Starmer's EU reset to drive up cruise prices

Holidaymakers face paying more for cruises and ferry trips to the Continent under Sir Keir Starmer 's reset deal with the European Union.
Passenger services are set to increase ticket prices in response to the UK adopting Brussels' rules on emissions costs.
Industry insiders warned price rises were likely to mirror those in Europe, where costs on some routes have gone up by more than 10 per cent. This could add as much as £200 to the cost of a seven-day cruise, where a cabin can cost as much as £2,000 at the higher end.
Some of the changes will come into force just before the height of next summer, when millions of Britons head to the Continent.
Ministers announced last week that they would press ahead with expanding onerous net zero commitments to the maritime industry.
From next July all shipping firms, including ferry operators and cruise liners, will be subject to the UK's emissions trading scheme (ETS).
The move comes after Sir Keir agreed to link the UK and EU schemes as part of his Brexit reset deal, which was signed in May.
It means ministers will set an overall cap on emissions for the maritime industry, with individual companies handed permits setting out how much greenhouse gas they can emit per year.
If a business wants to go over its allowance, because demand for services is high, it will have to buy unused permits from another company.
Over time the Government will lower the overall carbon cap in an effort to force shipping companies to reduce their emissions.
Initially the UK ETS will only cover emissions from sea journeys made between British ports.
But ministers have said they then intend to expand it to include international journeys, matching the approach taken by the EU.
Companies are poised to pass on the cost to passengers of complying with the policy, including the need to adopt more expensive green technology.
The EU Commission has admitted that its ETS scheme, which was expanded to cover shipping a year ago, has resulted in passenger lines putting up ticket prices.
In a report assessing impacts of the first year of the scheme, EU officials wrote: 'There is evidence of specific ETS surcharges being applied on short sea shipping routes.
'An analysis of various ferry routes suggests that the impact of ETS costs on ticket prices largely varies across routes selected, with a price increasing ranging from 3 per cent to 11 per cent.'
The same report also said that the scheme had introduced freight costs by between one per cent and five per cent and overall shipping costs across the industry by an average of 3.7 per cent.
If replicated in Britain those figures would come as a concern at a time when the Government is struggling to keep a lid on inflation.
Shipping industry figures said that UK holidaymakers were likely to experience a 'similar impact' on passenger ticket prices to that seen in the EU.
One said that they had 'no doubt' that ferry operators would have to increase surcharges on Britons to recoup the extra costs.
Another added: 'Inevitably there will be a cost increase to the cruise lines, therefore that money will have to come from somewhere.'
Some businesses are concerned that the UK has rushed out its proposals to please the EU rather than waiting for a new international agreement on maritime emissions later this year.
They fear that if the standards set by the International Maritime Organisation are less stringent, British firms will be left shouldering higher costs than international competitors.
Andy Harmer, the managing director of the Cruise Lines International Association in the UK and Ireland, said: 'The cruise industry contributes £5.8bn to the UK economy, with over a third of the global cruise fleet visiting UK ports each year.
'To maintain and sustainably grow the more than 60,000 UK jobs that depend on the cruise industry, the UK's ETS system must be aligned with international counterparts and not risk the UK's competitiveness in the international cruise market.'
There are also concerns that the Government's plans could wreak havoc on 'lifeline' island ferry services which are used by 2.4 million Britons every year.
Such routes are vital to island dwellers, such as on the Isle of Wight and the Scilly Isles, who rely on them for access to the mainland for healthcare, education and essential goods.
The UK Chamber of Shipping is urging ministers to exempt such services from the scheme amid warnings it could push up their fuel costs by almost a third, making many unviable.
The Net Zero Department said that linking with the EU's emissions scheme would help British businesses avoid being hit with a new carbon border tax Brussels is introducing next year.
A spokesman said of the EU Commission analysis: 'These figures do not apply to the UK and do not reflect that any costs come down as emissions are cut.
'By linking with the EU scheme, we will also cut red tape at the border, protect consumers from higher costs and make it easier for businesses to trade, boosting economic growth at home.'

