
Blended finance for climate action
Relatively speaking, only 1.7 trillion baht has been spent on climate mitigation efforts between 2018 and May 2025. The picture for climate adaptation funding is much bleaker at only 148 billion baht.
This serious gap in funding was the major talking point during the launch of the 2025 Climate Finance Tracker last month by Climate Finance Network Thailand (CFNT).
Across two panel discussions and two keynote addresses (comprising leading voices from the Thai government, Bank of Thailand, the World Bank, and leading financial and academic institutions), the message was clear: more climate finance is needed, and the mechanisms to raise it must appeal to more investors.
Why is there such a big difference in climate mitigation and adaptation funding? The answer is the private sector. A CFNT presentation on the climate finance landscape shows that it is the biggest contributor to climate mitigation finance, at over half of the 1.7 trillion-baht amount, surpassing contributions from the government and state-owned enterprises. However, adaptation finance is almost solely done by the government, as there is less of a commercial reason to do so.
While funding for mitigation efforts still needs to be increased, it shows the strength of blended finance in action -- namely, the critical role of private investments that support government efforts. So what more can be done to spur more activity, for both mitigation and adaptation outcomes?
Blended finance in a nutshell
According to the OECD, blended finance refers to "the strategic use of development finance for the mobilisation of additional finance towards sustainable development", with the additional finance largely referring to funding from commercial sources. When looking through the lens of climate finance, blended finance can help to strategically meld funding from the public sector (like the government), multilateral development finance institutions (MDFIs), and philanthropic organisations with private capital to spur investments in climate activities, especially in developing countries where such financing can be considered 'risky'.
This risk aspect is important to understand how blended finance works. Commercial and private investors typically deem investments into climate mitigation -- and even more so, adaptation -- activities to be financially unviable and something that would not generate returns.
So, blended finance puts the burden of risk on governments, MDFIs, and philanthropies to make climate financing more viable and enticing to the private sector (for example, corporations or commercial financial institutions). It can also be seen as a form of concessional capital, whereby such mechanisms can facilitate private funding under terms more favourable than existing market conditions.
The adaptation finance shortfall
Blended finance isn't new. Yet, as noted earlier, much of its activity has been in the climate mitigation space.
There are typically more commercial reasons for private investors to fund climate mitigation. For instance, to help manage supply chain disruption risks caused by climate change, and, in some markets (especially more advanced ones), it is necessary to adhere to state-mandated emissions regulations. There are also reputational reasons in terms of enhancing a brand's image or attracting consumers and investors who are more environmentally conscious. Here, the "carrot" and "stick" are clear.
However, for climate adaptation, only the "stick" is really present, coming in the form of climate impacts clearly causing harm to societal health and well-being. While there are economic losses projected -- of a not-so-insignificant amount of up to 1 trillion baht, according to Unescap estimates -- this is seen as abstract and includes factors well beyond just commercial activities. This is why financing for adaptation pales in comparison to mitigation.
But what sort of blended finance mechanisms can spark more private sector interest in adaptation funding? Here are a few:
Guarantees
This mechanism utilises capital from public or philanthropic sources to absorb some of the risk associated with climate-related investments. For private investors, such guarantees can reduce the potential for loss and encourage them to take part in projects that address climate change.
Examples include first-loss guarantees, whereby the guarantor absorbs the initial losses, making the project more appealing to other investors. There are also partial credit guarantees, which can cover some of the potential losses to reduce overall private investor risk. Meanwhile, green guarantees refer to specific guarantee types that focus on climate-related projects, often used to support the issuance of green bonds.
Grants
Essentially, these are funds given without any expectation of returns. They often come from MDFIs (such as the World Bank and Asian Development Bank) and philanthropies, and are typically used to jumpstart projects.
They are usually supplemented with research and capacity development via technical assistance.
Preferably, this assistance should be provided for the entire duration of the project being funded, from the initial planning stages to ensuring that it can be operated and monitored in the long run.
Subordinated debts
A financing mechanism where the lender agrees to be repaid after other, senior creditors in case of a default.
The subordinate debt, in this context, is considered "junior" to other, senior debt, meaning it is repaid only after senior debt holders are fully paid.
Still some way to go
Blended finance can help alleviate the concerns of private investors while also allowing different types of investors with different risk appetites to work together for a common goal.
That's not to say it isn't growing; the World Bank stated that private sector investment in blended finance for climate action grew by 200% in 2023. However, more needs to be done, and time's running out -- we need to address critical areas of climate adaptation before it's too late.
Currently, many promising climate adaptation projects in Thailand (such as sustainable water infrastructure, urban resilience, and sustainable agriculture) are conceived and carried out by government officials, civil society and philanthropic organisations, or even local communities.
Yet, the barriers to improving the projects' effectiveness and scaling them up include the lack of technical skills -- especially when creating and maintaining monitoring systems to measure and report outcomes. These groups also require better financial knowledge, namely when securing loans and managing climate adaptation finances. This is a gap that can be capably filled by Thailand's well-developed and sophisticated private sector and private financial institutions, yet their involvement has been close to non-existent.
