Skill Ministry forms steering committee for ITI upgradation scheme
The NSC will be chaired by the Skill Secretary Rajit Punhani and will have representation from various central ministries, including education, heavy industries, commerce and industry, and labour, among others. It will also include representatives from private companies such as Bajaj Auto, ITC Limited, Hindustan Aeronautics, and Hero MotoCorp, along with state representatives.
The NSC will issue scheme guidelines, provide broad policy directions, and reallocate funds across components within the overall scheme allocation, as well as modify minor components not envisaged (in line with the broad concept of the scheme) but required for the successful implementation of the scheme.
Additionally, it will facilitate alignment between central, state, and cluster-level entities, review states' recommendations, and provide final approval for the selected bids. It will also oversee the NSTI transformation component of the scheme, including the planned sector-specific CoEs and global partnerships.
Earlier this week, Skill Development Minister Jayant Chaudhary stated that states have been asked to identify ITIs and submit bids for the policy using a challenge method.
'We want to move beyond funding. We want the industry to shape the curriculum, certification, and training standards. This is how we create employable youth and make ITIs future-ready,' said Chaudhary while speaking to reporters.
To improve skilling infrastructure in India, the Union Cabinet in May approved a new Rs 60,000 crore ITI upgradation scheme, focusing on 1,000 government ITIs in a hub-and-spoke arrangement with industry-aligned revamped trades, targeting over 2 million youth.
This scheme, announced in the Union Budget 2024-25, will run for five years, with the Centre contributing Rs 30,000 crore and states contributing Rs 20,000 crore. The remaining amount will be provided by industry as corporate social responsibility (CSR).
Meanwhile, with a special emphasis on creating a skilled workforce for the manufacturing sector, the Cabinet has also approved the setting up of five CoEs in the existing five National Skill Training Institutes (NSTIs) in Bhubaneswar, Chennai, Hyderabad, Kanpur, and Ludhiana.
The first NSTI opened in 1963, and there are currently 33 such institutes in the country. The primary focus of NSTIs is on training trainers. These institutions are responsible for training instructors in the techniques of transferring hands-on skills and training methodology.

Loan sheme for disabled re-launched in RR district
Rangareddy: Witha view to provide yet another opportunity for the disabled people to avail loan facility under Employment and Rehabilitation Scheme, the Rangareddy district administration has invited online applications from interested candidates in the district. It is said that different disabled organisations made multiple representations demanding re-launching of the scheme with an increased number of units to benefit more number of disabled people. It is against this background that the government has come up with a decision to re-launch the scheme with more units to facilitate the disabled people who missed the opportunity of availing the loan scheme in the last leg. According to the officials, the process of receiving online applications has begun from July 14, and will continue till July 31. This time, the officials said, 41 units of loan up to Rs 50,000 and one unit of Rs 3 lakh has been approved by the government. 'These bills not only show the subsidy granted by the government to help manage inflation but also the actual cost of each PDS commodity. The actual cost includes both procurement and transportation costs of the product. This brings greater transparency into the system,' said an official from the food department. Through the PDS, about 20,000 metric tonnes of tur dal and 20,000 kilolitres of cooking oil enter the commodity market monthly at subsidised prices, helping to keep inflation in check, added the official. Fair price shops sell tur dal at Rs 30 per kg and cooking oil at Rs 25 per litre, whereas in the open market, tur dal costs between Rs 130 and Rs 150 per kg, and palmolein oil is priced at Rs 150 to Rs 155 per litre. 'Even when the price of tur dal soared to Rs 180 to Rs 200 per kg in the open market last year, the government did not raise the selling price at ration shops,' the official explained. The state government has earmarked Rs 4,800 crore annually for supplying tur dal and palmolein oil alone, out of the total budget of Rs 13,000 crore for the Food department for 2025-26. According to a press release issued by the Cooperation department last week, 28,736 out of 35,001 fair ration shops have completed the integration of weighing scales and PoS machines, helping to prevent any malpractice during the distribution of commodities. The PoS machines generate a bill for every transaction once it is completed. The allocation of rice and wheat for 1.01 crore priority household (PHH) ration cards under the National Food Security Act (NFSA) is funded by the union government. However, the supply of other commodities, including tur dal, sugar, cooking oil, and rice/wheat for NPHH cards, is funded by the state government. The subsidy for each of TN's 18 lakh Antyodaya Anna Yojana cardholders receiving 35 kg of rice under the NFSA is estimated to reach around Rs 500 per month, which includes Rs 280 provided by the centre. Following the centre's insistence, bills for items under the NFSA were issued in just a few locations about a year ago.
