NA extends two ordinances

The National Assembly on Monday passed two resolutions, extending the duration of two ordinances for an additional 120 days.
The resolutions passed by the house included, "That the National Assembly resolves to extend the Federal Board of Intermediate and Secondary Education (Amendment) Ordinance, 2024 (IX of 2024) for a further period of one hundred and twenty days with effect from 2nd April, 2025, under proviso to sub-paragraph (ii) of paragraph (a) of clause (2) of Article 89 of the Constitution of the Islamic Republic of Pakistan."
Another resolution passed by the lower house read, "That the National Assembly resolves to extend the Income Tax (Amendment) Ordinance, 2024 (X of 2024) for a further period of one hundred and twenty days with effect from 27th April, 2025, under proviso to sub-paragraph (i) of paragraph (a) of clause (2) of Article 89 of the Constitution of the Islamic Republic of Pakistan.
The House referred two legislative bills to the relevant standing committees for further deliberation and consideration.
The bills include the Anti-Dumping Duties (Amendment) Bill, 2025, aimed at amending the Anti-Dumping Duties Act, 2015, and the Extradition (Amendment) Bill, 2025, seeking to amend the Extradition Act, 1972.Additionally, the Societies Registration (Amendment) Ordinance, 2024 (No. XI of 2024) was laid before the House, as required under clause (2) of Article 89 of the Constitution of the Islamic Republic of Pakistan.
Meanwhile, the lower house was informed that IT education has been introduced in 16 institutions across Pakistan, with five specialized courses, including Data Analysis, Blockchain, and Artificial Intelligence, being actively promoted.
During the session, in response to a question by Aasia Naz Tanoli, Parliamentary Secretary Farah Naz Akbar stated that these initiatives are being implemented under the National Vocational and Technical Training Commission (NAVTTC), with a dedicated budget already allocated.
She further revealed that each student enrolled in these courses receives a stipend of Rs105,000. The programme involves five universities: the National University of Sciences and Technology (NUST), the National University of Modern Languages (NUML), Ghulam Ishaq Khan Institute (GIKI), the National Skills University (NSU), and NUST's School of Electrical Engineering and Computer Science.
The courses are designed for students in their fifth semester, with evening classes to facilitate learning. NAVTTC closely monitors the program, which is currently in its pilot phase. If successful, it will be expanded to schools.
Responding to a question from Syed Rafiullah, Akbar mentioned that discussions regarding launching the program in Malir had taken place with the minister, and updates would be provided to the Assembly.
When questioned by Shehzada Gustasp Khan about higher education in Balochistan, she noted that the province currently lacks a public chartered federal university. However, campuses of two federally chartered universities have been established in the region. She also highlighted that in the first phase, 40 laptops were distributed in Balochistan, followed by 200 more in the second phase.
In response to a question by Shahida Rehmani, Akbar mentioned that NAVTTC has established a clear procedure for laptop distribution, including a flowchart available on its website.

Only 14% MNAs attend all sittings of 16th NA session

PHOTO: FAFEN The 16th session of the National Assembly that spanned over 13 sittings between May 5 and 22, 2025, saw only 14% members making 100% attendance, while 9% of the members were absent during the entire session, the Free and Fair Election Network (FAFEN) said in its report on Thursday. Fafen is a civil society network focused on strengthening democracy. It said in its latest report that consistent with the previous sessions, female attendance was generally higher than that of their male counterparts during the session last month. "The highest attendance was recorded during the first sitting, with 237 members (76%) present. During this sitting, the House suspended its regular agenda to discuss the recent Pakistan-India conflict," the report said. The lowest attendance was recorded during the last sitting, with 174 members (55%) present. This sitting was initially adjourned after just 13 minutes because of the lack of quorum. The House reconvened after 15 minutes and passed The Off the Grid (Captive Power Plants) Levy Bill, 2025. Fafen said that 150 members of the National Assembly (MNAs) skipped sittings without advance leave request; 118 (44%) submitted a leave application, including 25 (21%) in advance and 37 (31%) applied ex-post facto after returning from their leave. It added that 268 members (86%) missed at least one sitting during the current session. The report said that 16 female MNAs, including 14 on reserved seats, attended all the sittings, while five female MNAs, including two on the reserved seats, recorded zero attendance. Region-wise, Khyber-Pakhtunkhwa and Islamabad Capital Territory lawmakers recorded the highest percentage of MNAs attending more than half of the sittings, it said, adding that majority of lawmakers from the SIC, the PML-N, the JUI, and independents attended more than half of the sittings. A lack of ministerial presence weakened legislative oversight, Fafen said in the report. Among the 29 federal ministers, who were expected to be present during the Question Hour to respond to queries from lawmakers, only 15 (52%) were marked present during the sittings.

