Debt-ridden Himachal turns to lottery to make a quick buck
Kullu: Cash-strapped Himachal Pradesh is trying its luck with lottery to turn its fortunes. The cabinet has allowed lottery operations that were shut down in 1999. Burdened by a Rs 1 lakh-crore debt, it hopes to make a modest Rs 50 to Rs 100 crore annually from sale of lottery tickets. The decision to reintroduce lottery in the mountain state after over a quarter century was taken in a cabinet meeting on July 31. The recommendation came from a cabinet sub-committee set up to give suggestions to boost state revenue. It seems to be inspired by other states that run lotteries. Neighbouring Punjab earned Rs 235 crore through sale of lottery tickets during the 2024-25 fiscal, while the tiny state of Sikkim made Rs 30 crore during the same period. Kerala tops the list — the southern state earned a jaw-dropping Rs 13,582 crore last financial year. Himachal, which is finding it difficult to meet the expenses of rebuilding the damage caused by this year's landslides and flash floods, hopes to mop up some much-needed funds this way. "Many states earn through lotteries. You will be surprised to know how much Kerala earns. Himachal Pradesh govt has decided to restart the lottery system in the state after a recommendation was made by a Cabinet sub-committee," said industries minister Harshwardhan Chauhan. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like NRIs Living In Greece Are Eligible For INR 2 Lakh Monthly Pension. Invest 18K/Month Get Offer Undo "We will follow the tender process to run the lotteries in Himachal Pradesh just as other states do," added Chauhan. The decision to reintroduce lotteries in Himachal has come at a time when the state's debt stands at a back-breaking Rs 1,04,729 crore, and the per capita debt has reached Rs 1.17 lakh per head, the second highest after Arunachal Pradesh. To make the financial situation even worse, the revenue deficit grant (RDF), financial assistance from the Centre, has come down from Rs 6,258 crore in 2024 to Rs 3,257 crore in 2025, and the GST compensation has been stopped by the Union govt. Govt is expected to introduce the bill on lotteries in the monsoon session of assembly, beginning Aug 18. Himachal Pradesh had banned lotteries, both state-run and from outside the state, in 1999 under Sections 7, 8 & 9 of the Lotteries (Regulation) Act, 1998, during the tenure of chief minister Prem Kumar Dhumal. The lottery decision has not gone down well with opposition BJP. Former CM and Leader of Opposition Jai Ram Thakur criticised the move, saying: "Lotteries were prohibited because they ruined families, homes were auctioned, and people were driven to suicide." Lotteries are legal in 13 states — Punjab, Kerala, Madhya Pradesh, Maharashtra, Goa, West Bengal, Mizoram, Nagaland, Sikkim, Manipur, Arunachal Pradesh, Meghalaya, and Assam. MSID:: 123044952 413 |

Govt to invite financial bids for IDBI stake sale by December: DIPAM Secretary
The government is working towards inviting financial bids for strategic stake sale in IDBI Bank by December with interested buyers having completed due diligence and data room norms, Arunish Chawla, Secretary, Department of Investment and Public Asset Management (DIPAM) said on Friday. The successful bidder will be announced by March 2026, he added. The long-pending stake sale process of IDBI Bank will be closely eyed as the government kickstarts the disinvestment process for the bank after being in the works for close to three years. 'Due diligence and data room protocols have been completed for all the interested parties. Also, formal consultations have been completed with qualified interested parties. We hope to invite financial bids in the third quarter of this financial year,' Chawla said, adding that once the financial bids come in and a successful bidder is selected, it will be sent to the Reserve Bank of India (RBI) for final 'fit and proper' clearance. The prospective buyer of IDBI Bank has already been granted security clearance by the Ministry of Home Affairs (MHA) and cleared fit and proper evaluation by the RBI. Along with the Life Insurance Corporation (LIC), the government had in October 2022, invited expression of interest (EoI) from investors for privatising IDBI Bank by selling a total of 60.72 per cent stake. This includes a 30.48 per cent stake of the Government of India and 30.24 per cent of LIC. In January 2023, it received multiple EoIs for IDBI Bank. On Friday, shares of IDBI Bank ended at Rs 90.17 on Friday, down 2.68 per cent from the previous close on the BSE. What are Centre's plans for LIC divestment? For the other major pending disinvestment proposal for LIC which also has been in the pipeline, Chawla said the government has appointed merchant bankers and legal advisors for minority stake sale in LIC, and other public sector financial institutions. 'As far as LIC is concerned, we have completed the RFP (request for proposal) process. The process for appointment of merchant bankers and legal advisors has been completed,' Chawla said. Earlier this year, in February, DIPAM had invited bids from merchant bankers and legal firms to assist the government in divesting its stake in public sector banks and listed financial institutions. As per the two RFPs (request for proposal) floated by DIPAM, the merchant bankers and legal advisors would be empanelled for a period of three years, which could be extended by one more year. 'Individual transactions can happen anytime over the next 3 years,' Chawla said. The government currently holds 96.5 per cent stake in LIC. It had sold 3.5 per cent through an initial public offering in May 2022 at a price band of Rs 902-949 a share that yielded around Rs 21,000 crore. The government needs to offload another 6.5 per cent stake in the public sector life insurer to meet the mandated 10 per cent public shareholding requirement by May 16, 2027. Banks and financial institutions need to meet the minimum 25 per cent public shareholding norm as mandated by the market regulator Sebi. Five PSU banks are yet to meet the minimum public shareholding norm. The government has set August 1, 2026 as the deadline for such non-compliant entities to reduce government holding and meet public float norms. VMC probe into inflated fire dept purchases delayed
Vadodara: The Vadodara Municipal Corporation (VMC) has formed a four-member preliminary inquiry committee to investigate alleged irregularities in the procurement of safety, rescue, and other equipment for the fire department. While the panel was initially expected to submit its report this week, officials said it may take more time. The civic body initiated the inquiry after reports surfaced about highly inflated rates for several items procured earlier this year from a Surat-based agency, for which the VMC had already made payments of Rs 3.81 crore. The purchases included 24 items ranging from emergency whistles and water bottles to inflatable rubber rescue boats and motors for such boats. The purchase order, issued in April, mentioned unusually high prices for several items such as whistles, water bottles, mosquito nets, and pocket knives. The glaring price discrepancies prompted the civic body to launch an internal inquiry. Sources said a third party managed the procurement, and the bills were reviewed by the audit department before payment was cleared. However, despite these checks, no clarifications were sought on the inflated rates. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like NRIs Living In Portugal Are Eligible For INR 2 Lakh Monthly Pension.