Hence, adaptation finance should be viewed as not expenses, but as worthwhile investments, as its purpose is to help avoid or reduce climate change's social and economic impacts.
The effects of climate change do not discriminate. At the end of the day, they will come for all of us.

One-stop centre opens to help tariff-hit Thai businesses
The Ministry of Commerce has opened a one-stop service centre to help Thai exporters adapt swiftly and maintain their competitiveness in the face of new tariffs imposed by the United States. The centre is designed to help both small and medium enterprises (SMEs) as well as large corporations facing challenges now that the 19% US tariff on imports from Thailand has taken effect, said Anukool Pruksanusak, a deputy government spokesman. Staff from 12 agencies have been mobilised to provide services at the centre that is located at Department of International Trade Promotion (DITP) offices on Ratchadaphisek Road in Bangkok. The centre offers a wide range of services and assistance including tariff consultation, mitigation measures, market information, cost-cutting advice and plans for expanding business opportunities, said Mr Anukool. Of the 12 participating agencies, eight are under the Ministry of Commerce: the DITP, Department of Foreign Trade, Department of Trade Negotiations, Department of Business Development, Department of Intellectual Property, Department of Internal Trade, Trade Policy and Strategy Office, and the International Institute for Trade and Development. The other four participants are the Thai Chamber of Commerce, the Central Islamic Committee of Thailand, the Customs Department and the Export-Import Bank of Thailand. Mr Anukool said the one-stop centre is part of the government's efforts to alleviate the impact of US tariffs, and more proactive measures will be rolled out to safeguard Thai exporters' competitiveness and strengthen their position in the global market. Businesspeople can walk in for face-to-face consultations on weekdays, with weekend openings under consideration, he said, adding that services are also available via the Export Hotline 1169, or 02-513-1909.

Samui Property Market Diversifies with Condo and Villa Boom
Koh Samui, Thailand, August 13, 2025 - Koh Samui's residential property market is undergoing a significant transformation, marked by rapid expansion, diversified offerings, and intensifying competition in the rental sector. According to the newly released 2025 Samui Property Market Update by C9 Hotelworks, the island's property market—valued at THB30.3 billion—is transitioning from its traditional villa-centric model toward higher-density developments, especially condominiums, while adapting to evolving investment trends and rising international interest. Booming Supply Reshapes Market Dynamics A defining trend of Samui's current market is the sharp increase in the supply of independent villa rentals, which grew by 34% year-on-year as of January 2025. This influx of inventory has sparked price competition, pushing down average nightly rental rates by 11% year-on-year in Q1 2025 to THB13,012. However, despite these softer rates, occupancy rose by 5.7 percentage points to 71.5%, indicating resilient demand driven by the island's continued appeal among travellers seeking luxury and privacy. 'What sets Samui apart is its fundamentally strong hotel and property market,' says Bill Barnett, Managing Director of C9 Hotelworks. 'Compared to other Thai resort destinations where land prices have skyrocketed, Samui's relatively low land cost provides a compelling platform for competitively priced luxury villas—many of which offer spectacular ocean views.' At the same time, Samui's residential development pipeline is seeing a clear pivot toward larger-scale, high-density resort-style condominiums. Notable among these are two upcoming projects: Anava Samui (564 units) and Wing Samui (533 units), signalling a broader diversification of the island's residential offerings beyond traditional villas. These developments cater to a growing base of lifestyle buyers and investors looking for more affordable and manageable property options. Residential Supply and Submarket Trends The primary market now consists of 2,882 units across 117 projects. A commanding 70% of this inventory is located in Bophut—a central submarket encompassing Samui Airport and the popular Chaweng Beach. Bophut is followed by Maret (15%), Mae Nam (9%), and Ang Thong (3%). Condominiums now represent 52% of the total market supply, underscoring their growing dominance in the new development landscape. Villas or landed properties account for the remaining 48%, still holding a strong position but gradually yielding ground to vertical developments. From a price standpoint, condominiums have a median sales price of THB88,500 per square meter, while landed properties average THB60,600 per square meter. For a one-bedroom condominium (40–70 sqm), the median price is approximately THB3.5 million. Two-bedroom units (80–110 sqm) fetch THB7.2 million. Villas, on the other hand, command significantly higher prices, with three-bedroom units (250–350 sqm) averaging THB14.9 million. Competitive Villa Rental Market As of 2025, Samui's villa rental market comprises 3,055 properties, mainly managed by third-party operators. These villas typically serve dual purposes: personal holiday homes and income-generating investment properties. Two- and three-bedroom villas dominate the landscape, accounting for 21% and 31% of the market respectively. Larger villas with four or more bedrooms make up 31% of the supply, catering to extended families and group travelers. The villa rental market is highly seasonal, with occupancy dipping to 38.7% in September and peaking at 76.2% in February. The average length of stay hovers between four and five nights. Though rates have declined amid rising supply, the segment continues to appeal to higher-spending tourists who prefer privacy and exclusivity. Interestingly, while