Nawaz offers Eid prayers in London
LONDON: Former prime minister and Pakistan Muslim League-Nawaz (PML-N) President Nawaz Sharif prayed for the country's development after offering Eid prayers in London. 'May Allah put Pakistan on the path of progress,' said the three-time prime minister after offering Eid prayer. He added, 'May Allah bless the people of Pakistan with happiness. May Allah grant joy to all Muslims across the Islamic world.' The three-time prime minister also lauded China, Turkiye and Azerbaijan for supporting Pakistan during difficult times. 'It is the collective responsibility of international community to support Pakistan's legitimate issues and UN must take a leading role in resolving them,' said Nawaz Sharif.

PSDP allocations
EDITORIAL: On 18 May 2025, Prime Minister Shehbaz Sharif constituted a committee to finalise next year's federal Public Sector Development Programme (PSDP) after the ministries formally requested 2.8 trillion rupees for ongoing and new projects while the Planning, Development and Special Initiatives Ministry cognizant of the limited fiscal space requested 1.5 trillion rupees. However, the Finance Ministry grappling with the International Monetary Fund (IMF) conditionalities under the ongoing programme stipulated that it could not allocate more than a trillion rupees for next fiscal year — a proposed amount that is 400 billion rupees lower than what was budgeted in the ongoing fiscal year. It was reported that the Prime Minister directed the finance ministry to increase the allocation though it is unclear whether the IMF would insist on capping it at one trillion rupees. While chairing the Annual Plan Coordination Committee, Ahsan Iqbal, the federal minister for Planning, Development and Special Initiatives, acknowledged that the government is constrained not to increase PSDP next fiscal year in view of the fiscal discipline agreed with the IMF. The meeting was informed that as of 31 May 2025 federal budgeted PSDP had been reduced to 1.1 trillion rupees (or by 300 billion rupees) with 1.036 trillion rupees authorised though only 596 billion rupees had been utilised. The low utilisation rate not only reflects non-release of funds due to fiscal constraints but also to the low absorption rate of our ministries. Thus the actual utilisation amount for the current year indicates that during the first 11 months of the year the shortfall from what was budgeted was a whopping 806 billion rupees, which is not unusual as administration after administration has budgeted an unrealistic amount for PSDP, citing it as indicative of its focus on the people of the country while mercilessly slashing it at the end of the fiscal year to ensure that the budget deficit is sustainable. The PSDP shortfall is one of the highest in recent history; however, this can be explained by the fact that the state of the economy remains fragile notwithstanding the stability achieved with support from the IMF-led multilaterals and the three friendly countries — China, Saudi Arabia and the United Arab Emirates. And this was the focus of Iqbal who reportedly stated that 'we are not just managing a budget — we are shaping the future. The world may see limitations but we see opportunities…together let us rise and lead Pakistan towards sustainable development, economic dignity and national pride' — sentiments that no doubt resonate with the general public full of pride subsequent to the defence forces exemplary performance after India's unprovoked attack on our soil. It is important to note that Pakistani administrations in general and the PML-N governments in particular have emphasised investment in physical infrastructure, which is tangible and therefore considered to generate political support as opposed to social infrastructure, which takes more than a decade to show positive results on the economy. One would, therefore, urge the government to review the reasons behind the China's meteoric rise as an economic superpower with one being the rise in literacy rates. Today the US literacy rate is reported at 79 percent (with 54 percent of Americans only being able to read at grade 6 level) with China registering an impressive 99 percent — a factor that accounts for the Chinese outpacing the US in technological advances (an example being the breakthrough made by the Chinese company DeepSeek, an Artificial Intelligence development firm providing the service at an infinitesimal fraction of the cost of US companies in the field). The country needs long-term investment in social sectors in general and education in particular to ensure long-term sustainable growth and a resilient economy. Copyright Business Recorder, 2025
