The government's admission that National Electric Power Regulatory Authority (Nepra) board members unilaterally increased their salaries without the federal cabinet's prior approval is a glaring example of governance that prioritises self-interest over public accountability. The problem is not just the doubtful legality of the exercise, but a question of in what world can Nepra's board members justify raises of around 300%.
The Nepra chairman's salary has soared from Rs790,000 to almost Rs3.25 million per month, while each board member now enjoys a monthly salary exceeding Rs2.94 million, up from about Rs740,000.
While the previous salaries were tied to the highest tier of management pay (MP) scales, the current structure has no precedent and appears to have been decided on a whim. We must also note that the entire argument for having MP scale salaries is to get top talent from the private sector to offer their services to the public sector and perhaps improve the performance of state institutions.
But in reality, a large number of MP scale hires are retired bureaucrats with little to no private sector experience, but deep connections to the corridors of power. Because of this, many MP-scale jobs are nothing more than post-retirement rewards for bureaucrats with connections to the government of the day.
Inexplicably, several roles for which people are nominated, rather than competitively hired, also offer MP-scale salaries, opening the door for political patronage and doling out of questionable unapproved compensation and perks, despite the fact that thousands of competent and qualified Pakistanis would be willing to take these jobs at the officially approved salary levels.
Even in the case of Nepra, it is worth noting that the chairman is a retired bureaucrat, and despite having some power sector experience, none of it was in the private sector. If the Nepra board members really think they deserve such ludicrously high salaries, they should immediately be afforded opportunities to actively seek employment in the private sector.

Solar net-metering capacity in Pakistan jumps to 2,813MW
Solar net-metering capacity in Pakistan has jumped to 2,813 megawatts (MW) as of March 31, 2025, according to the Pakistan Economic Survey 2024-25, reflecting a 12% increase over the first nine months of the current fiscal year. This represents a rise of over 300MW from the previous fiscal year, when the capacity stood at around 2,500MW, as per NEPRA's State of the Industry Report 2024. The 300MW jump in net-metering capacity is largely attributed to a sharp fall in solar panel prices and the financial incentives net-metering offers to consumers. Despite the growth, net-metering still accounts for a fraction of the total potential. Pakistan is estimated to have imported solar equipment capable of producing 20,000–22,000MW in recent years, most of which is installed off-grid — particularly in agriculture, residential, and industrial settings. The surge in clean energy coincides with broader developments in the country's power sector. As of March 2025, Pakistan's total installed electricity generation capacity reached 46,605MW, up 1.6% from 45,888MW a year earlier. This includes the operationalisation of the 884MW Suki Kinari Hydropower Project, and progress on new solar, wind, and bagasse-based projects, as well as the termination of power purchase agreements (PPAs) with some independent power producers (IPPs). Of the total capacity, 44.3% now comes from hydel, nuclear, and renewable sources, marking a continued shift away from thermal power, which now accounts for 55.7% of the energy mix. Renewable energy data reveals that hydel sources contribute 24.4%, nuclear power 7.8%, and solar and wind (including net-metering) 12.2% to the installed capacity. Meanwhile, Khalid Waleed, an energy expert at the Sustainable Development Policy Institute (SDPI), warned against proposed tariff reductions for net-metering. Instead, he recommended a phased reduction to Rs15-18 per unit to maintain investor and consumer interest. The Indicative Generation Capacity Expansion Plan (IGCEP) 2022-31 set a target to add 3,420MW under net-metering by 2031. NEPRA believes this goal can be met — or even exceeded — if distribution companies avoid obstructing the ongoing rooftop solarisation momentum.

The report highlights labor migration trends across the provinces and regions, with Punjab leading the way by a significant margin. A total of 404,345 individuals from Punjab went abroad for work, making it the largest contributor to the country's overseas workforce. Khyber Pakhtunkhwa followed with 187,000 workers, while Sindh sent 60,424 individuals overseas for employment. Platform set for further growth: Experts weigh in on Pakistan Economic Survey 2024-25
The government, on Monday, a day before the federal budget is unveiled, released its much-awaited Pakistan Economic Survey 2024-25, which showed Pakistan's economy is expected to grow 2.7% in the fiscal year ending June 2025. Pakistan has provisionally recorded real GDP growth of 2.68% during FY25, missing the growth target of 3.6%, against 2.51% recorded in FY24. Talking to Business Recorder, economic analysts weigh in on Pakistan's economic performance during the outgoing fiscal. 'The economy moved in the right direction during the outgoing fiscal,' Waqas Ghani, Head of Research at JS Global, told Business Recorder. 'Services sector, which has a 58% share in GDP, contributed the most with 2.91% growth in FY25,' he said. On the other hand, agriculture posted modest growth of 0.56% in FY25, led by a 4.72% rise in livestock. However, major crops declined by 13.49% due to lower cultivation and weather challenges. The industry expanded by 4.77%, supported by small-scale manufacturing and slaughtering. The large-scale manufacturing (LSM) contracted by 1.5% amid high costs and supply constraints. 'The economy has stabilised in the outgoing fiscal, which has provided a platform set for further growth,' said Samiullah Tariq, Head of Research at Pak-Kuwait Investment Company. Meanwhile, Topline Securities, a brokerage house, believed that the GDP growth 'will be revised down, especially due to enlarged growth numbers of the industrial segment at 4.77% compared to actual growth in 9MFY25 at -1%'. Overseas Pakistanis help country post historic current account surplus of $1.9bn in 10MFY25 Islamabad is also targeting a GDP growth of 4.2% for the financial year 2025-26. 'The target is achievable if Pakistan remains steadfast in its reforms and follows the IMF programme,' Samiullah added. In another key development, Pakistan reported a current account surplus of $1.9 billion during the first ten months of the financial year 2024-25, marking a major turnaround from the $1.3 billion deficit recorded in the same period last year, according to the survey. 'This is a very positive development, and we expect the country to reach primary surplus in the upcoming fiscal year as well,' said Ghani. Moreover, tax collection also improved considerably in FY25, the finance minister informed that the number of individual filers doubled to 3.7 million, whereas the number of high-value filers jumped by 178% during the outgoing fiscal. 'Although the increase in tax collection is good, we need further rationalisation,' he added.
