Malaysia, Bahrain reaffirm ties with exchange of seven MoUs
KUALA LUMPUR: Malaysia and Bahrain today reaffirmed their longstanding friendship and commitment to enhancing cooperation through the exchange of seven memoranda of understanding (MoUs).
The ceremony was witnessed by Prime Minister Datuk Seri Anwar Ibrahim and Bahrain's Crown Prince and Prime Minister Salman Hamad Al Khalifa after their bilateral meeting on the sidelines of the 46th ASEAN Summit and Related Summits, which concluded here today.
The meeting provided an opportunity to assess the progress of bilateral relations between Malaysia and Bahrain following Anwar's visit to Manama last February.
The key areas of cooperation include investment and trade, Islamic finance and banking, defence, halal industry, semiconductors, agriculture and agri-commodities as well as connectivity, particularly in the tourism sector.
Also present were Foreign Minister Datuk Seri Mohamad Hasan, Transport Minister Anthony Loke, Higher Education Minister Datuk Seri Dr Zambry Abd Kadir and Public Service Department director-general Tan Sri Wan Ahmad Dahlan Abdul Aziz.
Among the MoUs exchanged was the Notes on the Establishment of a Political Consultation Mechanism, which institutionalises regular dialogue between the two countries' foreign ministries.
In the realm of transport and digital innovation, Malaysia received two symbolic certificates -- the Global Logistics Sea to Air Partner Certificate and the Data Sovereignty Initiative Certificate presented to Digital Minister Gobind Singh Deo.
The certificates underscore Bahrain's recognition of Malaysia's growing leadership in logistics and digital governance.
Malaysia and Bahrain also exchanged documents on Cooperation in Planning, Development and Promotion of Industrial Parks, exchanged between by Ministry of Investment, Trade and Industry and Bahrain's Finance and National Economy Ministry.
The bilateral engagement further expanded into public administration through Cooperation in Human Resource Management in the Public Sector, formalised between Malaysia's Public Service Department and Bahrain's Foreign Ministry, with a focus on knowledge-sharing and capacity-building in governance.
Other MoUs include one in higher education between Universiti Sains Malaysia and the University of Bahrain, and another between the Malaysian International Chamber of Commerce and Industry (MICCI) and the Bahrain Chamber of Commerce and Industry (BCCI), aimed at strengthening trade and investment linkages between the two countries.

KUALA LUMPUR: The High Court has rejected Prime Minister Datuk Seri Anwar Ibrahim's attempt to refer eight legal questions to the Federal Court, including whether he is immune from lawsuits. The questions were tied to a lawsuit filed by his former research assistant, Muhammed Yusoff Rawther, over an alleged sexual assault in 2018. Justice Roz Mawar Rozain ruled that the questions did not raise any substantial constitutional issues, stating that they failed to meet the threshold for referral under the Federal Constitution and the Courts of Judicature Act. Meanwhile, Anwar's lawyer Datuk Seri K. Raja Segaran told reporters after the judgement was handed down that they respectfully disagreed with the court's judgement and would file an immediate appeal to the Court of Appeal. In her judgement earlier, Justice Roz Mawar said none of the Articles of the Federal Constitution cited by Anwar's legal team gave rise to any real, substantial or justiciable question of constitutional law requiring determination by the Federal Court under Article 128(2) of the FC or Section 84 of the Courts of Judicature Act 1964. 'From a judicial perspective, the proposed questions do not appear to meet the threshold of genuine constitutional controversy,' she said, Bernama reported. Anwar filed the application on May 23, seeking the High Court, which is hearing the suit, to refer the legal questions to the apex court. The questions include whether, under Articles 39, 40 and 43 of the Federal Constitution, a sitting prime minister enjoys limited immunity from lawsuits involving allegations of personal conduct that occurred before his appointment. In her brief grounds, Justice Roz Mawar said the questions are speculative, not needed for the disposal of the case, and do not concern the interpretation or validity of any constitutional provision. Regarding the question of immunity, she said Articles 39, 40, and 43 on Executive Authority, which Anwar applied to refer to, are structural provisions that allocate executive powers but do not confer personal immunity. 'No express or implied protection against civil liability exists. Constitutional silence on immunity must be interpreted in favour of equal legal accountability. 'The articles cited by the defendant's legal team are inoperative in the context of his application for constitutional reference,' she said. The judge also ruled as flawed the defendant's contention that allowing the civil suit to go on may undermine the Prime Minister's ability to discharge executive functions. She explained that this was because no immunity is implied in Article 43, as the provision deals solely with tenure and does not prescribe or imply immunity from judicial proceedings. The judge also said there was no clause in Article 43 which shields a sitting prime minister from accountability in respect of private acts committed prior to assuming office. 'One, no immunity is implied in Article 43; the provision deals solely with appointments and tenure and does not prescribe or imply immunity from judicial proceedings,' she said. Justice Roz Mawar said Anwar had also affirmed readiness to proceed with the trial, and there was no evidence that the suit would impair his ability to perform constitutional duties. She said the court finds no special circumstances warranting a stay of proceedings. The court also dismissed Anwar's application to stay the hearing of the suit and ordered the trial to commence on June 16 as fixed earlier. She then ordered Anwar to pay RM20,000 in costs to Muhammed Yusoff. Apart from Raja Segaran, lawyers Datuk Megat Abdul Munir Megat Abdullah Rafaie and Alan Wong Teck Wei represented Anwar, while lawyers Muhammad Rafique Rashid Ali, Nurmustanir Md Nor and Muhammad Amirul Ar-Rasyid Azman acted for Muhammed Yusoff. Muhammed Yusoff filed the suit on July 14, 2021, and Anwar, in his defence, contended that the former had lied under oath to authorities regarding the alleged sexual assault incident. The PKR president, who filed a counterclaim on Sept 28, 2021, alleged that Muhammed Yusoff had fabricated the story about the sexual assault to tarnish his political career and prevent him from becoming prime minister.

