Indonesia Signs Swap Deals to Ensure Domestic Gas Supply

Indonesian natural gas producers have signed a multi-party gas swap agreement with Indonesian and Singaporean traders aimed at increasing gas supply security in western Indonesia.
As gas production in Sumatra in western Indonesia is falling, local companies and regulators looks to redirect domestic gas supply to meet local demand while selling overseas gas from other areas.
In a deal signed on Wednesday, Indonesian gas producer Medco Energi Internasional signed a multi-party swap agreement with companies including state energy firm PT Pertamina and Singaporean and Indonesian gas traders Oil Natuna Sea B.V., Star Energy (Kakap) Ltd., Sembcorp Gas Pte Ltd., Gas Supply Pte Ltd., Petrochina International Jabung Ltd., and PT Perusahaan Gas Negara (Persero) Tbk (PGN).
Under the agreement, specific gas volumes will be supplied to Singapore from the West Natuna Supply Group, replacing volumes currently delivered from Corridor Block and Jabung PSC, the so-called South Sumatra Sellers. These redirected volumes will then be allocated to meet domestic gas demand, with PGN serving as the domestic buyer.
'This collaboration demonstrates a strong example of productive synergy between upstream operators, the regulator, partners and buyers in ensuring gas supply across both domestic and international markets,' MedcoEnergi director and chief operating officer, Ronald Gunawan, said in a statement.
Indonesian gas demand is rising, while production at some legacy gas fields is dropping.
The country has started replacing diesel as a fuel in dozens of power plants with LNG, which is set to boost demand for natural gas in one of the world's top LNG exporters.
Last month, Indonesia awarded five strategic oil and gas blocks to international and domestic players in a bid to reverse its decade-long production decline and bolster energy security.
The awards are part of Indonesia's broader upstream revival strategy, with nearly 60 additional blocks expected to be offered over the coming years.
'The government hopes these auction winners will be able to contribute to Indonesia's energy security ahead,' said Tri Winarno, a senior official at the Ministry of Energy and Mineral Resources.

JAKARTA, Indonesia (AP) — President Prabowo Subianto marked the 80th anniversary of Indonesia's independence by vowing to root out corruption and crackdown on food cartels that caused billions of dollars of annual state losses. Subianto, who took office in October, delivered the remarks in his first State of the Nation address Friday after 299 days leading the country. 'I have a deeper understanding of the magnitude of the challenges we face and the extent of corruption within our government," Subianto told members of Parliament and other top officials. The 73-year old former general said that since early this year his administration has identified and saved 300 trillion rupiah ($18.5 billion) in the state budget that may have been lost to corruption, including from domestic and international travel by government officials and office stationery. 'We are facing the reality of a massive leakage of our nation's wealth, we are in a net outflow of national wealth condition,' Subianto said. 'Therefore, I am obliged to take action even if it is difficult and disliked by certain parties.' In the fiery, televised speech, Subianto also vowed to fight food cartels that caused losses up to $6.1 billion each year in a phenomenon that he called 'serakahnomics,' a play on words combining economics with the Indonesian term for greedy, 'serakah.' He pledged to enforce the law and take action against companies regardless of whether there are powerful figures or military generals and police who support them 'to make sure that the Indonesian people would not be victims of serakahnomics.' Subianto said it was "very strange and unreasonable" that Indonesia, the world's largest palm oil producer, experienced cooking oil shortages twice in 2022 causing skyrocketing prices and some people lacked access to affordable food despite the government's rollout of agricultural equipment, fertilizer and pesticide subsidies and irrigation reservoirs. Subianto accused the country's rice mills of buying the farmers' unhusked, dry rice below the government-set price of Rp 6,500 (40 U.S. cents) per kilogram and enjoying millions of dollars profit each month from an unfair food trade. 'There are some business people who use their capital power to dominate and manipulate the lives of the people at the bottom and we cannot accept this,' Subianto said. The president added that he received a report stating there are more than 1,000 illegal mines with the potential to cause the state to lose at least 300 trillion rupiah ($18.5 billion). His government regained control of 3.1 million hectares (7.6 million acres) of the 5 million hectares (12.3 million acres) of palm oil plantations that were reportedly managed illegally, Subianto said. Subianto's remarks overshadow his efforts to run a government cleanup effort, which was part of the campaign that led to his 2024 election victory. Corruption is endemic in Indonesia and activists say police and members of Parliament are perceived as being widely corrupt in the country of more than 280 million people. The anti-graft commission, known as KPK, is one of the few effective institutions and frequently comes under attack by lawmakers who want to reduce its powers. The KPK said it arrested around 250 local elected officials, as many as 133 regents and mayors, 18 governors, 83 members of the national Parliament and 12 ministers since the institution was founded in late 2003. Subianto appealed for support from members of his cabinet, political parties and Parliament to support his efforts to run a clean government in a country that was ranked 99th out of 180 nations in the 2024 Corruption Perceptions Index compiled by Transparency International. 'As long as I'm president, never assume that the great and the rich can do whatever they want. We are not afraid of your greatness or wealth," Subianto said, 'The government that I lead will not hesitate to defend the interests of the Indonesian people.'

