Warangal, K'nagar smart city projects crawl, top pendency

Hyderabad: Forget the talk of a second capital for Telangana, the state's two smart cities, Warangal and Karimnagar, are struggling to live up to their promise under the national Smart City Mission.
Nearly a decade after the initiative began, both cities remain among the slowest performers in the country, with a large chunk of projects still incomplete despite substantial central funding and ambitious targets.
According to the Union ministry of housing and urban affairs, Warangal and Karimnagar together have 52 ongoing projects, the highest number of pending works for any state under SCM. Karimnagar has completed about 75% of its projects, while Warangal lags behind with only 66% completion.
In Warangal, out of 119 projects worth 1,800 crore, 79 projects valued at 1,386 crore have been completed, leaving 40 works still underway. Karimnagar has finished 37 of its 49 projects costing 1,094 crore, with 12 pending. The state has already fully utilised central funds of 805 crore allocated for these projects.

"As per SCM guidelines, 500 crore in central financial assistance was allocated to each of the cities.
As of July 31, Greater Warangal and Karimnagar were able to claim 377 crore and 429 crore respectively," Union minister for housing and urban affairs Manohar Lal Khattar told the Rajya Sabha.
Officials say progress has been delayed by legal disputes, slow departmental clearances, land acquisition hurdles, shortage of vendors and resources, and challenges in fully integrating municipal departments with Integrated Command and Control Centres.
Frequent changes in project plans have further slowed execution.
In Warangal's case, the challenges have been compounded by administrative instability. The Greater Warangal Municipal Corporation has seen nine municipal commissioners in the past decade, disrupting consistent monitoring and follow-up of smart city works.

P Chidambaram (File photo) NEW DELHI: Senior Congress leader and former Union minister P Chidambaram on Sunday lashed out at the Election Commission of India (ECI), asserting that it is 'not a court' and must not act like one while dealing with petitions or complaints. In a post on X, Chidambaram wrote, 'The ECI is not a court and cannot behave like a court in entertaining petitions or complaints. It is an administrative body tasked with ensuring free and fair elections.' Clarifying the scope of Rule 20(3)(b), he said it applies only when an Electoral Registration Officer (ERO) accepts or rejects a specific claim to be included in the electoral rolls -- not in cases of alleged large-scale manipulation of an entire assembly constituency's rolls. Citing a newspaper report, he alleged that complaints from Booth Level Agents in Bihar are being ignored. 'If true, this refusal to entertain complaints during the Special Intensive Revision (SIR) will spell the death of democratic elections,' he warned, adding that the ECI's duty extends beyond mere procedure to safeguarding the rights of political parties and voters. Meanwhile, the Election Commission has reiterated its stand that Rahul Gandhi must either submit supporting documents for his recent "vote theft" allegations or apologise. The reminder follows a notice from the Karnataka Chief Electoral Officer (CEO) and a follow-up from the Haryana CEO. In an August 10 letter, the Karnataka CEO said Rahul Gandhi had, during his August 7 press conference, cited ECI records to allege that a voter named Shakun Rani voted twice, based on data shown by a polling officer. However, the voter has denied the charge, and officials said the tick-marked document displayed by Rahul Gandhi was not issued by the polling officer, raising doubts about its authenticity. The Karnataka CEO has asked Rahul Gandhi to share the original documents forming the basis of his claim so a detailed investigation can be carried out.

India has become top smartphone supplier to US

New Delhi: India has become the top supplier of smartphones to the United States, Union Minister Ashwini Vaishnaw announced on Sunday. The minister also revealed that India's electronics manufacturing industry is now worth ₹12 lakh crore. Speaking at the inauguration ceremony of Metro projects in Bengaluru, Vaishnaw emphasized that electronic production in India has grown six times over the last 11 years. Vaishnaw said electronic exports have surged eightfold to Rs 3 lakh crore and reaffirmed India's position as the world's second-largest mobile phone manufacturer. According to official data, India had only two mobile manufacturing units in 2014; today, there are over 300. Back in 2014-15, just 26% of mobile phones sold in India were made domestically, with the rest imported. Now, 99.2% of phones sold in the country are manufactured locally. Union minster Jitin Prasada told the Lok Sabha earlier that the production linked incentive (PLI) scheme, which was meant mainly for mobile phone manufacturing, attracted a total investment of Rs 12,390 crore. 'The PLI Scheme for LSEM has already attracted a cumulative investment of INR 12,390 crore, led to a cumulative production of Rs 8,44,752 crore with exports of Rs 4,65,809 crore and generated additional employment of 1,30,330 (direct jobs) till Jun'25," the minister said.
