Prime Minister's Award for Excellence in Public Administration
2024 in the "
Holistic Development of Districts
" category on Monday.
Paul, a 2018-batch IAS officer, received the award from the PM during a ceremony held at Vigyan Bhawan in New Delhi, achieving a milestone as the first DC from Tinsukia district to receive the recognition.
The award acknowledges his exceptional contributions to the district's integrated development through the successful implementation of key
central schemes
, including Har Ghar Jal, PM Awas Yojana, Ayushman Bharat and PM Surya Ghar Muft Bijli Yojana, among others.
Under Paul's leadership, Tinsukia witnessed transformative progress in infrastructure, healthcare, women's welfare and rural electrification. His initiatives under Mission Indradhanush and Poshan 2.0 significantly improved vaccination and nutrition levels, while PM SVANidhi and Kisan Credit Card schemes boosted livelihoods.
"This award is a recognition of the collective efforts of my team and the people of Tinsukia. Our focus has always been on inclusive growth, ensuring no one is left behind in the journey of development," Paul said.

Centre appoints Vikram Singh Malik, Arpitha S as Deputy Secretaries in I&B ministry
Synopsis The central government has appointed Vikram Singh Malik and Arpitha S as deputy secretaries in the Ministry of Information and Broadcasting. Malik, an IAS officer, will serve a four-year term. Arpitha, an IRS officer, will join the Digital Media wing, also for four years. Both appointments were formalized by the Department of Personnel and Training. ANI I-B Ministry The Centre on Tuesday appointed two bureaucrats as deputy secretaries in the Ministry of Information and Broadcasting (MIB) through the Central Staffing Scheme. The appointments were formalised through office memorandums issued by the Department of Personnel and Training (DoPT). Vikram Singh Malik, a 2012-batch AGMUT cadre IAS officer, has been appointed as Deputy Secretary in MIB for a standard four-year tenure. The Ministry of Home Affairs had recommended Malik for central deputation. In a parallel appointment, the government has named 2015-batch IRS officer Arpitha S as Deputy Secretary in MIB's Digital Media wing, also for a four-year term. The Department of Revenue had recommended Arpitha for central deputation The DoPT has directed both officers' parent departments to relieve them immediately, with the standard stipulation that they must assume charge within three weeks of the order date. Failure to comply would invoke the Central Staffing Scheme's debarment provisions.

Four PCS officers promoted to IAS rank
The Union ministry of personnel on Tuesday promoted four Punjab Civil Services (PCS) officers as Indian Administrative Service (IAS) officers. These officers are Rajdeep Singh Brar, Bikramjit Singh Shergill, Harsuhinder Singh Brar and Rubinderjit Singh Brar. The promoted police officers with Punjab chief minister Bhagwant Mann. (HT) The appointments, made under the provisions of the IAS (Recruitment) Rules, 1954, and IAS (Appointment by Promotion) Regulations, 1955, will be on probation until further orders. These are subject to the outcome of pending cases before the Punjab and Haryana high court and the Central Administrative Tribunal (CAT), Chandigarh Bench. 9 PPS officers elevated to IPS At least nine Punjab Police Service (PPS) officers have also been promoted to the Indian Police Service (IPS) cadre. The list of promoted officers includes Mandhir Singh, Snehdeep Sharma, Sandeep Goel, Jasdev Singh Sidhu, Sandeep Kumar Sharma, Gurpreet Singh, Rupinder Singh, Sarabjit Singh and Harpreet Singh Jaggi. The promoted officers on Tuesday called on Punjab chief minister Bhagwant Mann, who congratulated them on their well-deserved elevation. Ramdas Bedia, a 44-year-old farmer from the Angara block, earned the honour by completing his home under the PM Awas Yojana (rural) ahead of schedule, within just four months, while the scheme's timeline allowed for 12 months. As a labourer and subsistence farmer, Bedia also benefited from MGNREGA, receiving Rs 18,000 alongside a Rs 1.2 lakh PMAY grant in March. The special invitation sparked celebrations across the village. "When I opened the letter from the President's office, I was speechless with joy. I never expected this," Bedia said. Angara BDO Jaipal Soy said, "Ramdas received Rs 1.20 lakh under PMAY-Gramin and other govt assistance.
