
Ludhiana: Decade on, regularisation eludes state meritorious school teachers
This year, out of 189 government school students who cleared the JEE Mains, a staggering 131 belonged to just nine meritorious schools. In JEE Advanced, 21 students qualified, 213 cleared NEET and 37 Class 12 students featured in the merit list. Last year alone, 243 students cleared NEET and more than 2,000 scored above 90% in Class 12 from these institutions. Despite these outstanding achievements, the teachers behind the scenes continue to work as temporary employees.
'We've been waiting for regularisation for over a decade,' said Lakhvir Singh, a teacher at the Ludhiana Meritorious School. 'We were promised to be regularised along with Samagra Shiksha Abhiyan (SSA) non-teaching staff, but while they are almost there, we are still left waiting.'
Teachers say their voices have gone unheard despite years of protests and formal meetings. Teena, president of the Meritorious Teachers' Union, said, 'Our students are being recognised nationally, but the teachers behind their success remain invisible. It's disheartening.'
Ajay Sharma, general secretary of the union, echoed the same disappointment. 'We've been delivering excellence consistently, but we're denied basic dignity. No salary hikes, no arrears, and no clarity about our future. It feels like we don't matter.'
Teachers say the matter has been discussed multiple times with the education department, but with no resolution in sight. Meetings with top officials, including one scheduled for Monday, were either cancelled or delayed repeatedly.
In February, former director general of school education, Vinay Bublani had said the issue was under review by the education secretary and a committee was being formed. However, no tangible progress has been made since.
When contacted, Amandeep Kaur, project director of the Meritorious Society, said, 'I have recently taken an additional charge and have received the list of demands from the teachers. I will place them before the sub-committee in the upcoming meeting.'

The complaint assumes significance as Ashish Mishra, son of former Union minister Ajay Mishra, is one of the accused in the case who is currently out on bail since 2023. Mishra is accused of mowing down four farmers at Lakhimpur on October 3, 2021 protesting against the now-scrapped farm laws. The witness Baljinder Singh had approached the top court in January this year alleging that a person had called and threatened him against deposing in the trial. Advocate Prashant Bhushan appearing for Singh informed the court on Tuesday that despite an order passed by the court on March 24 directing the police to investigate the complaint and file a status report, nothing had proceeded. The bench, also comprising justices Ujjal Bhuyan and N Kotiswar Singh said, 'In case the complainant has been reluctant to come forward with the complaint, some senior police officer can approach him and find out whether he admits to have written the complaint. If the contents of the complaint are acknowledged, it is imperative for police to investigate. Then the necessary consequences must follow.' However, he has not come so far. Mishra represented by senior advocate Siddharth Dave vehemently opposed the allegations levelled by Bhushan claiming that the same is politically motivated. Dave said that bald allegations of influencing witnesses are being made without submitting any proof. He further stated that Singh has already been examined during the trial. Bhushan told the court that he had submitted the audio clip containing the conversation with Singh in a sealed cover to the court. The court said, 'Let the senior police official examine it. We have already stated in our earlier order that if there is any substance in the complaint, let a status report be filed.' The bench directed the Lakhimpur SP to file a status report on Singh's complaint. Further, on the aspect of trial, the court was informed that out of the total list of 208 witnesses, the prosecution had dropped 20 witnesses and of those remaining, 20 key witnesses have been examined so far. A total of eight people were killed in the Lakhimpur Kheri violence. Mishra was arrested within six days of the incident in October 2021. As per the police charge sheet, the killings were pre-planned as Mishra arrived in a Mahindra Thar SUV along with a convoy of 3-4 vehicles at the site where the farmers were protesting. One journalist was also killed . Infuriated by this act, protesting farmers pulled out three occupants from the car and lynched them. A separate criminal case in this regard was registered by police and is pending trial. The four farmers accused in the case were granted regular bail in January 2023.

In a post on X, the Chief Minister said, 'The task of postings of teachers within districts will be carried out by a committee of district officials so that, as far as possible, teachers are posted in their desired blocks or nearby areas.' Kumar also addressed concerns regarding inter-district transfers, assuring teachers that their preferences will be considered during the posting process. "Suggestions are being received from various sources regarding the recent teacher transfers conducted by the Education Department. In the process of reviewing this, I have given clear instructions to the Education Department that for teachers facing issues related to inter-district transfers, options for three districts will be obtained from them, after which their postings will be made in those districts only," he wrote. Bihar CM urges teachers to focus on children's education Reiterating the importance of teachers in shaping the state's future, Kumar appealed to them to focus on their responsibilities without worrying about the transfer process. "Teachers are very important for the future of children, and therefore, I humbly request that they work diligently for the education of children in Bihar without being anxious about this matter," he said. In response to the growing concerns, the Education Department has recently launched an online self-transfer system. This aims to reduce dissatisfaction among teachers regarding postings and improve efficiency in addressing vacancies across schools. Earlier on Monday, he had directed the education department to amend recruitment rules to give preference to local residents in government school teacher appointments. The new policy will take effect from the Teacher Recruitment Examination (TRE-4), scheduled for 2025. The move is aimed at ensuring that domicile residents of Bihar have increased access to teaching jobs in government schools. It will apply to all future recruitment processes beginning with TRE-4 and extending to TRE-5, which is slated for 2026.
