Women petition HC for resumption of bike taxi services
Senior advocate Jayna Kothari, representing the interests of women commuters, argued before a division bench of Acting Chief Justice V. Kameshwara Rao and Justice C.M. Joshi that bike taxis offer an accessible travel solution, particularly for women, and their voices must be heard before enacting any blanket bans. Citing independent national-level studies that recommend bike taxis as a viable last-mile connectivity solution, she urged the court to direct the government to reconsider its stance.
Uday Holla, senior counsel appearing for Rapido, pointed out that other states like Tamil Nadu and Kerala have lifted similar bans and now allow bike taxis. He argued that Bengaluru's unique metro network, with only two operational lines, leaves a large gap in last-mile connectivity, which bike taxis can effectively address.
Further, the counsels claimed that the ban is influenced by lobbying from auto unions and lacks consideration for commuter interest. 'Since the ban, Bengaluru has seen an 18% increase in traffic congestion,' they added, noting that the argument of women's safety is being misused to justify the restrictions.
The petitioners also highlighted that the central government has already introduced the 'Motor Vehicle Aggregator Guidelines – 2025', permitting private two-wheelers to be used for passenger transport. This framework allows states to decide on the implementation, making Karnataka's decision crucial in shaping the future of bike taxi services.
The High Court is hearing appeals from major operators like Ola, Uber, and Rapido, who have argued that despite existing guidelines allowing registration, their applications have been rejected. The bench has postponed further hearings, with the final outcome hinging on the state government's stand and judicial interpretation.
Meanwhile, following a temporary ban by the High Court, the Transport Department has intensified crackdowns, seizing over 100 bike taxis operating in violation of court orders.
Some operators were reportedly continuing services under the guise of parcel delivery. The court's upcoming verdict is expected to play a decisive role in determining the future of bike taxi services in Karnataka.

Delhi University UG admissions: Phase 2 of CSAS from July 8; first allocation list on July 19
New Delhi: The University of Delhi announced on Saturday that the second phase of its undergraduate admission process under the Common Seat Allocation System (UG)-2025 (CSAS-UG) will commence from July 8. According to a press release issued by the university, candidates who have completed the first phase must log in to their dashboard at to fill in their preferences for programme and college combinations. The preference-filling window will remain open till 11:59 pm on July 14. Once the deadline ends, the preferences will be auto-locked. Candidates who are yet to register will also be able to apply as the university has decided to keep both Phase-I and Phase-II open until the same deadline of July 14. The university has emphasised that due care must be exercised while ordering preferences. Additionally, a correction window has been announced for candidates who have already completed Phase-I. This one-time correction facility will be open from Sunday to 11:59 pm on Friday (July 11), allowing students to edit their application forms. However, the forms must be submitted in a single attempt and once submitted, they cannot be reopened. Live Events The university will declare simulated ranks at 5 pm on July 15, followed by a preference-change window until 11:59 pm on July 16. The first CSAS allocation list will be announced at 5 pm on July 19. Candidates must "Accept" the allotted seat by 4:59 pm on July 21, after which colleges will verify and approve applications until July 22. The last date for fee payment in the first round is July 23. Vacant seats will be displayed on July 24 and a preference-reordering window will be open until July 25. The second CSAS allocation list will be released at 5 pm on July 28 and candidates can accept their seats till 4:59 pm on July 30, followed by college approval by July 31 and fee payment by August 1. The university has advised candidates to regularly check the admission website -- -- for further announcements and updates. More rounds may be announced based on seat availability. The academic session at the Delhi University is set to begin on August 1. This year, the university is offering 71,624 undergraduate seats across 79 courses in 69 colleges. To enhance flexibility, the university has modified subject combination rules. Now, students can qualify with either one language and three subjects or two languages and two subjects, and whichever combination yields the best Common University Entrance Test (CUET) score will be considered. Additionally, the requirement of at least 30 per cent marks in the CUET language paper for BSc (Honours) programmes has been removed. A new auto-accept feature has also been introduced to ensure that students do not lose their allotted seats due to delays in accepting them on the portal. According to officials, the CUET-UG system has helped diversify the student body, drawing more applicants from small towns and various school boards, making the university more inclusive. The CUET-UG 2025 saw a record 13.5 lakh applications, with the highest number opting for English (8.14 lakh), followed by General Test (6.59 lakh) and Chemistry (5.7 lakh).

