UAE : National Committee to Combat Human Trafficking launches Smart Referral System
This initiative coincides with the World Day Against Trafficking in Persons, observed annually on July 30, and represents a pioneering step that reflects the UAE's steadfast commitment to fighting trafficking crimes.
The announcement was made during an official ceremony held at the Ministry of Justice headquarters in Abu Dhabi, under the patronage and in the presence of Abdullah bin Sultan bin Awad Al Nuaimi, Minister of Justice and Chairman of the NCCHT.
The event was attended by members of the National Committee, representatives of diplomatic missions, and several leaders from the Ministry of Justice.
Addressing the event, the Minister of Justice emphasised that combating human trafficking is a top priority for the UAE, stemming from its humanitarian vision and commitment to relevant international agreements.
He noted that the UAE has been a pioneer in this field since 2006, when it joined the Protocol to Prevent, Suppress and Punish Trafficking in Persons, especially Women and Children, supplementing the United Nations Convention against Transnational Organised Crime.
The country also enacted national legislation to combat human trafficking and developed a comprehensive strategy to counter this crime.
The Minister announced the launch of the National Anti-Human Trafficking Plan 2025-2027, which is based on an integrated approach focused on drying up the sources of crime, prosecuting perpetrators, and ensuring they are not immune from punishment, in line with the best international standards.
The plan, he added, also emphasises a holistic protection system for victims, including care and rehabilitation, and expands cooperation with regional and international organizations and civil society.
As part of the focus on victim protection, the Minister also announced the launch of the Smart Referral System (SRS) for combating human trafficking-the first of its kind in the region-powered by artificial intelligence technologies.
This system is designed to coordinate the efforts of relevant entities and analyse data to detect crimes proactively, enhancing the efficiency and speed of response.
It allows the creation of a digital case file for each victim from the moment they are identified, with automated data entry and guidance for concerned entities on necessary procedures-whether related to shelter, investigation, or prosecution.
The system also enables precise geographic location tracking of the victim and facilitates information sharing among relevant parties, ensuring immediate coordination and comprehensive documentation of all stages of case handling.
The launch of the national referral system aligns with the objectives of the "Zero Bureaucracy" Programme, initiated by the UAE government via a unified digital platform encompassing over 11 entities. This contributes to streamlining victim protection procedures and expediting referrals.

Justice Ministry & Human Rights launches electronic lawsuit & services portal
Sana'a - Saba: The Minister of Justice and Human Rights, Judge Mujahid Ahmed, inaugurated on Sunday the electronic lawsuit and services portal, which will be implemented in newly established courts in New Sana'a, Public Funds in Sana'a Province, as well as the Endowments and Agriculture Courts in the capital. During the launch ceremony—attended by the ministry's financial affairs official, Judge Ahmed Al-Kahlani, the courts' official, Judge Ahmed Al-Jarafi, and heads of the concerned courts—the Minister of Justice described the system as a major turning point in registering and processing cases, as well as notifying involved parties, whether in civil or criminal lawsuits. He emphasized that this system marks a rapid step toward the digital transformation and automation of court operations and electronic notifications, streamlining procedures from case registration to notifying disputing parties. Judge Mujahid noted that the system, accessible via the electronic lawsuit portal ( will curb exploitation and corruption related to document copying or case file handling, as it establishes a direct link between the court and the defendant. Defendants can submit their data and responses, and if legal fees apply, they can pay them electronically through the court's revenue system. He added that these measures will be available to citizens to reduce procedural delays and address irregularities in criminal, civil, commercial, administrative, and other lawsuits. The system aligns with Article 105 of the Procedures Law, aiming to curb malicious defenses related to legal standing and ambiguous claims. It also helps eliminate corruption, organizes case files chronologically, facilitates access to case documents, enables judges and lawyers to review case details efficiently, and ensures data security with high standards of accuracy and confidentiality. Meanwhile, the financial affairs official at the Ministry of Justice and Human Rights stated that the electronic lawsuit portal saves litigants time, effort, and money, allowing them to obtain case file copies without additional fees. He described the project as the result of continuous efforts by engineers, technical and administrative staff, under the direct supervision of the ministry's leadership, as part of a broader vision to modernize the justice sector's digital infrastructure. During the launch, Osama Abdulkhaleq Sharafuddin, Director of Websites Management at the Judicial Information Center, demonstrated the lawsuit system's portal, which includes multiple pages for creating, processing, and printing lawsuits and responses, making them accessible to citizens and lawyers. The project aims to develop and promote electronic judicial services, enhance court efficiency, facilitate access to case data, and reduce transaction processing time through a unified and secure information network. This allows citizens to interact directly with the judicial system without the need for in-person attendance. This project is among the most prominent technological achievements the ministry seeks to fully realize as part of its comprehensive digital transformation plan. Ministry of Justice concludes course on skills of monitoring, inspecting work of secretaries
Sana'a - Saba: The Ministry of Justice and Human Rights concluded a five-day training course targeting 31 employees from notary offices and offices in several governorates. The course aimed to enhance their skills in monitoring and inspecting the work of notaries, in accordance with the provisions of Islamic Sharia and the Notary Law. The course covered the concepts of investigation and disciplinary accountability, as well as periodic and surprise oversight mechanisms. It also focused on the importance of self-monitoring and effective inspection to ensure integrity and achieve justice. Deputy Minister of Justice Judge Ibrahim Al-Shami emphasized the importance of the course in enhancing the efficiency of administrative staff in the courts. Director General of Notary Ahmed Al-Qablani noted that it was the first specialized course in this field and emphasized the need to adhere to legal procedures to prevent the reinstatement of violating notaries.