Indonesia is powering up, and China's Contemporary Amperex Technology intends to provide the storage capacity. CATL, already the world's largest EV battery maker, is planning to expand its operations into Indonesia. Activity will focus on the entire pack lifecycle, "from mining to recycling," per Battery Technology. The project is the largest of its kind in Southeast Asia. At the launch ceremony, Indonesian President Prabowo Subianto noted the project's importance in the region's drive for sustainable energy. The shift to cleaner energy is headlined by a 186% growth in electric vehicle sales, according to the publication. The CATL effort is being undertaken with subsidiaries and partner companies in the region, bolstered by a $6 billion investment. The project area will include around 4,942 acres at several sites and create more than 40,000 direct and indirect jobs. The Karawang battery plant is envisioned as a juggernaut with the ability to churn out packs made partly from recycled materials, according to a statement. "A standout feature of the Indonesia Battery Integration Project is the establishment of the country's first renewable energy circular system … utilizing cutting-edge technologies to achieve ultra-low energy consumption and high-value material regeneration," Battery Technology's Maria Guerra wrote. The result will be 142,000 tons of nickel production, 30,000 tons of cathode materials, and 20,000 tons of processed recycled packs. More than 95% of key metals are expected to be recovered, per BT. The effort will help Indonesia meet its cleaner energy goals, Subianto said. But the region still has a lot of progress to make. While the EV growth is impressive, BT noted that polluting gas-guzzlers still dominate the market, while EVs account for about 7.3% of total car sales. CATL's investment represents a giant lift for the work. But the company's leaders aren't the only ones with Indonesian aspirations. HONG KONG--(BUSINESS WIRE)-- AM Best has affirmed the Financial Strength Rating of B++ (Good), the Long-Term Issuer Credit Rating of 'bbb+' (Good), and the Indonesia National Scale Rating (NSR) of (Exceptional) of PT KB Insurance Indonesia (KB Indonesia) (Indonesia). The outlook of these Credit Ratings (ratings) is stable. The ratings of KB Indonesia reflect its balance sheet strength, which AM Best assesses as strong, as well as its adequate operating performance, limited business profile and appropriate enterprise risk management. The ratings also recognise the wide range of support provided by KB Indonesia's parent, KB Insurance Co., Ltd. (KBI), which is fully owned by KB Financial Group Inc. (KB Group). KB Indonesia's risk-adjusted capitalisation is at the strongest level, as measured by Best's Capital Adequacy Ratio (BCAR). AM Best expects KB Indonesia to demonstrate continued capital growth through full profit retention over the coming years to meet its domestic regulator's strengthened capital requirements by 2026. Offsetting factors in the balance sheet strength assessment include considerable counterparty credit risk exposure to domestic (re)insurers with relatively weaker credit quality in compliance with regulatory requirements and volatility from changes in the fair value of its available-for-sale equity investments.