the average nightly rental rate fell to THB13,012 in Q1 2025, occupancy gains suggest a volume-driven strategy is bearing fruit for many operators. This trade-off points to a maturing market where profitability hinges on operational efficiency and strategic pricing. Bophut: Boutique Villas Meet High Demand One of Koh Samui's most in-demand villa submarkets is Bophut, where interest in boutique-style residential developments continues to grow. Projects in this area offer a compelling mix of elevated design, privacy, and proximity to key attractions like Fisherman's Village. New luxury villas in Bophut are tapping into the rising appeal of wellness-focused living and contemporary tropical aesthetics, underscoring the submarket's position as a magnet for lifestyle-oriented buyers. Market Value Distribution and Configuration Geographically, 85% of Samui's market value is concentrated in Bophut, Maret, and Mae Nam. This clustering highlights both the desirability and development maturity of these submarkets. Notably, oceanfront properties make up 631 units of the total supply, while branded residences account for 550 units, reflecting a growing interest in premium, lifestyle-oriented investments. By configuration, property prices scale with size. Villas with two bedrooms (150–250 sqm) are priced around THB12.2 million, while larger four-bedroom units (400–500 sqm) can exceed THB28.9 million. For condominium buyers, affordability and lifestyle amenities continue to be key selling points, with developers targeting foreign buyers and urban Thai investors alike. Outlook and Implications for Investors Samui's evolving real estate landscape presents a nuanced picture for investors and developers. The surge in supply—both in villas and condominiums—is creating downward pressure on pricing, especially in the short-term rental segment. However, this is being partially offset by rising demand, improved occupancy, and increased flight connectivity. Moreover, the emergence of large-scale condo projects marks a pivotal shift in Samui's residential positioning, making the island more accessible to a broader range of investors and second-home buyers. This structural change, coupled with the island's premium tourist positioning, suggests that Samui's real estate market is on the cusp of entering a new phase of volume-driven, diversified growth. Developers and investors must now navigate a more competitive, dynamic market where differentiation, location, and value-added services will be critical. With the right strategic approach, Samui continues to offer attractive opportunities in both capital appreciation and rental yield. As the island's infrastructure and international connectivity continue to improve, its real estate sector is poised to remain a focal point for both lifestyle buyers and institutional investors looking to tap into Southeast Asia's resort-driven residential markets.

Association lashes online annual general meetings
Online annual general meetings (AGMs) undermine shareholder engagement, information accessibility and corporate governance, says the Thai Investors Association (TIA), noting up to 60% of Thai listed firms plan to offer virtual AGMs this year. The TIA found declining participation from both shareholders and senior executives, with no improvement in governance standards compared with the previous year. Most Thai listed companies hold their AGMs in the second quarter, following the submission of annual financial statements to the Stock Exchange of Thailand (SET). The association's representatives monitor and attend nearly every AGM, particularly those involving significant issues requiring shareholder approval. Key agenda items observed at these meetings include major corporate decisions such as capital increases, large-scale investments, mergers and acquisitions, changes in shareholding structures or management teams, and the appointment of auditors. The TIA collected long-term data that highlights a shift in the dynamics of communication among shareholders, management and board directors, finding nearly 60% of listed companies opted for online meetings, citing cost-saving benefits. However, this method has led to reduced engagement and limited the opportunity for meaningful dialogue, the association said in a statement. Around 300 companies, or 35% of the total, still hold in-person meetings, with the aim of fostering direct engagement and transparency. Some executives reportedly expressed a desire to personally connect with shareholders, likening the interaction to meeting loyal supporters. Another 51 companies, or less than 6%, used a hybrid model, offering both physical and online attendance options to maximise shareholder convenience and access. According to the TIA, a record 338 companies achieved a perfect governance score of 100 in the 2025 AGM assessment, up from 287 in 2024 and 231 in 2023. Four companies -- O.C.C. (OCC), People's Garment (PG), Dhipaya Group Holdings (TIPH) and Thitikorn (TK) -- have maintained perfect scores for 18 consecutive years. The number of shareholders attending AGMs dropped to 132,514, down 17% from 161,176 last year. This represents less than 2% of Thailand's nearly 8 million retail investors, compared with around 5% before the pandemic. Meanwhile, executive absenteeism remains a persistent issue. In 2025, 29 companies were noted for the absence of their board chairman, 15 lacked the chair of the audit committee, four were without chief executives, nine without chief financial officers and three did not have external auditors present at the meeting. "The TIA is concerned over corporate governance shortcomings that continue to trigger 'vote no' campaigns," noted the association. "While online AGMs and extraordinary general meetings offer logistical convenience for global access, the format has failed to drive greater shareholder or executive participation. In fact, it may have contributed to disengagement across all groups involved."
