New Delhi: Prime Minister Narendra Modi ought to stop the 'extrajudicial killings' taking place as part of anti-Maoist operations, and the state must respond to the insurgents' call for talks and deal with those Maoists reportedly in security forces' custody in line with the rule of law, five Left parties said on Monday (June 9).
In an open letter to the prime minister, the Communist Party of India (CPI), the CPI (Maoist), the CPI (Marxist-Leninist) Liberation, the Revolutionary Socialist Party and the All-India Forward Bloc also urged a stop to the 'militaristic approach that treats the Adivasis' in Chhattisgarh 'with unmitigated hostility'.
They called on Modi to 'put an immediate halt to the extra-judicial killings in the region around Chhattisgarh in the name of Operation Kagar'.
Referring to reports that a number of Maoists were in security forces' custody, the five parties demanded that they 'be produced in court and dealt with as per the rule of law'.
Some rights organisations have alleged that seven of ten rebels captured from Chhattisgarh were killed following torture over the last week. An official of the state administration denied the allegations.
Meanwhile, the rights of the region's Adivasis 'are being systematically violated and the forests and minerals of Chhattisgarh are being subjected to indiscriminate corporate exploitation', Monday's open letter said, echoing allegations from some quarters that the militarisation of the area is a front behind which its mineral resources can be tapped into at tribal locals' expense.
The Union and Chhattisgarh governments have rebuffed the Maoists' call for talks, it said, adding that the state 'should not … celebrate the taking of human lives against the spirit of the law of the land and principles of democratic governance'.
'We reiterate the appeal' by various people and political parties to respond to the insurgents' call and 'urge upon you to stop the extra-judicial killings and violence with immediate effect and order an impartial judicial enquiry,' said the letter, the full text of which is appended below.
The Union home ministry said last month that security forces killed 197 'hardcore' Maoists as part of its operations this year.

We, on behalf of the five Left parties of the country, Communist Party of India (CPI), Communist Party of India (Marxist) CPI(M), Communist Party of India (Marxist Leninist) Liberation, Revolutionary Socialist Party (RSP) and All India Forward Bloc (AIFB), write to you to put an immediate halt to the extra-judicial killings in the region around Chhattisgarh in the name of Operation Kagar. There are reports that several senior Maoist leaders are currently in the custody of the security forces. We demand that they should all be produced in court and dealt with as per the rule of law.
The Adivasis in the region have long been complaining about the militarisation of the region which has completely disrupted normal life. The Adivasi rights enshrined in the Fifth Schedule of the Constitution are being systematically violated and the forests and minerals of Chhattisgarh are being subjected to indiscriminate corporate exploitation with disastrous implications for environmental stability and livelihood of the local people. We urge upon you to stop this militaristic approach that treats the Adivasis with unmitigated hostility.
This hostility is being seen even after death, with the government refusing to hand over dead bodies to their families, denying them their right to give a dignified farewell to their family members.
The Maoists have repeatedly urged the government to consider their appeal for dialogue. Unfortunately, the union government and the BJP-led Chhattisgarh state government have chosen not to pursue a solution through talks. Instead, they are following an inhuman policy of killings and annihilation.
The statements made by the union Home minister, reiterating the deadline and the Chhattisgarh Chief Minister's assertion that there is no need for talks, reflect a mindset unwilling to resolve issues through dialogue. The government should not be intransigent and celebrate the taking of human lives against the spirit of the law of the land and principles of democratic governance.
Many concerned citizens and political parties, in spite of having differing views, have already appealed to the government to respond to the Maoist declaration of unilateral ceasefire and initiate a dialogue to resolve all issues. We reiterate the appeal and urge upon you to stop the extra-judicial killings and violence with immediate effect and order an impartial judicial enquiry.