M'sia, Guinea-Bissau deepen ties

The Prime Minister stated that the strengthening relationship between the two nations represents a pivotal shift in Malaysia's strategy towards Africa. 'It is clear that Guinea-Bissau will be a key country to leverage our positive momentum in West Africa and potentially into the broader African continent,' he said at a joint press conference with visiting Guinea-Bissau President Umaro Sissoco Embalo yesterday. Anwar said he has encouraged Malaysian corporations, including PETRONAS and FGV Holdings, to explore potential ventures in Guinea-Bissau. 'Hopefully, PETRONAS, FGV and others will explore potential opportunities not only in Guinea-Bissau but also for it to be a base to expand further into Africa and beyond,' he added. While acknowledging that past ties had been low-key, the Prime Minister said the renewed engagement reflects a shared ambition to forge stronger ties in diverse sectors such as the halal industry, Islamic finance, energy and capacity building. Guinea-Bissau wants to be Malaysia's key partner in Africa, just as Malaysia can be our key partner not only in Asia but globally,' he added. Embalo is undertaking a three-day official visit to Malaysia, marking the first-ever visit by a head of state from Guinea-Bissau. Earlier, Embalo was accorded an official welcome ceremony at the Perdana Putra Complex, where he inspected a guard of honour mounted by three officers and 103 members of the First Battalion of the Royal Malay Regiment (ceremonial), led by Major Mohamad Waqiyudin Abd Rahman. Also present were Deputy Prime Minister Datuk Seri Fadillah Yusof, Cabinet Ministers, senior government officials and diplomats. Following the ceremonial protocols, Embalo signed the guest book before proceeding to a bilateral meeting with Anwar. Malaysia and Guinea-Bissau established diplomatic relations in November 1974. In 2024, Malaysia's total trade with Guinea-Bissau amounted to RM4.1mil, with exports to Guinea-Bissau valued at RM4.04mil and imports at RM0.06mil.

PM Anwar proposes strategic housing development near public transport
PETALING JAYA: Prime Minister Datuk Seri Anwar Ibrahim has proposed that new people's housing projects be developed on or near public transport stations, as a move to encourage more comprehensive use of the public transport system. Anwar said that such a housing development concept would not only provide more strategic residences for low-income groups but also pave the way for a more sustainable and organised urban lifestyle. 'There are proposals to develop housing directly on top of public transport stations, but this requires certain amendments (to laws) and is currently being worked on. 'An example is the Kota MADANI project, where I emphasised comprehensive and centralised basic amenities for the welfare of the people, including vertical development,' he said. The Prime Minister was speaking at the Malaysia MADANI Scholars' Forum (FIM) Series 6 at Menara Prasarana here, tonight.
