"Planning to set up separate corporation for veterans": Karnataka Deputy CM DK Shivakumar
Speaking at the Jai Hind Sabha event organised by the Congress party to honour the armed forces, he said, 'We are contemplating setting up a separate corporation as per the advice of AICC President Mallikarjun Kharge. We are committed to protecting our servicemen who protect our nation.'
'I would like to thank all the servicemen for their contribution to the security of the nation. This event is a testimony that Congress party remembers and recognises our soldiers contribution,' he said.
Several ex-servicemen, families of martyrs were felicitated on the occasion, including Ashok Chakra recipient Major Unnikrishnan, Ashok Chakra recipient Colonel Jojan Thomas, Shaurya Chakra recipient Major M C Muttanna, Shaurya Chakra recipient Major Ganesh Maddappa, Shaurya Chakra recipient Captain M V Panjal, Shaurya Chakra recipient Major Mohan Gangadharan, Major Shafiq Mohammed Khan, Sena medal winner Colonel Ramamurthy.
The Karnataka Pradesh Congress Committee had organised the Jai Hind Sabha as per the directions of the All India Congress Committee. More than a thousand defence personnel, including senior officials, ex-servicemen and families of martyrs, attended the function.
The Congress party is holding 'Jai Hind Sabhas' from May 20 to May 30 across India to salute the Armed Forces.
On May 15, Congress General Secretary KC Venugopal posted on X, 'Indian National Congress will hold 'Jai Hind Sabhas' across India to salute the supreme valour and success of our Armed Forces. We also must raise serious questions on security lapses, the Government's handling of national security, and its silence on the concerning involvement of the US in our national security matters.'
'From May 20-30, Jai Hind Sabhas will be held in Delhi, Barmer, Shimla, Haldwani, Patna, Jabalpur, Pune, Goa, Bengaluru, Kochi, Guwahati, Kolkata, Hyderabad, Bhubaneswar and Pathankot, involving army veterans, party leaders, and the general public,' the post added. (ANI)

‘Draconian': Opposition on bills for removal of PM, CMs and ministers held on criminal charges
The Opposition on Wednesday described three bills that propose the automatic removal of the prime minister, chief ministers and ministers arrested on account of serious criminal charges as 'draconian' and 'squarely destructive'. During the day, Union Home Minister Amit Shah introduced the three bills – the Constitution 130th Amendment Bill, the Jammu and Kashmir Reorganization Amendment Bill and the Government of Union Territories Amendment Bill – in the Lok Sabha amid a ruckus. The bills allow for the removal of the prime minister, chief ministers and ministers of Union Territories or states if they have been under arrest for 30 consecutive days on charges of committing an offence punishable with imprisonment for five years or more. The removal would come into effect from the 31st day of their arrest and detention, as per the bills. Arrested ministers can be reinstated once they are released from custody. The bills were sent to a joint parliamentary committee for scrutiny. The committee has MPs from all parties. Commenting on the bills, Congress MP Priyanka Gandhi Vadra said that it was 'completely draconian', ANI reported. 'To say it as an anti-corruption measure is just to pull a veil across the eyes of the people,' Vadra told reporters. 'Tomorrow, you can put any kind of a case on a CM, have him arrested for 30 days without conviction, and he ceases to be a CM.' She described the three bills as 'absolutely anti-constitutional, undemocratic and very unfortunate'. After Shah tabled the three bills in the Lok Sabha, Congress MP Manish Tewari stood up and said that the Constitution states that there should be rule of law. 'And the basis of that is that you are innocent until proven guilty,' he said. 'This [the bills] hopes to change that.' The Chandigarh MP described the draft legislation as ' squarely destructive ', adding that it would change the judicial jurisprudence of Article 21 that grants the fundamental right to life and personal liberty. Samajwadi Party MP Rajeev Rai told reporters that one more line should have been written in the three bills that either the 'criminal' joins the Bharatiya Janata Party or this bill would be applied to them. Rashtriya Janata Dal MP Manoj Jha claimed that the difference between the accused and the convicted had blurred. 'Supreme Court had commented about ED that they are becoming a part of political game,' he said. 'They will slap Prevention of Money Laundering Act cases against anyone and put them behind is a tactic.' Jha added: 'Wherever you can't win elections, you need not indulge in horse-trading. Just destabilise them and topple them. I think the home minister wants to target a few people from his own party as well.' Trinamool Congress MP Saket Gokhale accused Modi and Shah of seeking 'new tricks' to destabilise Opposition-led state governments. 'When vote-chori is exposed, Modi-Shah are looking for new tricks,' the Rajya Sabha MP said. 'A new bill is being brought today to allow the CBI [Central Bureau of Investigation] and ED [Enforcement Directorate] to directly topple state governments for the BJP.' Gokhale was referring to the Congress' allegations that there were discrepancies in more than 1 lakh names in the Mahadevapura Assembly segment in the Bangalore Central Lok Sabha constituency. The Congress has cited this as evidence that the Election Commission has been colluding with the Bharatiya Janata Party. The poll panel had dismissed the allegations as ' false and misleading '. Gokhlale on Wednesday said that a person can be said to be a criminal only when convicted by a court. 'Until then, they are merely an 'accused'. You cannot remove a CM or minister based on mere accusation. Arrest by Modi-Shah's central agencies is not proof of guilt.' The MP added that there had been zero arrests of Union or state ministers from the BJP in the last 11 years. 'All arrests have targeted Opposition leaders,' he said. Trinamool Congress MP Mahua Moitra claimed that the introduction of the three bills was a 'dark day' for democracy. 'Today is one of the darkest days in Indian democracy,' the Krishnanagar MP said. 'Late last night, the BJP introduced a bill which is a constitutional amendment bill, and with this, any Opposition minister can be arrested and within 30 days.'

