Mobile PKD programmes to bridge gaps in S'wak's rural services, says deputy minister

KOTA SAMARAHAN (May 3): The Mobile Rural Community Centre (PKD) programmes will complement the existing permanent Rural Transformation Centres (RTC) in Sarawak, said Deputy Minister of Rural and Regional Development. Datuk Rubiah Wang.
Having explained that RTCs have now been rebranded as PKDs, she said that as of now there are no plans to increase the number of permanent PKD centres in the state.
However, she assured that the six existing PKDs will be upgraded with enhanced facilities, functioning not only as service hubs but also as internet centres and training grounds for the local community.
'Currently, there are only six PKDs in Sarawak due to constraints such as land availability and logistical challenges.
'Instead of establishing new centres, we are focusing on strengthening mobile PKD services,' she told a press conference after officiating at the two-day Mobile PKD programme here today.
Rubiah noted that PKDs now serve as multi-service stops, equipped with computer systems and high-speed internet connectivity to support local entrepreneurs in marketing their products.
She emphasised that PKDs are being further empowered with advanced information and communication technology capabilities.
'The goal is to ensure PKDs function more effectively, not only as service hubs but also as internet centres and training facilities for the surrounding communities,' she added.
Adding on, she said the Mobile PKD programme will continue its rollout in Sarawak, with upcoming events scheduled in Batang Lupar and Saratok.
Nationwide, the ministry plans to conduct six PKD Mobile series this year, with two in Sarawak, two in Sabah, and two in Peninsular Malaysia, she added.
According to Rubiah, the PKD Mobile initiative was introduced to reinforce the government's commitment to ensuring that no rural community is left behind in receiving the benefits of development and government services.
Speaking at the event earlier, Rubiah said the implementation of PKD and Mobile PKD plays a crucial role in empowering rural communities across the country.
She said during the 12th Malaysia Plan (12MP), from 2021 to 2024, a total of 23,714 PKD programmes were carried out and benefitted more than 648,000 rural residents.
She explained that PKD serves five key areas: skills training, women's empowerment, economic activities, volunteerism, and the delivery of government services, as well as acting as a hub for rural entrepreneurs to gather and showcase their products.
'Although Sarawak has only six physical PKDs, their presence remains significant. However, due to the vast geographical landscape, access to these services remains a challenge.
'Therefore, to ensure that services for rural residents are more comprehensive and inclusive, the Mobile PKD programme, introduced in 2023, serves as a platform for the ministry to engage with rural communities in a closer and more effective manner,' said Rubiah. He said the new airport will be a central component of the proposed aerotropolis and will be designed with modern and green architectural principles. 'We also discussed the development of an aerotropolis in Sarawak, which will include the new Kuching International Airport. 'The new airport will embody modern, green architectural principles and be equipped with cutting-edge systems to ensure a seamless passenger journey, from check-in to boarding,' he said during his winding-up speech at the Sarawak Legislative Assembly sitting here today. The new airport is expected to accommodate more than 15 million passengers annually and will feature an integrated terminal layout to optimise efficiency and collaboration across the aviation industry. 'This facility will serve as an integrated aviation hub, where all terminals and support buildings are seamlessly interconnected. This cohesive layout will enhance operational efficiency and foster stronger synergies across the entire aviation industry ecosystem,' he added. Abang Johari said the state government will establish a Sarawak-Airbus Joint Task Force to draw up a roadmap for the development of Sarawak's aerospace industry. He disclosed that during a recent working visit to Toulouse, France, he met with Airbus officials and visited the company's headquarters along with ATR as part of the preparation to position Sarawak as an aerospace hub. 'Airbus expressed strong support for Sarawak's ambitions, as they proposed the Airbus-Sarawak Kenyalang Strategic Partnership Avenues, covering six key areas,' he said. These include pathways towards Sustainable Aviation Fuel production, human capital development, industrial ecosystem development, the Digital Airline Journey, an Airbus consulting project for AirBorneo, and airspace operations. In addition, Abang Johari said infrastructure planning in Sarawak will also benefit from international benchmarking, citing a visit to Abu Dhabi where he observed the integration of sea and air ports. 'By learning from global models like Abu Dhabi, whose ports connect seamlessly with international locations across the Middle East, Europe, Africa, and Asia, we can better design Sarawak's global linkages and domestic connectivity,' he said. He also announced that a Memorandum of Understanding (MoU) between Abu Dhabi Ports Group and Bintulu Port Holdings Berhad was signed during the visit to foster long-term cooperation in port infrastructure and maritime logistics development. Abang Johari gave assurance that the development of the new international airport and deep seaport in Kuching would involve private sector investments. 'There has been expression of interest by the private sector, local multi-national and international corporations to spearhead the projects,' he said. Sarawak appoints Dutch consultants for new Kuching Int'l Airport feasibility study

