Over 18M high school graduates in PH have poor comprehension, PSA finds

More than 18 million high school graduates in the Philippines are considered 'functional illiterate' or have poor comprehension and struggle to understand even simple information.
This was revealed during a Senate basic education committee hearing on the 2024 Functional Literacy, Education and Mass Media Survey (FLEMMS).
According to a post by the Senate of the Philippines on Facebook, Senator Sherwin Gatchalian stressed the need for targeted programs to solve this problem. 'As long as there's somebody who cannot read, write, and compute, there will be poverty in our country. We need to break that cycle of poverty by injecting education,' Gatchalian said. PSA Assistant National Statistician Adrian Cerezo agreed with Gatchalian's observation. 'Accurate, sir,' Cerezo replied. 'We note that there are actually a significant number who are passing or graduating but are not really functional literate.'
Gatchalian also emphasized, 'That's quite concerning. That means one out of five of our graduates cannot comprehend and understand a simple story, and that's something that we need to address.'
'That's the problem of basic education because paano sila nag-graduate nang hindi sila functional literate? Iba 'yung hindi pumasok eh, iba rin yung pumasok ka but naka-graduate ka but you're not functional literate,' Gatchalian said.
'Should not happen. No one should graduate in our basic education system, no one will graduate in our basic education system that will not be functional literate… DepEd should already be proactive in making sure that no one will graduate not being functional literate,' he added. In 2019, those who graduated from junior high or high school were automatically counted as functionally literate. But the 2024 FLEMMS now defines functional literacy as the ability to read, write, compute, and comprehend.
With this change, the number of functional literates dropped from 79 million in 2019 to 60 million in 2024, showing that many graduates still cannot understand basic texts. Top provinces with the most illiterate residents
Tawi-Tawi topped the list with 67% of its population considered functionally illiterate. It was followed by Davao Occidental (53%), Zamboanga del Sur (49%), Northern Samar (48%), Basilan (48%), Sarangani (48%), Western Samar (46%), Agusan del Norte (44%), Sultan Kudarat (44%), and Lanao del Norte (44%).
Officials hope this data from the PSA will guide local governments to create urgent programs that will improve reading and comprehension in schools.

DFA opens online apostille service for PSA documents

Filipinos can now request Apostille services for key documents from the Philippine Statistics Authority (PSA) online, the Department of Foreign Affairs (DFA) announced. This only covers birth certificates, marriage certificates, advisory on marriage, and Certificate of No Marriage Record (CENOMAR), which are often required when working or living abroad. To start the process, applicants must visit and choose the PSA Document with Apostille option. Payments should be made through the LANDBANK LinkBiz portal, selecting 'DFA Apostille plus PSA Document.' The fee is Php 500 for birth, marriage, and advisory documents, and Php 560 for CENOMAR. Applicants can either claim their documents at the DFA office in Double Dragon Plaza, Pasay City, on the date given via PSAHelpline email, or choose to have them delivered. Delivery is also available for those who prefer the document to be sent to their address. Married women may now revert to their maiden name in Philippine passport

Married women in the Philippines now have the option to revert to their maiden names on their passports! Following the implementation of the New Philippine Passport Act (Republic Act No. 11983), the Department of Foreign Affairs – Office of Consular Affairs (DFA-OCA) announced that married Filipinas renewing their passports may voluntarily switch back to their maiden names. However, this change can only be made once, and all other identification cards and official documents must also reflect their maiden name. Section 5 (f) of the law states: 'For a woman who wishes to revert to the use of her maiden name, a duly authenticated birth certificate by the PSA: Provided, That she can only revert to her maiden name once and all her other existing identification cards and pertinent documents shall likewise reflect her maiden name.' Required documents for reverting to maiden name According to the DFA, applicants must submit the following documents based on their reason for reversion: Due to annulment, declaration of nullity of marriage, judicially-recognized foreign divorce, or legal separation: An original and photocopy of a PSA-issued Certificate of Marriage (COM) or PSA Report of Marriage (ROM) with annotation reflecting the nullity or dissolution of marriage, judicial recognition of foreign divorce, court decree of legal separation An original and photocopy of a PSA-issued Certificate of Live Birth or PSA Report of Birth; Latest-issued Philippine passport (if available) For widows (death of spouse): Submission of an original and photocopy of a PSA-issued Certificate of Death (COD) or Report of Death (ROD) of spouse, or apostilled, or authenticated Foreign Death Certificate with English Translation, if applicable An original and photocopy of a PSA-issued Certificate of Live Birth or PSA Report of Birth Latest-issued Philippine passport (if available) For personal reasons (other than the above): An original and photocopy of a PSA-issued Certificate of Live Birth or PSA Report of Birth An original and photocopy of a PSA-issued Certificate of Marriage or PSA Report of Marriage Notarized Affidavit of Explanation that includes a request for the reversion of maiden name in the Philippine passport or travel document and stating that the applicant has not previously availed of the reversion Latest-issued Philippine passport or travel document Any valid government-issued ID accepted for passport application, reflecting the applicant's maiden name To make the process easier, DFA-OCA has provided a ready-to-use affidavit template on its website. Applicants may also submit a notarized affidavit, as long as it clearly states the reason for the name change and confirms they have completed all the required documents.
