
Orissa High Court issues notice to SJTA on Patabola Seva row
Justice RK Pattanaik issued the notice on Wednesday on the petition filed by Santosh Kumar Patra and seven others seeking the court's intervention against the order issued by the chief administrator on June 12, 2025. The petitioners claimed they are Patara Bishoyi Sevaks and descendants of the original RoR holders, who were specifically assigned to look after the Patabola Seva in the temple.
According to the petition, Patabola Seva is a ritual service traditionally reserved for hereditary sevaks. It is a sacred secret service whose knowledge is transferred from generation to generation, and the outsiders have no scope to acquire such knowledge. Sevak means any person who is recorded as such in RoRs.
During the hearing, advocate Avijit Patnaik, representing the petitioners, argued that allowing the two persons to take part in the Patabola Seva is contrary to section I21 (2) (1) of the Shree Jagannath Temple Act, 1955. The temple administration has encroached upon the religious practice and rights of sevaks, Patnaik contended.
In the order on Wednesday, Justice Pattanaik said, 'Considering the facts pleaded on record and plea advanced by the petitioners, the court is inclined to have the response of Shree Jagannath Temple Administration in particular.' The judge issued notice to chief administrator and directed to list the matter on June 25.

CUTTACK: The Orissa High Court has raised serious questions over procedural lapses and deviation from government directives in the vetting of detailed project reports (DPRs) for the `335.42 crore branch surface water channel (BSWC) drainage project in Cuttack. A division bench comprising Justice SK Sahoo and Justice V Narasingh has sought clarifications from the principal secretary of Housing and Urban Development (H&UD) department over glaring irregularities in the preparation and review process of DPRs for five major branch storm water drains. The court questioned why the private project management consultancy (PMC) firm submitted hydraulic designs to VSSUT, Burla, for vetting instead of IIT-Bhubaneswar, despite a clear government directive issued via letter on May 30, 2025. This directive followed a technical review meeting chaired by the chief engineer-cum-additional secretary, H&UD department, on April 30.

Have clarified all queries of BJD, Cong; Odisha SIR to start next month: CEO
BHUBANESWAR: Days after the BJD announced that it will move the Orissa High Court over large-scale irregularities in 2024 Assembly and Lok Sabha elections in the state, chief electoral officer (CEO) of Odisha RS Gopalan on Monday said the Commission has already responded to the points raised by the BJD twice. The CEO also said that the special intensive revision (SIR) of voters list will be conducted in the state from next month. Addressing a media-conference here, Gopalan said the ECI has responded to all issues raised by political parties, especially the BJD and state Congress, and assured the public of a fair and transparent electoral process. 'Baseless allegations should not be made to undermine the credibility of the Election Commission or shake the public's trust in the democratic process,' he added. The BJD had submitted memorandum to the ECI in November last year alleging that there were large-scale irregularities in the Assembly and Lok Sabha elections including discrepancies in number of votes cast in the EVM and those counted. The party had also raised the differences in the number of votes in the Assembly segments and Parliamentary constituencies. The party has announced that it will move the Orissa High Court on the issue as no steps have been initiated by the poll body to satisfactorily address its concerns. While stating that all the queries of BJD and also Congress have been responded to in detail, Gopalan said the first point raised by the BJD was about discrepancies in the number of votes in the EVM and after counting. It has been clarified earlier that in such cases counting is done taking into account the VVPAT slips. 'Some discrepancies occur due to non-deletion of mock poll data in a control unit. Counting is done through VVPAT slips in case the margin is less than the total votes polled in the EVMs,' he said.

Orissa HC takes strong exception to misuse of National Emblem
Bhubaneswar, Aug16 (UNI) Taking strong exception to the misuse of the national emblem, the Orissa High Court has called for greater awareness among the general public, including government officials, regarding the proper use of the State Emblem of India. The Court was hearing a Public Interest Litigation (PIL) filed by a civil society group from Ganjam district, which highlighted multiple instances of blatant and apparent misuse of the emblem. A Division Bench comprising Chief Justice Harish Tandon and Justice Murahari Sri Raman took serious note of the matter. The PIL raised concerns over the rampant misuse and violations of the State Emblem of India (Prohibition of Improper Use) Act, 2005, which strictly prohibits the improper use of the national emblem for professional and commercial purposes. The State Emblem of India, an adaptation of the Lion Capital of Ashoka dating back to 280 BCE during the Maurya Empire, serves as the national emblem and is used by the Union Government, State Governments, and other government agencies. 'There is no fetter on the part of the Court in passing a direction for initiation of a proceeding against the persons, who violate any of the provisions of the said Act or misuses the State Emblem of India but this Court feels that the larger issue is required to be addressed so that the misuse of such Act can be prevented and there should be a spreading of awareness into a common citizenry of the State, including the officials while using the State Emblem of India', the Division Bench ruled in a order pronounced on 12 August. 'We, therefore, appoint Manoj Kumar Mishra, Senior Advocate, the President of the Orissa High Court Bar Association and Subir Palit, Senior Advocate to act as Amicus Curiae to assist the Court in achieving the main object, more particularly, the prevention of misuse of the State Emblem of India and spreading of awareness amongst the people of the society throughout the country', the Division Bench said in a ruling.