Sarawak Transport Minister Datuk Seri Lee Kim Shin said the Netherlands-based international consultant will partner local company, Jurutera Jasa (Sarawak) Sdn Bhd, to carry out the study, which is scheduled to be completed by February next year. 'This strategic collaboration brings together world-class international expertise and vital local knowledge to ensure a comprehensive and high-quality study. It will be a thorough assessment,' he said at a press conference during the State Assembly sitting here today. Lee said the consultant will conduct a comprehensive feasibility study, which includes assessing and verifying potential airport sites based on technical, operational, environmental, and strategic criteria. This will be followed by a detailed analysis of the preferred site to determine its long-term viability and sustainability. Lee also said his ministry expects the airport development to be completed within five to six years after the feasibility report is finalised. 'The report will also include a financial model, so the development does not need to be fully funded by the state government. We are open to other investors, including public-private partnerships,' he said. He said NACO was selected after a thorough evaluation of its technical qualifications, financial proposals and relevant experience to ensure the consultant can meet Sarawak's strategic aviation development goals. Earlier, when winding up the debate for his ministry, Lee said the joint venture has marked a significant milestone in the early planning phase of the airport. 'Under the 13th Malaysia Plan, the next phase will focus on creating a detailed aerotropolis master plan and airport design, covering terminal capacity, runways, facilities, and transport connectivity to support future growth in passenger and cargo traffic. Govt allocates RM360mil to boost rural entrepreneurs
ALOR STAR: The Rural and Regional Development Ministry has allocated RM360.36 million this year to implement 77 rural entrepreneurship programmes nationwide, targeting 27,300 beneficiaries. Deputy Rural and Regional Development Minister Datuk Rubiah Wang said the allocation would be channelled to 10 agencies under the ministry, including the Kedah Regional Development Authority (Keda). "Of the total, Keda is receiving RM4.4 million to run six components under its entrepreneurship development programme across Kedah. "These include incentives to enhance skilled entrepreneurs, padi field development, rural agriculture projects, and training in skills and organisational management. "Our aim is not just to produce new entrepreneurs, but also to support their growth through knowledge-sharing, market access and physical facilities such as business premises," she told a press conference at the Keda Entrepreneurs Gathering 2025 here today. Also present was Keda chairman Datuk Seri Jamil Khir. Rubiah said since its establishment in 1981, Keda had received RM2.3 billion for comprehensive development efforts across Kedah, covering infrastructure, the economy, human capital and agriculture. Among its achievements are the construction of 262km of rural roads, the development of 62 new housing settlements, and the provision of 492 business lots to support local entrepreneurs. "In terms of human capital, Keda has trained over 34,000 participants through 891 short-term courses. Keda College, established in 1989, has produced over 8,400 graduates, with an employability rate of 96.7 per cent. "Keda does not operate in isolation. We encourage collaboration between ministry agencies to fast-track development efforts. Our goal is not only to produce entrepreneurs, but to shape them into sustainable industry players ready to compete globally," she said. Rubiah also highlighted key challenges faced by rural entrepreneurs, including a lack of capital, proper business premises, market networks and technical know-how. These, she said, must be tackled holistically by the government and relevant agencies. She expressed hope that Keda's 44th anniversary celebration would spark a new wave of growth in the rural entrepreneurship ecosystem, creating more economic and employment opportunities for the people of Kedah. The event also marked the debut of the Keda Entrepreneur Awards 2025, in conjunction with the agency's anniversary, to honour outstanding entrepreneurs nurtured under its programmes.