The 1-month non-deliverable forward indicated the rupee will open in the 87.11-87.13 range versus the U.S. dollar, its weakest level in four months. It had closed at 86.8150 on Tuesday. India is preparing to face higher U.S. tariffs, likely between 20% and 25%, on some of its exports, as it holds off on fresh trade concessions ahead of Washington's August 1 deadline, Reuters reported post market-hours on Tuesday. Speaking to reporters, Trump pointed to similar level of tariffs but said that the deal has not been finalised yet. New Delhi plans to resume the trade negotiations when a U.S. delegation visits next month, aiming to finalise a comprehensive bilateral deal by September or October, a government official told Reuters. Trump's remark will cause a "knee-jerk reaction," with traders likely reading it as a negative cue, a trader at a state-run bank said, adding that while India was expected to crack one of the first deals, it now appears to be a laggard. Regional peers like Indonesia and Vietnam and the U.S.'s bigger trading partners like Japan and the European Union have already finalised trade deals with Washington in July. It's "quite likely" the Reserve Bank of India may step in to support the rupee if the early losses extend, the trader said. New British cars will follow European laws and be fitted with breathalysers and black box-style recorders, amid claims the move is a political ploy by Labour to reset its post-Brexit relationship with the EU. Sir Keir Starmer 's government argues that differences in car manufacturing between Britain and Europe will lead to higher costs being passed on to the customer. But critics argue such a move shows a desire by Labour to closely align Britain to rules and regulations implemented by Brussels. Labour previously agreed the UK would align with EU plant and animal health rules as part of concessions to form a closer relationship with the union. Now Lord Hendy, Minister of State for the Department for Transport, stated earlier this week in parliament that the government 'takes an explicit presumption in favour of alignment' in regards to how cars are manufactured. He added that the government would be 'considering options for requiring the fitment of the safety technologies mandated by the EU's general safety regulation' and would discuss these with individual manufacturers, the Society of Motor Manufacturers and Traders, and the National Franchise Dealers Association. Under the EU, new British and European cars followed the same legislation. But following Brexit, Brussels introduced the General Safety Regulation 2 (GSR2), which called for different devices and technology to be pre-installed. These include a breathalyser that prevents the car from starting if the driver fails an alcohol test. Event Data Recorders (EDRs), which can provide information on how fast a car was travelling before an accident, and Driver Drowsiness Warning (DDAW), which can alert a driver if they are becoming sleepy, are also required to be fitted into new vehicles. Northern Ireland follows GSR2 rules as part of the Brexit deal to prevent a hard border with the Republic of Ireland. But differences between new cars made under EU and UK rules could mean customers in Northern Ireland would face higher costs for purchasing a new vehicle from the mainland. Labour is understood to back an 'alignment' of the EU and UK safety laws to stop Northern Irish consumers being treated unfavourably. Car manufacturers are also said to see the advantage of aligning the rules. Mike Hawes, chief executive of the Society of Motor Manufacturers and Traders told The Telegraph: 'With the heavily integrated nature of the UK and European automotive sectors, regulatory alignment supports efficient production, keeping costs down for consumers while retaining the widest possible model choice.' But Brexit supporters argue that UK car manufacturers do not need to be led by Brussels and the move is simply an attempt by Labour to woo the EU. Former Tory leader Sir Iain Duncan Smith, said: 'This is a game being played out where they keep incrementally moving back towards the European Union.' Mark Francois, chairman of the Conservative European Research Group, added: 'This is still rule-taking from the EU, however you try and dress it up.' Away from the theatre of politics, in-built breathalysers - or 'alcolocks' as they are also known - are actually backed by the majority of motorists as a solution to stopping drink drivers from reoffending. A recent poll by the RAC found 53 per cent of drivers want courts to have the power to order anyone convicted of drink-driving to have alcolock breathalysers installed in their cars. Support for the interventionist approach comes as a Freedom of Information request to the DVLA found 27,000 individuals were convicted of multiple drink-driving offences in the 11 years leading up to July 2024. On the back of this evidence, the RAC is pushing for the Government to take up this method - already in use in other countries including Australia, Belgium and parts of the US - in a bid to reduce drink-driving. Simon Williams, RAC head of policy, said: 'Too many lives are lost and ruined by drink-driving. 'It's also very apparent that many of the drink-drivers caught by the police are reoffenders which implies something different needs to be done to change this dangerous behaviour.' Alcolocks – what are they? Could they become standard? Not everyone will have heard of alcolocks or alcohol-interlocks as they're properly known. Alcolock is actually a brand name – founded in the 70s - but has become the common name for breathalysers fitted to the car's ignition system. Once fitted a driver has to provide an alcohol-free breath sample in order to start the engine – usually blowing for five seconds. If there's little to no alcohol the engine will start. If it exceeds a set level it won't start. There are various options as to how they're mandated and who pays for them: For instance, courts could mandate them for reoffenders only, or anyone convicted of drink-driving. In other countries the fitting is generally paid for by the offender, although in cases of financial hardship the state can step in to cover the cost. However, it's worth noting that the EU introduced new rules in July 2024 requiring all new cars sold in the EU to be 'prepared' to have an alcolock fitted.

