The Federal and Kebbi State Governments have expressed their readiness to partner with Brazil in the agriculture sector to achieve Nigeria's goal of a one trillion dollar economy growth by 2030.
Kebbi State Governor, Comrade Nasiru Idris, representing President Bola Tinubu, made this announcement while addressing a Brazilian delegation led by the Special Adviser to President Tinubu, Dr. Tope Fasua, during a courtesy visit at the Government House in Birnin Kebbi on Monday.
The Brazilian business team was headed by the Deputy Vice Minister of Brazil's Ministry of Agriculture, Livestock, and Food Supply. The delegation also included proprietors of rice mills in Brazil, as well as Alhaji Faruq Gumel, the Managing Director of Wacot Rice Mill in Argungu, Kebbi State.
In his speech, Governor Idris emphasized that Brazil and Nigeria have many opportunities for collaboration, particularly in the agricultural sector.
According to him, 'Today is not a day for long speeches but a day for camaraderie, forward-looking and learning. Our partners at TGi group whom we have supported through business-friendly policies to build the largest rice mill in sub-Saharan Africa will bear testimony to what can be achieved when the government and the private sector work together.
'Our agribusiness credentials are known to the world, and it is part of our government's policy to continue to support the agricultural sector. In that regard, there is a lot to be learned from Brazil. The successes in agri-energy are ambitions we have and Brazilian collaboration is key to this aspiration.
'Today, Kebbi is the rice capital of Africa. Numerous delegations from African countries in the sub-region have come to understudy the successes that have allowed us to be self-sufficient in rice production and become a net exporter to the rest of the country and the West African sub-region.
'The reforms that we have introduced to ensure a business enabling environment are too numerous to mention. From land acquisition to dispute resolution, Kebbi State is set to receive and promote businesses and all their attendant implications on the economy.
'Nigeria's ambition to have $1 trillion economy by 2030 under the renewed hope Agenda of Mr. President can only be achieved through collaborations like this and Kebbi State is ever ready to play its part as a subnational government under my leadership.'
Idris added that his administration had assembled the highest level of policy and decision makers in the state to ensure that all questions were answered and all avenues for collaboration were explored.
Earlier, Dr Fasua informed the delegation that Kebbi State which shares largest part of River Niger has a lot of potential, such as Argungu International Fishing Festival and largest rice production in the country, stressing that there would be a lot of new business ideas and investment that would be gained through the collaboration.
In his remark, the Brazilian Deputy Vice- Minister of Agriculture, Livestock and Goods Supply, Clever Oliveira told the Kebbi State Governor and his cabinet members that Brazil was able to become world best food producer and livestock within 20 years because of her resilience to utilise its rich soil, population and technologies.

Within the Nigeria business environment specifically, issues of long and bureaucratic process of land registration, planning law, that is, law regulating or otherwise relating to the uses of land or the construction of things on land, high cost of building materials, high cost of construction, high skilled labor costs, and costs associated with poor roads and sewerage systems, building collapse, limited source of funding, multiple taxation and levies such as development levy, income tax, building plan approval levy, property tax, land use tax paid by investors, devaluation of the Naira and its effects on the Nigerian construction industry which largely depends on foreign importation of raw materials and equipment for construction, land-grabbers (Omo-Onile), and difficulty in converting investments to cash whenever the need arises are besetting factors to real estate investment. In addition, Nigeria just like every other jurisdiction has its set of laws and regulations which affects and influences real estate investments, and which investors must be familiar with. The most critical one is the Land Use Act of 1978. The Act is the principal law enacted to regulate the ownership of real estate in Nigeria. By the provisions of the Act, the power to control and administer all land situated within a geographical area of a state is vested in the state governor for the benefit of the citizens. The governor is responsible for granting a right of ownership for individuals and corporate bodies to hold and use the land for a limited term, and such grant is evidenced by the issuance of a Certificate of Occupancy or Governor's Consent. By the provision of the Land Use Act, it becomes unlawful to transfer any interest in land without first obtaining the consent of the governor of the state where the land is located, as provided under Section 22 of the Land Use Act. Other key legislation affecting real estate investment which investors must critically note includes laws governing land registration, tenancy, and environmental protection. Real estate sector in Nigeria might be having a number of challenges which include fraudulent practices by land grabbers, breach of contract by real estate sellers, sale of government acquired lands, among others at the moment, but the sector presents lucrative opportunities for investors seeking to capitalize on the country's growing economy and burgeoning property market. Zamfara State government has refuted an online media report claiming that Governor Dauda Lawal received a N34 billion loan. A Government House statement on Tuesday described the report as a product of 'gonzo journalism by an online platform that enjoys throwing curveballs of misinformation.' The statement by the Governor's spokesperson, Sulaiman Bala Idris, said that, 'our attention has been drawn to false information being spread by Sahara Reporters, a blog known for disseminating fake news to boost online traffic. 'Sahara Reporters' work is characterised by a lack of objectivity in reporting. 'During a live media chat last week, Governor Dauda Lawal highlighted his commitment to fiscal responsibility, reaffirming that he has not taken any local or international loans throughout his two years in office. 'But to our surprise, Sahara Reporters published what it tagged as an exclusive report of how a N34 billion loan was recorded under Governor Lawal's watch. 'The report revealed clear gaps in understanding and showed its apparent failure to seek a professional review of the Zamfara State budget document. 'The 2023 budget was prepared during Bello Matawalle's previous administration, who is now the junior Minister for Defence. Out of this budget, N53.2 billion was allocated for servicing loans borrowed by the state government. 'Although no borrowing was recorded for the above figure, the Zamfara State government spent N34 billion on interest payments for various loans taken by previous administrations. 'This demonstrates Dauda Lawal's commitment to reducing Zamfara's debt burden and preventing the taking of additional loans. 'Sahara Reporters should question the former Governor Bello Matawalle about how he used the loans received during his tenure, which did not lead to any development. That is the loan we are currently servicing. 'Dauda Lawal has not taken any loans since his two years so far as the Zamfara State Governor. 'We challenge Sahara Reporters to provide any supporting documents that show the current Zamfara administration seeking loan facilities, whether locally or internationally.'