Congress MP Rahul Gandhi on Wednesday congratulated BJP MP Rajiv Pratap Rudy on winning the election for a key post in the Constitution Club of India. The Congress MP shook hands with the BJP MP outside the Parliament, calling it 'an uncommon handshake'. While speaking with reporters outside the Parliament, Rahul greeted Rudy and shook hands with the BJP MP.(Rahul Singh) A five-time MP from Bihar, Rudy registered a victory in the Constitution Club election for the secretary (administration) post last week. Rudy defeated fellow BJP leader and former Union minister Sanjeev Balyan to secure the post. While speaking with reporters outside the Parliament, Rahul greeted Rudy and shook hands with the BJP MP. 'An uncommon handshake between BJP. Congratulations, by the way,' the Wayanad MP told Rudy. Rudy, who has been at the helm of the club for over two decades now, received 391 votes as against Balyan's 291 votes. The club has 1200 members, of which 707 members cast their votes. These included Union Home Minister Amit Shah, BJP President JP Nadda, Congress president Mallikarjun Kharge, PA chairperson Sonia Gandhi, and other union ministers. The handshake came on a day when chaos unfolded in Parliament, with Union Home Minister Amit Shah tabling three Bills. These include the Constitution (130th Amendment) Bill, The Jammu & Kashmir Reorganization (Amendment) Bill and The Government of Union Territories (Amendment) Bill . The Bills propose that a sitting minister, chief minister, and or even the prime minister can be removed from their position within a month if they are arrested or detained for 30 days straight for an offence which carries a jail term for five years or more. The Bills will introduce a new legal framework which will apply to ministers and CMs in states and Union territories such as Jammu and Kashmir, and Union ministers and the PM at the Centre. The Bills were opposed by the Opposition, including AIMIM president Asaduddin Owaisi, following which sloganeering ensued, with the Lok Sabha Speaker adjourning proceedings till 3 pm.

CAG flags strain due to Congress' Karnataka guarantees: Rs 5,229 crore cut in infrastructure spend
The Congress's five guarantees in Karnataka, which are largely seen to have propelled it to power in the state in 2023, resulted in a Rs 5,229 crore reduction in capital expenditure on infrastructure in the 2023-2024 fiscal year and will cause a strain on the economy if the subsidies are not rationalised, a Comptroller and Auditor General (CAG) report has said. According to the CAG report, which was tabled in the Assembly on Tuesday, the reduction in expenditure has also resulted in a 68 per cent delay in projects across the state. 'The State also reduced the capital expenditure towards infrastructure by around Rs 5,229 crore when compared to previous year. This has an impact on the increase in incomplete projects by 68 per cent when compared to previous year. This compression in gross capital formation may prove to be detrimental to future growth prospects,' the report stated. Currently, the Siddaramaiah-led Congress government implements five direct benefit transfer (DBT) schemes: the Gruha Lakshmi (Rs 2,000 to each woman from poor households), Yuva Nidhi (a monthly unemployment allowance of Rs 3,500 for graduates and Rs 1,500 for diploma holders, Gruha Jyoti (free power), Anna Bhagya (free rice) and Shakti (free bus travel for women). For the schemes, the government had allocated a total of Rs 36,538 crore, which amounts to 15 per cent of the state's revenue expenditure for the 2023-2024 fiscal year. It used the entire amount to implement the schemes, except the unspent Rs 40 crore of the Rs 7,384 crore allocated for the Anna Bhagya scheme. While the state's revenue grew by 1.86 per cent in 2023-24 compared to the previous year, the expenditure grew by 12.54 per cent. 'The increase in growth of expenditure was mainly on account of the guarantee schemes which was the contributing factor for the Revenue Deficit of Rs 29,271 crore. This mismatch of receipt and expenditure during the current year (2023-24) had resulted in the state witnessing revenue deficit of Rs 9,271 crore after its recovery during 2022-23 from Covid-19 economic slowdown. Consequently, the fiscal deficit of the state also increased from Rs 46,623 crore in 2022-23 to Rs 65,522 crore in 2023-24,' the report stated. 'To finance the guarantee schemes and the deficits arising thereof, the state availed net market borrowing of Rs 63,000 crore which was Rs 37,000 crore more than last year's net borrowings (Rs 26,000 crore). This would not only increase repayment burden in the near future but also would enormously increase the interest burden…,' the report added. The implementation of the five guarantee schemes without rationalising existing subsidies/ financial assistance and benefits will put a strain on state resources and have an influence on fiscal deficits and debt levels, the report has stated. While admitting to the CAG's observations, the state finance department said the five guarantees boosted local economy, reduced economic disparities and supported the growth of human capital. 'Though the cash transfers such as Yuva Nidhi and Gruha Lakshmi empowered the youth and women and also gave security and enhanced their purchasing power, these cash transfers along with the other three subsidy schemes without rationalisation of existing subsidies would strain the financial economy of the state… The government in its medium-term fiscal plan 2024-28 has projected a revenue deficit of Rs 27,354 crore and thereby increasing its borrowings to Rs 1,05,246 crore,' the CAG noted. The gap between the revenue receipt and revenue expenditure, which results in revenue deficits/surpluses shows that Karnataka had a revenue surplus of Rs 13,496 crore in 2022-23 (0.62 per cent of GSDP) and Rs 19,271 crore (0.36 per cent of GSDP) in 2023-24, the CAG noted. 'The state government spent Rs 52,120 crore on the capital account. This was around 17 per cent of the total expenditure in 2023-24. The borrowings exceeded the capital expenditure by Rs 38,160 crore and the amount was utilised for meeting the expenses towards five guarantee schemes,' the report stated.
