Contribute now New Delhi: Prime Minister Narendra Modi ought to stop the 'extrajudicial killings' taking place as part of anti-Maoist operations, and the state must respond to the insurgents' call for talks and deal with those Maoists reportedly in security forces' custody in line with the rule of law, five Left parties said on Monday (June 9). In an open letter to the prime minister, the Communist Party of India (CPI), the CPI (Maoist), the CPI (Marxist-Leninist) Liberation, the Revolutionary Socialist Party and the All-India Forward Bloc also urged a stop to the 'militaristic approach that treats the Adivasis' in Chhattisgarh 'with unmitigated hostility'. They called on Modi to 'put an immediate halt to the extra-judicial killings in the region around Chhattisgarh in the name of Operation Kagar'. Referring to reports that a number of Maoists were in security forces' custody, the five parties demanded that they 'be produced in court and dealt with as per the rule of law'. Some rights organisations have alleged that seven of ten rebels captured from Chhattisgarh were killed following torture over the last week. An official of the state administration denied the allegations. Meanwhile, the rights of the region's Adivasis 'are being systematically violated and the forests and minerals of Chhattisgarh are being subjected to indiscriminate corporate exploitation', Monday's open letter said, echoing allegations from some quarters that the militarisation of the area is a front behind which its mineral resources can be tapped into at tribal locals' expense. The Union and Chhattisgarh governments have rebuffed the Maoists' call for talks, it said, adding that the state 'should not … celebrate the taking of human lives against the spirit of the law of the land and principles of democratic governance'. 'We reiterate the appeal' by various people and political parties to respond to the insurgents' call and 'urge upon you to stop the extra-judicial killings and violence with immediate effect and order an impartial judicial enquiry,' said the letter, the full text of which is appended below. The Adivasis in the region have long been complaining about the militarisation of the region which has completely disrupted normal life. The Adivasi rights enshrined in the Fifth Schedule of the Constitution are being systematically violated and the forests and minerals of Chhattisgarh are being subjected to indiscriminate corporate exploitation with disastrous implications for environmental stability and livelihood of the local people. We urge upon you to stop this militaristic approach that treats the Adivasis with unmitigated hostility. This hostility is being seen even after death, with the government refusing to hand over dead bodies to their families, denying them their right to give a dignified farewell to their family members. The Maoists have repeatedly urged the government to consider their appeal for dialogue. Unfortunately, the union government and the BJP-led Chhattisgarh state government have chosen not to pursue a solution through talks. Instead, they are following an inhuman policy of killings and annihilation. The statements made by the union Home minister, reiterating the deadline and the Chhattisgarh Chief Minister's assertion that there is no need for talks, reflect a mindset unwilling to resolve issues through dialogue. The government should not be intransigent and celebrate the taking of human lives against the spirit of the law of the land and principles of democratic governance. Many concerned citizens and political parties, in spite of having differing views, have already appealed to the government to respond to the Maoist declaration of unilateral ceasefire and initiate a dialogue to resolve all issues. We reiterate the appeal and urge upon you to stop the extra-judicial killings and violence with immediate effect and order an impartial judicial enquiry. Maoists Severely Weakened After Top Leaders Killed; Only 3 Politburo Members Left: Report
Last Updated: In recent months, security forces have intensified their operations against the Maoists, eliminating high-profile leaders like Nambala Keshav Rao alias Basavaraju. The banned Communist Party of India (Maoist) has been severely weakened after a string of major setbacks, as the strength of its top leadership bodies has been significantly depleted since the peak of the insurgency in the 2000s, following the killings of its top leaders and daily surrenders. Security forces gunned down top Naxal commander, Bhaskar, in the National Park area of Bijapur district in Chhattisgarh last week. The deceased Naxal had a bounty of Rs 45 lakh on him. According to a report by The Indian Express, the CPI(M)'s Politburo, its highest decision-making body, has sunk from 11-12 members in the 2000s to just three: Mallojula Venugopal Rao alias Sonu, Thippiri Thirupathi alias Devuji, and Misir Besra alias Sagar. The Central Committee of the Maoists has also shrunk from 42 in 2007-08 to just 17. Security Forces Step Up Anti-Maoist Ops In recent months, security forces have intensified their operations against the Maoists, focusing on high-ranking leaders. Last month, the forces successfully eliminated Nambala Keshav Rao, alias Basavaraju, a top Maoist leader. This was the first time in over three decades that the fountain-head of the Naxal movement – of General Secretary rank – was killed by the Chhattisgarh Police's District Reserve Guard (DRG). On June 6, senior Maoist leader Narasimha Chalam, alias Sudhakar, who had a bounty of Rs 40 lakh on his head, was killed in an encounter with security forces in the same area, said police. The 67-year-old hailed from Andhra Pradesh. Sudhakar was one of the most influential figures in the group after Basavaraju, according to authorities. He was studying to become an Ayurveda doctor in Vijayawada when he was recruited by a Maoist outfit. He was involved in the indoctrination and radicalisation of youth and was also responsible for numerous Naxal attacks. Indian security forces have recorded close to 300 Maoist (Naxalite) casualties in just the first 150 days of 2025 – marking the most significant annual toll since 2009, and the fastest pace of Maoist elimination since the peak of the insurgency. 4 Maoists gunned down in encounter with security forces along Maharashtra-Chhattisgarh border
