
County sales tax collections remain above budget
Local option sales taxes are primarily used for funding the county's Board of Education General Purpose School Fund budget.
Jennifer Turner, Cumberland County finance director, gave the financial report during February's Cumberland County Commission meeting.
Turner said it was a bit too early in the month to receive the results for February.
Turner reported property tax collections were 67% of budget; Hotel/motel tax collections were 53.19% at $665,514 of a $1.25 million budget; and prisoner boarding collections from the state were 72% at $280,399 of a $386,952 budget.
She said county EMS collections for the ambulance service remained below budget by $193,095 for year-to-date collections. Turner said she anticipated collection funds to increase in the coming months due to some billing issues through the county's third party billing company, AMB Billing Service. The county's annual budgeted projection for the fiscal year is $4.5 million, which requires $375,000 per month of revenue collections.
The county commission approved the following budget amendments for the county general fund:
• $1,700 for the Cumberland County Fire Department to purchase a piece of property from the Calvary Church in the Big Lick community that was previously leased.
• $3,000 for the Clerk and Master's office to purchase data processing equipment.
• $5,874 for the EMS department to purchase a new phone system.
• $6,400 for the sheriff's office to award supplements from the state to school resource officers for completing Peace Officers Standards Training.
• $16,275 for the property assessor's office for employee in service training; maintenance agreements; other supplies and materials; and premiums on corporate surety bonds.
• $52,461 for the sheriff's office to accept funding for the transport and support of mental health patients and the purchase of a vehicle for transport.
• $30,000 for the county commission to contribute to the Fairfield Glade Community Club toward the construction of a new fire hall that will include a bay to house county ambulances, a commons area, kitchen, four bunk rooms and two offices.
• $36,526 for the sheriff's office to replace the original phone system from 1991 in the office. The phone system is in need of repairs.
The county commission approved the following budget amendments for the Cumberland County Board of Education:
• $250 to accept a donation for the coordinated school health director.
• $1,148.75 for a revision to a recruitment and retention grant.
• $1,300 to accept donations from citizen groups for South Cumberland and Pine View elementary schools.
• $2,762 for the Central Cafeteria Fund for a freezer repair at the Phoenix School.
• $8,379.36 for the Central Cafeteria Fund for USDA foods and commodity delivery costs.
• $11,532 to complete bus purchases for the 2024-'25 fiscal year.
• $14,988.56 to accept refunds from the Tennessee Risk Management Trust safety program.
• $20,000 to accept citizen donations for Homestead, North Cumberland, Frank P. Brown elementary schools and Stone Memorial High School.
• $73,364.04 for a revision to Innovative School Models state grant funds for the county school system.
• $135,500 to accept a state and federal GEAR UP Grant.
• $724,480 for a revision of Tennessee Investment in Student Achievement funding for the school system.

For more on the scoop, let's get to senior tech editor Nick Turner. Nick, thanks for joining us. A lot's changed this week. At the start of the week, we had President Trump pressuring the Intel CEO Lip-bu Tan to leave. Now we've got the US government potentially buying a stake in Intel. So what's changed? Well, the two men had a meeting, so I think that laid the groundwork for these latest discussions. And it seems like he's safe at the moment. That being Lip-bu Tan and his job at Intel. But it'll be interesting to see how this deal ultimately unfolds if it happens. But it would be just sort of kind of the latest White House attempt to sort of make a private public sector agreement that that would have been pretty unusual before this administration. So what are the details of this? Can you tell us from your reporting what you found out? Because it's also understood that, you know, this could have implications for Intel's Ohio plant. Yeah, I mean, that is kind of the crux of it. We don't have a lot of details in terms of of the money involved. What we know is that this plant in Ohio, it's sort of a collection of plants that ultimately they promised would become the biggest chip making facility in the world. This that was back during the Biden administration. And since then, they've kind of scaled back those plans. They've delayed the opening of the first plant until at least 20 the 2030s. And I know that certainly there's some legislators in Ohio and who want to see this happen faster. And and it seems like a priority for the White House as well. There's interesting political optics here as well, because, you know, we've had this news of a revenue sharing deal potentially with India and AMD over the sale of chips to China. And now this potentially the government taking a stake in a publicly listed company. This is the sort of thing that you might expect the Chinese Communist Party to do, getting involved in state owned businesses. What's what's the rationale here? Is there any precedent for this? You know, I mean, there's some maybe some recent precedent, as you just mentioned, with with this administration. But I think it is kind of charting new territory for the U.S. and and it will have to sort of see how it plays out. I mean, in the case of Intel, Intel does need help. I mean, I'm not sure whether they'll arrive at a figure that will put the company on the right track, per se. But certainly it's been losing money. It's been struggling to regain its technological edge. And the current CEO has really been focused on cost cutting, which makes it all the harder for the company to make good on promises to increase domestic manufacturing, which is obviously a Trump priority.

