
FPCCI, KCCI dispute over strike call for Saturday
Talks between the government and the Federation of Pakistan Chambers of Commerce and Industry (FPCCI) concluded on a positive note on Friday, leading to the postponement of the nationwide shutter-down strike initially scheduled for Saturday.
However, Karachi Chamber of Commerce and Industry (KCCI) has maintained its call for a strike, citing unresolved concerns with the Finance Act 2025.
A special committee was formed to address the grievances of traders regarding the controversial Finance Act. The committee, chaired by Prime Minister's Special Assistant on Industries, Haroon Akhtar, convened with representatives from various chambers of commerce to discuss the amendments in the act.
The negotiations saw progress, with a consensus reached on several amendments. Among the most notable changes was the decision to remove Clause 9 of the act, which had been a key point of contention for traders. A proposal to amend Article 37A was also tabled, with the government agreeing to review it further.
Despite these developments, KCCI President Javed Bilwani expressed that while their demands were largely accepted, no written assurance was provided. "We have consulted with everyone. We are prepared to escalate the strike to one or two days a week, or even an entire week," he warned, maintaining the call for a strike in Karachi.
Bilwani added that businesses across Karachi would remain closed the following day, as the KCCI continues to stand firm on the issue. He also noted that chambers in Lahore, Multan, Faisalabad, Sialkot, Peshawar, and other cities were also participating in the strike, citing widespread support from the business community.
In contrast, the FPCCI, led by Atif Ikram Sheikh, has reached an agreement with the government to call off the nationwide strike. He thanked the authorities for their serious engagement and expressed hope that the prime minister would approve the proposed amendments.
"We appreciate the seriousness shown by the authorities in hearing our concerns," he said, adding, "FPCCI does not seek confrontation; our preference is to resolve issues through dialogue."
A four-member committee, including two officials from the Federal Board of Revenue (FBR), one from the FPCCI, and one from the affected industry sector, will be formed to handle any remaining issues and ensure a proper grievance redressal mechanism is in place.
While FPCCI has agreed to halt the nationwide strike, Sheikh confirmed that isolated protests may still take place in some cities, but the full-scale shutdown has been averted.
"The business community across Pakistan stands with us, and the government is committed to addressing our concerns through dialogue," he concluded.

FBR to disallow 50% business expenditure
ISLAMABAD: The federal Board of Revenue (FBR) will disallow 50 percent business expenditure in cases where a person makes a sale of Rs 200,000 or above on a single invoice and payment is not received through banking channel or digital means. According to an income tax circular issued by the FBR on Monday, new clauses have been inserted to make disallowance for expenditure under certain specific circumstances: Through Finance Act, 2025, a new clause (q) has been inserted in Section 2L of the Income Tax Ordinance,2001 whereby ten percent expenditure attributable to purchases from persons who are not NTN holder will be liable to disallowed. lt aims to enable formal sector to capture more market share as compared to that of informal sector. This provision will not apply on agriculture produce unless it is sold by middle men. EPBD's BoG rejects granting FBR excessive powers This provision also authorizes the board to exempt any class of persons subject to conditions and limitations as it deems appropriate. Through Finance Act 2025, a new clause (s) has been inserted in Section 21 of the Income Tax Ordinance,2001, which envisages that where a person makes a sale of Rs. 200,000 or above on a single invoice and payment is not received through banking channel or digital means 50 percent of the proportionate business expenditure attributable to such sales shall be disallowed. For the purposes of section 21(s), it is clarified that when a person, whether an NTN holder or otherwise, deposits the cash against invoices in the bank account of the seller, the payment shall be treated as having taken place through banking channel and no disallowance of the expenditure will be made in this regard under this clause. Through Finance Act, 2025, in section 22 of the Ordinance, the depreciation expense of any capital asset shall be inadmissible if the capital asset has been acquired without discharging the withholding obligation on the payments made under sections 152 or 153 of the Ordinance as the case may be. The said amount paid to a supplier of capital assets on which tax was not withheld and deposited will not become part of the cost of asset for the purpose of computation of tax depreciation for the tax year in which the acquisition is made. K-IV project: governor says Centre has already released Rs20bn
KARACHI: Governor Sindh Muhammad Kamran Khan Tessori has announced that the federal government had already released Rs 20 billion out of the Rs 40 billion requested for Karachi's development, to be executed through elected representatives. He also proposed a meeting at Governor House with Chamber representatives to discuss the K-IV project and explore the possibility of transferring its ownership to the business community for expedited execution. Governor, who graced the closing ceremony of the 20th edition of the iconic 'My Karachi – Oasis of Harmony' Exhibition, organized by the Karachi Chamber of Commerce & Industry (KCCI), has praised KCCI for organizing the event in a vibrant and engaging manner. Emphasizing the need for secure infrastructure and access to basic services, he stressed that both federal and provincial governments must work closely to address Karachi's genuine challenges. He urged the business community to collaborate with his office and legislators for shaping strategic industrial and infrastructure development initiatives. Governor Tessori further revealed plans to issue a recommendation letter for a prestigious civil award to Chairman Businessmen Group (BMG) Zubair Motiwala in recognition of his unmatched contributions to Karachi's business ecosystem. At the inauguration ceremony, Chief Minister Sindh Syed Murad Ali Shah lauded the Karachi Chamber for successfully staging the 20th edition of My Karachi Exhibition and reiterated the Sindh Government's firm support for the business community. FBR eases key Finance Act provisions
ISLAMABAD: The Federal Board of Revenue (FBR) has relaxed some major enforcement provisions of the Finance Act 2025 including provisions of arrest in tax fraud cases and cash deposits in the bank account of the seller would now be considered through banking channels. The FBR has also announced that the withholding tax rate on profit on debt derived from sources such as National Saving Schemes or post office Savings Account etc. remains unchanged for 2025-26. The FBR has relaxed these conditions through issuance of income and sales tax budget explanatory circulars issued on Monday. FBR delays Finance Act steps, eases importers declarations The income tax circular stated that for the purposes of section 21(s), it is clarified that when a person, whether an NTN holder or otherwise, deposits the cash against invoices in the bank account of the seller, the payment shall be treated as having taken place through banking channel and no disallowance of the expenditure will be made in this regard under this clause. The FBR has further clarified that the tax rate on profit on debt derived from deposits in banking companies, financial institutions and investment in government securities, except the profit derived by individuals from government securities, have been increased from 15% to 20%. The tax rate on profit on debt derived from sources such as National Saving Schemes or Post office Savings Account etc. remains unchanged. Necessary changes in this regard have been incorporated in Division lA of Part lll of the First Schedule. Prior to Finance Act, 2025 in Tenth Schedule the rate for non-filer persons were specified at 35% on profit on debt. Now this entry has been omitted and for tax year 2026 and onwards hundred percent increases in tax rates for non-filers persons deriving income from profit on debt will apply. The new section 175AA of the Income Tax Ordinance 2001 envisages secure exchange of information allowing Board to share particulars of a taxpayer declared in its income tax/sales tax return as well as financial/wealth statement with scheduled banks through database algorithms for cross matching. After needful has been performed, the scheduled banks will provide to the Board data of such bank transactions which is at variance with the given input of the Board.