NAGPUR: Four Maoist were killed in a fierce exchange of gunfire with security forces in Gadchiroli district, near the Maharashtra-Chhattisgarh border, officials confirmed on Friday. The early-morning encounter took place near the village of Kawande, close to the Indravati River, following a coordinated operation by the Gadchiroli Police and the Central Reserve Police Force (CRPF). The mission was launched on Thursday, based on credible intelligence inputs about Maoist activity in the area. The joint operation, conducted under the leadership of Additional Superintendent of Police Ramesh and supervised by Superintendent of Police Neelotpal and DIG Ankit Goyal, involved 12 units of the elite C60 commando force and CRPF personnel—around 300 in total. Despite heavy rain and difficult terrain, the security forces advanced from Kawande and Nelgunda to set up a cordon along the riverbank. On Friday morning, as the search operation intensified, Maoists opened fire on the commandos, prompting a two-hour firefight. Officials said there were no casualties among the security forces, underscoring the effectiveness of their training and planning. The area remains under surveillance as the search for other Maoist operatives continues. 'This is a major breakthrough,' a senior Gadchiroli Police official told the BBC. 'These Maoists were attempting to destabilise the region. Their elimination sends a strong message that we remain vigilant and committed to securing the area.' Gadchiroli, located in eastern Maharashtra, has long been affected by Maoist insurgency. Security forces have intensified their operations in recent years, targeting Maoist hideouts and disrupting their supply chains. The recovery of communication equipment and weapons suggests the group was preparing for further action.

31 Maoists killed in 21-day action at Karregutta hills: CRPF DG
Central and state security forces have eliminated at least 31 Maoists in a 21-day-long comprehensive operation carried out in dense forests around Karregutta hills on the Chhattisgarh-Telangana border, security officials said Wednesday (May 14, 2025), asserting it is the 'beginning of the end' of the Maoist menace. Addressing a press conference, CRPF Director General G.P. Singh and Chhattisgarh Director General of Police (DGP) Arun Dev Gautam said during the 21-day operation that started on April 21, the forces have recovered bodies of 31 Maoists, of which 28 have been identified. 'The eliminated Maoists identified so far carried a reward of ₹1.72 crore on their heads. The forces have also seized a massive haul of weapons and destroyed four technical units of Maoists that used to manufacture weapons and IEDs,' Vivekanand, Additional DG (Anti-Maoist operations) of Chhattisgarh Police, said. The officials said that after analysing facts and information during the operation, it can be safely believed that many senior Maoist leaders have either been killed or seriously injured during the encounters. 'Whatever we had set out to do, we have achieved more than that. We are confident and happy that this is the beginning of the end, and we will achieve the target of completely eliminating Maoist violence from the country by March 31, 2026,' Mr. Singh said in response to a question by PTI. The security forces have not been able to recover all the bodies or arrest the injured because of extremely difficult terrain, the officials said. The forces have recovered 35 weapons and a huge quantity of ammunition including automatic, semi-automatic and country-made weapons as well, they said. During the operation, 450 IEDs and a large number of detonators, explosive devices, besides 12,000 kg of other material, including medical supplies, electric equipment, Maoist literature, etc, have been seized, they said. The forces have destroyed four weapons-producing factories of Maoists where generators, drills, motors, and cutters were found. Union Home Minister Amit Shah on Wednesday (May 14, 2025) termed the operation as a historic breakthrough by security forces in the resolve to make the country Maoist free. Shah also said that under the leadership of Prime Minister Narendra Modi, the government is determined to root out Maoism. 'I once again assure the countrymen that India is sure to be Maoist-free by March 31, 2026,' he wrote on 'X' in Hindi. The police have registered 17 FIRs related to the operation in which the help of the National Investigation Agency is also being sought, officials said. CRPF DG Mr. Singh said security forces are undertaking 'relentless and ruthless' operations to ensure that Maoism is eliminated by March 31, 2026. Mr. Singh said the anti-Maoist operation, which started in 2014, has been intensified and made more focused since 2019, with central paramilitary forces working 'shoulder to shoulder' with state police with a commitment to stamp out Maoism. Highlighting the effects of the operations on the ground, he said that in 2014, the number of the most Maoist-affected districts was 35, which has reduced to six in 2025 so far, while the number of Maoist-affected districts has come down from 126 to 18 during the period. 'The number of violent incidents in 2014 was 1,080, which has come down to 374 in 2024. The number of security personnel killed in Maoist violence in 2014 was 287, which has dipped to 19 in 2024. The number of Maoists eliminated during the period has reached 2089,' he said. As many as 928 Maoists have surrendered before security forces in 2024, while another 718 Maoists have surrendered so far this year, he said. Security forces have been trying to drive out Maoists from their hideouts and 'fill the vacuum'. In such areas, 320 new security camps have been established so far, besides 68-night landing helipads. 'We are committed to eliminating Maoism by March 31, 2026, through relentless and ruthless operations,' he said.