Talking about Jharkhand, tribals are demanding the Sarna code but the Centre continues to ignore them. The state assembly had unanimously passed a resolution in favour of the code, but Modi govt continues to block it. Union Power Minister Manohar Lal said Tuesday that India will plan more water storage for hydro projects in J&K that are still in the initial stages, but no changes will be made for projects already in the pipeline. At a media briefing, the Minister said, 'Where Indus Waters Treaty is concerned, no changes will be made for projects that are in the pipeline, because the technical details have been finalised. There are some projects that are in the initial stages, for which we can plan more water storage and electricity generation.' Following the Pahalgam terror attack on April 22, the government put in abeyance the Indus Waters Treaty with Pakistan, which restricts hydroelectric projects in the Indus river basin from including any significant water storage capacity. Now, the government is likely to increase storage capacity for new projects. Currently, there are four hydro projects in J&K that have been concurred by the Central Electricity Authority (CEA), the country's apex power planning body, but are yet to be taken up for construction. These include New Ganderbal (93 MW) on the Sindh Nallah, Kirthai-II (930 MW) and Sawalkot (1,856 MW) on the Chenab, and Uri-I Stage-II (240 MW) on the Jhelum. As of April, all these projects are planned as run-of-the-river, with three including limited pondage capacity. The CEA is also exploring the Bursar storage-based hydro project (800 MW) on the Marusudar river, a tributary of the Chenab, which is currently under the survey and investigation (S&I) stage. Two more run-of-the-river projects – Dulhasti Stage-II (260 MW) and Kirthai I (390 MW) – are also under examination. According to the CEA, J&K has a balance potential of nine more hydro projects, with a cumulative capacity of 1,088 MW. Out of these, two are planned with storage – Gangbal (48 MW) and Wardwan Bursar (255 MW) – and the remaining are all run-of-the-river projects. Earlier, The Indian Express had reported that the Centre was looking to fast-track four hydroelectric projects on the Chenab – Pakal Dul (1,000 MW), Ratle (850 MW), Kiru (624 MW), and Kwar (540 MW). Pakal Dul is the first storage-based hydro project being built in J&K. Once completed, it will have a live storage capacity of nearly 109 million cubic metres (mcm) and is expected to be commissioned by September 2026, according to the CEA. At the briefing, Manohar Lal also said the country's power sector faced cyberattacks in 'large numbers' during Operation Sindoor, all of which were countered by installed firewalls. 'During Operation Sindoor, (power sector) systems were attacked in large numbers. However, we countered each attack, hence there were no losses.' Power Secretary Pankaj Agarwal said heavy malicious traffic was detected and addressed by firewalls. The Minister said, 'Cybersecurity is being strengthened for all projects, be it generation, transmission or distribution. Nagpur: Maharashtra Congress president Harshwardhan Sapkal said the term "Urban Naxal" is one conjured up by BJP as part of its propaganda and added there is "no such thing as Urban Naxal". During last year's polls, chief minister Devendra Fadnavis had alleged that Congress neta Rahul Gandhi is surrounded by Urban Naxals. Talking to TOI, Sapkal said, "Who is an Urban Naxal? Do they carry weapons like Maoists? The truth is no such thing exists. BJP conjures up such buzzwords only to gain electoral traction. Sapkal warned this failure to fulfil promises could have significant repercussions for the BJP-led Mahayuti in upcoming elections, including local body polls and major elections in 2029. "Instead of Ladki Bahin, we now have angry bahins. Our sisters have been fooled by BJP-led Mahayuti," he remarked, highlighting the growing discontent among women who feel let down by the govt's unfulfilled promises. In addition to the Ladki Bahin scheme, Sapkal criticised the govt's handling of the agricultural sector, particularly in providing relief to farmers affected by unseasonal rains. "Many farmers are still facing financial distress. It is very sad," he said, emphasising the need for immediate action to support those who lost their crops and struggling to make ends meet. Sapkal said there is growing unrest in the public because of corruption in Mahayuti. "Many public projects are being announced without any logic. It seems infrastructure projects are more for the benefit of contractors rather than the people, who have now seen through this facade," said Sapkal.