Centre notifies rules on portal, database, audit of Waqf properties
The Centre has notified the Unified Waqf Management Rules, 2025, effective from April 8, 2025, to streamline Waqf property management. These rules establish a portal and database for registration, maintenance of accounts, and audit of Waqf properties. Remove Ads The Centre has notified the Unified Waqf Management, Empowerment, Efficiency and Development Rules, 2025 that deal with issues such as the portal and database of Waqf properties, the manner of their registration, conduct of audit and maintenance of rules were notified on Thursday in exercise of powers under Section 108B of the 1995 Act, which was inserted through the Waqf (Amendment) Act 2025, which came into effect from April 8, to the rules, a portal and database is set up for the purposes of filing of details of Waqf, uploading the list of auqaf, registration of new Waqf, maintenance of register of auqaf and maintenance and submission of accounts of mutawalli of a Waqf, publication of audit report and proceedings and order board under Section 48 of the joint secretary to the Government of India in the Ministry of Minority Affairs in-charge of the Waqf division shall be responsible for the supervision and control of the portal and database, the rules notified portal and database shall contain the details and fields referred to in the Act, monitoring and management of Waqf properties and related data, court cases, resolution of disputes and such other details and fields as are necessary for the filing of details of the Waqf and the property dedicated to it on the portal and state government shall appoint an officer not below the rank of a joint secretary to that government as the nodal officer and shall establish a centralised support unit, in consultation with the central government for providing assistance in streamlining uploading of details of Waqf and properties thereof, registration, maintenance of accounts, audit and other related activities of the Waqf and the board, the rules portal and database shall include features for real-time monitoring of registration of new Waqf and filing details of the Waqf and properties dedicated to the Waqf, institutional governance, court cases and dispute resolution, financial oversight and resource management, and for surveys and development thereof, the rules mutawalli shall enrol on the portal and database by using his mobile number and e-mail address through authentication by one-time password (OTP) received from the portal and database and thereafter be able to access the portal and database and file details of his Waqf and property dedicated to the enrolment, the mutawalli shall be able to login the portal and database by using his mobile number and e-mail ID with OTP for future use of the portal and database in respect of his Waqf.A mutawalli is the manager or administrator of a Waqf property, which is an Islamic charitable user of the portal and database, including board, collector, designated officer under Section 3C of the Act, and other officers of the central government and state government dealing with Waqf shall also have access to the portal and database under this Waqf Council shall have access to the information uploaded on the portal and per the rules, after completion of survey, the state government shall publish the list of auqaf which shall contain the identification, boundaries of Waqf properties; their use and occupier; details of the creator, mode and date of such creation; purpose of Waqf; and their present mutawalli and state government shall ensure the notified list of auqaf and the details of each Waqf are uploaded on the portal and database within a period of 90 days from the date of publication of the list in the official gazette by an officer authorised by the state the notified list of auqaf and details of each Waqf could not be uploaded on the portal and database within the period specified under sub-rule (2), the state government shall upload the same within a further period of 90 days along with the reasons for the delay, the rules stated. A waqf created after the commencement of the Waqf (Amendment) Act, 2025 (14 of 2025) shall make an application to the board for its registration under Section 36 of the Act within three months of its creation, they application for registration of Waqf shall be made on the portal and database in Form 4, the rules said. The board shall maintain a register of auqaf under Section 37 of the Act in electronic mode on the portal and database in Form 5, they receipt of the audit report under sub-section (2) of Section 47 of the Act, the board shall publish the audit report on the portal and database, according to the rules.