How The B Corp Community Is Adapting To Life In 2025
B Corp accreditation has long been seen as a benchmark for environmental and ethical business practices, but with all the economic and geo-political upheaval in recent years, is there still a place for it in the new world order? The chief executive of B Lab UK, Chris Turner, said that while some businesses may be tempted to roll back on issues like sustainability, B Corps have made clear commitments on issues like climate change. Turner added that there are now over 2,600 B Corps in the U.K., which is the largest and fastest-growing B Corp community in the world, in an interview. He said recently published data from B Lab UK's 2024 brand awareness survey revealed a high recognition across the U.K. The survey also found almost two-thirds (63%) of respondents saying they use the certifications to help them make decisions on which businesses to buy from or work for, up from 58% in 2023 and 56% in 2022. The survey also found nearly three-quarters (74%) of the public agree or strongly agree that consumers can impact environmental sustainability through their purchases. And around two-thirds (65%) felt the same about impacting social change. 'We also have more than 3,000 companies backing our Better Business Act campaign,' he added. 'Momentum in the U.K. is still very strong, which is clearly a positive sign.' Turner said B Corps can act as a 'counter-narrative' because they have a clear purpose and are likelier to stay the course, while others roll back on some initiatives. 'There are also some businesses out there who are still doing the same work, but not talking about it as much, or changing some of the language they use,' he told me. 'I don't necessarily think that's a bad thing,' he added. 'The most important thing is the work gets done and the positive impact gets delivered.' Turner said the B Corp movement has seen rapid growth in the last few years, with many brands telling a compelling story about why they are adopting business models with a purpose. 'At the same time, the story that's been playing out alongside that momentum is the need to raise the bar for purposeful business,' said Turner. 'The urgency of the challenges we face means our whole mission as a movement is about how B Corps can lead the way and show what businesses can, and should, be doing.' 'What's really exciting about where we are now as a movement is how those things are coming together. It willbe vital over the next couple of years, as all B Corps move on to B Lab's new standards and we bring new businesses into the movement, to continue going forward and making the progress needed.' Tribe Impact Capital's co-founder and chief impact officer, Amy Clarke, said that sustainability has always faced a certain degree of resistance and has previously had to pivot and adapt as circumstances change. Clarke added that it feels like sustainability is in another 'adaptation phase' at the moment, but one that she hopes will address the root of the world's challenges. 'This is only going to further help sustainability evolve into what it really should be about, which is the common good,' she told me. 'And what the B Corp standards have done is say 'we have this incredible program of assessment in place that has really helped us communicate to the broader world what businesses which trade in the currency of forces for change look like'.' 'This is fundamentally about who you are. It has turbo-charged our credibility and enabled us to attract new employees and clients, who have seen we have not bowed at the first sign of major trouble and, if anything, we have stood up even taller.' And the global B Corp impact manager at Intrepid Travel, Rochelle Turner, said the B Corp movement helps create a framework for businesses and identify opportunities to make improvements, in an interview. Turner added that it also gives businesses like Intrepid Travel the opportunity to be part of a wider community, highlight how you can be a successful business and positively create purpose and impact. She said a recent staff survey showed that more than four-fifths (80%) of its staff say they like working for a company with a purpose, adding that happy staff mean higher retention rates and happy customers. 'We are a better business because we have followed many of the principles of the B Corp framework, and also through thinking about how we operate in all the different aspects we do to create positive impact in our business,' Turner told me.

Housing advocates propose ballot question to bring rent control back to Mass.
The push to bring back rent control in Massachusetts could be put directly to the voters next year in the form of a ballot question. Housing advocates said Wednesday that they plan to collect signatures this fall to put the measure on the ballot. Language they plan to file with the state Attorney General's office on Wednesday would limit annual rent hikes statewide to the cost of living increase measured by the Consumer Price Index, with a maximum cap of 5%. 'Right now, there's no limit to how much rent can increase every year, so corporate real estate investors are increasingly buying up homes in our communities, hiking rents astronomically, and evicting anyone who can't afford to pay,' said Denise Matthews-Turner, executive director of City Life/Vida Urbana, one of the groups organizing the effort, in a press release. 'Rent stabilization is the missing solution to our state's housing crisis.' Read more: Housing advocates renew fight for rent stabilization in Massachusetts The proposed ballot question includes exemptions for owner-occupied buildings with less than five units and for the first 10 years that a newly constructed building is open. Rent control was banned in Massachusetts in 1994 by a ballot question. Renters, advocates and legislators have repeatedly tried to reinstate it without success. A previous effort to get rent stabilization on the 2024 ballot was abandoned after its proponents failed to get enough signatures to qualify. State Sen. Pat Jehlen, D-2nd Middlesex, Rep. Sam Montaño, D-15th Suffolk, and Rep. David Rogers, D-24th Middlesex, filed bills this session that would give cities and towns the option to implement rent stabilization locally, capping annual increases. Unlike the proposed ballot question, the bills would not institute rent control statewide. According to the U.S. Census Bureau, the median gross rent for a two-bedroom apartment in Massachusetts was $1,882 in 2023, up from $1,727 the year before and $1,381 in 2018. Opponents of rent stabilization, including many members of the real state industry, say it would actually lead to higher rent costs because it would disincentivize housing production. 'The outcome will be fewer available units, deteriorated housing conditions and owners walking away from reinvestment in old housing stock that needs care,' said Boston-area landlord Tony Lopes during a State House hearing on Jehlen's bill last week. 'And it penalizes the small property owners who make up 60% or more of the commonwealth's rental market, including the immigrant and minority property owners who are seeking to get ahead.' Supporters, however, disagree, saying rent stabilization is needed alongside more housing development to relieve the burden on renters who need help now. The provision that would exempt new construction for the first 10 years is also meant to minimize any effect on development. 'Massive rent hikes are pushing seniors out of the homes they've lived in for decades, and making it impossible for young families to save money for a down payment on their first house,' said Noemi Ramos, executive director of New England Community Project, on Wednesday. 'As the state works to build more affordable housing over the coming years, we need rent stabilization to protect workers, families, and seniors from out-of-control housing costs today.' Wednesday is the deadline for proposed ballot questions to be submitted to the Attorney General's office. Next, the proponents must collect 74,574 valid signatures by Nov. 19. Once signatures are certified, the measure would be sent to the state Legislature, which may choose to enact it before it is added to the ballot. If the Legislature does not act on the petition by May 6, the petitioners must collect an additional 12,429 signatures by June 17 to finally place it on the ballot for the Nov. 3, 2026 election.
