 2.5 sen. Zetrix AI added two sen to 86.5 sen, while Northeast Group advanced five sen to 69 sen. Towards fairer govt tender bids
A safeguard: Since 2023, the TCC has been required for taxpayers or bidders applying for government procurement, initially limited to supplies and services. Tax Compliance Certificate now across all procurements PETALING JAYA: Companies bidding for government tenders must now include a Tax Compliance Certificate (TCC) from the Inland Revenue Board (LHDN) for all jobs, including supplies, services and physical works. The mandate has been standardised across various procurement categories. 'The requirement of a TCC as a mandatory supporting document for government procurement comes into effect on July 1, 2025,' said a Treasury circular signed by the Finance Ministry's secretary of the government procurement division, Datuk Norison Ramli. Government agencies must ensure bidders include the TCC in their tender documents. The circular added that, like local companies, this requirement also applies to foreign countries, including those with which Malaysia has a Free Trade Agreement. 'No exemption is given to bidders operating out of Free Trade zones or industrial zones governed by the Free Zones Act 1990,' read the circular. The ministry stated that if the TCC document is missing, non-compliant, expired or fake, the supplier's bid will be disqualified from further evaluation. For bids that closed before July 1 or are currently being finalised, a compliant TCC must be submitted before the Letter of Acceptance is issued. In such cases, a Letter of Intent will be given to the company, which then has seven days to submit the TCC. If a company fails to provide the TCC, the approving authority will choose another supplier and decide on the next steps. The circular stated that the implementation aligns with the government's goals for fiscal consolidation – policies aimed at reducing deficits and debt to ensure financial stability – revenue sustainability, and encouraging voluntary tax compliance among taxpayers. Since 2023, the TCC has been required for taxpayers or bidders applying for government procurement, initially limited to supplies and services, as announced in Budget 2022. Building on its positive impact, the Finance Ministry, in collaboration with the LHDN, extended the TCC to physical works and consulting services through a six-month pilot project from Oct 1, 2024 to March 31, 2025. This effort entailed the participation of the Public Works Department and the Drainage and Irrigation Department. Given the positive reception from participating government agencies, the circular stated that the TCC submission process is now standardised across all procurement categories and implemented by all ministries and departments. The circular was addressed to the Chief Secretary to the Government, Public Service Department director-general, the Attorney General, the Auditor-General, as well as the chief secretaries of all ministries. The TCC issued by the LHDN serves as an official confirmation that the taxpayer has fulfilled their income tax obligations, which includes the timely submission of tax returns and the payment of any outstanding taxes. In October last year, Bernama quoted LHDN Revenue Collection assistant director Nooraini Mat Ali, stating that new taxpayers or bidders must obtain the TCC by checking their Tax Identification Number via the e-Daftar application at the MyTax portal. She said the TCC is aimed at taxpayers, including individual business owners, cooperatives, trusts, unit trusts, limited liability partnerships, real estate investment trusts, and property trust funds. Palm Oil Exports To The US Rise 51.8 Pct To 93,000 Tonnes For January To May 2025 -- KPK
BUSINESS KUALA LUMPUR, July 30 (Bernama) -- Malaysia's palm oil exports to the United States (US) increased by 51.8 per cent to 93,000 metric tonnes from January to May 2025, compared to 61,000 metric tonnes during the same period last year. The Ministry of Plantation and Commodities (KPK) said that 65 per cent of the nation's palm oil exports to the US in 2024 were certified sustainable products used in high-value goods, while another 19 per cent consisted of palm stearin, a key ingredient in the food and personal care industries. Although the US is not Malaysia's main export market for palm oil, the ministry emphasised that the government is paying attention to the 25 per cent tariff imposed by the US on Malaysian goods, which takes effect on Aug 1, 2025, to ensure that the country's market position is not adversely affected. 'The ministry is always vigilant and proactive in monitoring developments in international trade policies to safeguard the country's palm oil exports,' KPK said in a written response posted on the Parliament's website today. KPK was responding to Datuk Siti Aminah Aching (BN-Beaufort), who inquired about the impact of the 25 per cent tariff imposed by the US on Malaysia, its effect on global demand for Malaysian palm oil, and the ministry's efforts to mitigate any negative consequences on exports. The ministry highlighted that together with the Ministry of Investment, Trade and Industry (MITI), it is continuing to engage in ongoing negotiations with the US to ensure fair, open, and mutually beneficial trade relations. It added that various integrated initiatives are underway to ensure that Malaysia's palm oil exports remain unaffected and sustainable. 'These include promoting the transformation of the palm oil sector toward high-technology downstream products such as oleochemicals, processed food ingredients, and biofuels,' it said. KPK said it is strengthening efforts to implement the Malaysian Sustainable Palm Oil (MSPO) 2.0 certification to ensure Malaysian palm oil meets international standards, particularly in environmental, social, and governance (ESG) aspects.