In a report published on Wednesday, the Joint Committee on Human Rights said transnational repression had increased in recent years, with foreign states using online harassment, lawsuits and physical violence to intimidate people in the UK. MI5 investigations into threats from other states have increased 48% since 2022, the report said, while committee chairman Lord David Alton warned the rise was 'going unchecked'. He said: 'This risks undermining the UK's ability to protect the human rights of its citizens and those who have sought safety within its borders. 'We have seen prominent cases of Hong Kongers with bounties placed on their heads, Iran intimidating journalists – but evidence submitted to the inquiry suggest this may be the tip of the iceberg.' The warning comes amid rising concern about transnational repression, including reports that China has offered rewards for people turning in pro-democracy Hong Kong activists based in the UK. Last month, Parliament's Intelligence and Security Committee warned that Iran had attempted to kidnap or murder at least 15 UK-based people since 2022, while Russia has also targeted dissidents including the attempt to kill Sergei and Yulia Skripal with Novichok in 2018. While the cross-party human rights committee said China, Russia and Iran were the 'most flagrant' perpetrators of transnational repression in the UK, it highlighted evidence suggesting a string of other countries including India, Rwanda, Pakistan, Egypt, Saudi Arabia and Bahrain had sought to target people in Britain. MPs and peers said they had also received 'substantial' evidence of intimidation by the Eritrean government, including surveillance of anti-government activists and infiltration of community groups and churches in an effort to isolate opponents of the regime. The committee went on to criticise Interpol, saying the organisation had refused to acknowledge misuse of 'red notices' – international requests for an arrest – to harass dissidents or take any steps to address this. Almost half of the 6,550 public red notices currently in circulation have been issued at Russia's request. Lord Alton said: 'We want to see a two-pronged approach from the Government. 'More needs to be done to give support and protection to the individuals and communities most at risk of transnational repression. 'We also want to see transnational repression prioritised in diplomatic relations and leadership at an international level to tackle the misuse and exploitation of systems of justice to silence and intimidate.' As well as pressing Interpol for action on abuse of red notices, the committee urged the Government to provide more training on transnational repression for police officers in the UK and greater protection from vexatious lawsuits known as Slapps (strategic lawsuits against public participation). The committee also called for China to be placed in the highest tier of the foreign influence registration scheme that came into effect last month, saying its omission risked 'undermining the credibility and coherence' of the scheme given the extent of Chinese transnational repression. An Interpol spokesperson said: 'Every year, thousands of the world's most serious criminals are arrested thanks to Interpol's systems. 'Children are saved from sexual exploitation and terrorists, cyber criminals and traffickers are brought to justice. 'Interpol knows red notices are powerful tools for law enforcement co-operation, which is why we have robust processes for ensuring that all Interpol notices and diffusions comply with our rules. 'Our constitution forbids Interpol from undertaking activities of a political, military, religious or racial character and all our databases and activities must also comply with the universal declaration for human rights.' A Home Office spokesperson said: 'We take the threat of transnational repression extremely seriously. 'Any attempts by a foreign state to coerce, intimidate, harass, or harm individuals on UK soil are considered a threat to our national security and sovereignty, and will not be tolerated. 'The committee's review echoes many of the same findings and recommendations from the Defending Democracy Taskforce report on TNR, published in May, and we are already taking action arising from those recommendations to further strengthen our response.'
