BRS ridicules Irrigation Minister's repeated attempt to malign Kaleshwaram project with lies

Senior leader of the Bharat Rashtra Samithi (BRS) and former Minister for Irrigation T. Harish Rao has ridiculed Minister for Irrigation N. Uttam Kumar Reddy for his 'repeated attempts to spread misinformation on Kaleshwaram Project with the belief that people will believe a lie as a fact if told repeatedly'.
In a statement, Mr. Harish Rao alleged on Saturday that spreading lies and misinformation on the Kalaeshwaram Project had become the single-point agenda for Mr. Uttam Kumar Reddy, as also Chief Minister A. Revanth Reddy. He questioned the rationale of Mr. Uttam Reddy terming the project as a 'white elephant' while making use of several pump houses and reservoirs constructed as part of the project.
Along with documents Mr. Rao reiterated that the Central Water Commission had written to the State government on February 18, 2015 and March 4, 2015 on the non-availability of 160 tmc ft of water planned to be used for the earlier Pranahita-Chevella project at the proposed Tummidihatti Barrage site. Besides, then Maharashtra Chief Minister had written to his Andhra Pradesh counterpart on their opposition to the barrage at Tummidihatti.
The Congress government had never attempted to work out an agreement with Maharashtra by convincing the latter for the barrage, though the same party was in power in A.P., Maharashtra and at the Centre from 2007 to 2014. It was the Congress government that had given ₹2,328 crore mobilisation advance to contractors even before taking up the project work.
The estimated cost of Pranahita-Chevella started with ₹17,875 crore initially was first revised to ₹38,500 crore in less than two years, and later to ₹40,300 crore. He stated that the Congress government had spent only ₹3,780 crore on Pranahita-Chevella works, including land acquisition against the claims of Mr. Uttam Reddy that ₹10,000 crore was spent.
Mr. Harish Rao sought to know why the Congress government had not constructed Tummidihatti Barrage and a gravity canal from Tummidihatti to Yellampally reservoir from 2007 to 2014. He stated that water storage capacity was increased to 141 tmc ft in Kaleshwaram from 16 tmc ft in Pranahita-Chevella.
The Kaleshwaram project had created a new ayacut of 3,04,766 acres, including 98,570 acres directly, 39,146 acres by filling 456 minor irrigation tanks with Kaleshwaram canals and another 1,67,050 acres by filling 2,143 minor irrigation tanks with Kaleshwaram water under SRSP Stage-I and Stage-II. 17,08,230 acres of ayacut was stabilised under SRSP Stage-I (Lower Manair Dam), Stage-II and Nizamsagar project and another 20,576 acres under 66 checkdams by diverting Kaleshwaram water to Kudellivagu and Haldivagu.

No official Bharat Mata image, cannot be allowed in events: Kerala govt
The Left government in Kerala on Friday made it clear that it was not in agreement with the use of the Bharat Mata portrait at the Environment Day event at the Raj Bhavan here as the picture was not authorised as the official version by the Constitution or the Indian government. Kerala Agriculture Minister P Prasad, who boycotted the event at the Raj Bhavan a day ago over the use of the portrait, said that those in constitutional offices cannot convert government programmes into political events. A similar view was also expressed by state General Education Minister V Sivankutty who said that the Raj Bhavan and the Governor were above politics and said that Arlekar should withdraw from the stand taken by him. The government's stand came a day after Governor Rajendra Vishwanath Arlekar asserted that there would be no compromise on Bharat Mata. Prasad, while talking to a TV channel, said that no Bharat Mata portrait has ever been acknowledged as the official or authorised version by the Constitution or any of the governments in power since independence. He further said that the portrait about to be used at the event was not carrying the Indian flag, but that of a political organisation, and therefore, it could not be honoured during a government event. The minister said that the particular political organisation and the Governor were free to pay homage to the portrait at private events, but it cannot be done in state government programmes. "We all have a political view, but those in constitutional positions have restrictions on how they express it," he added. He said that the government view was that such a stand ought not to have been taken by a constitutional establishment and expressed hope that it will be corrected by the concerned persons. "It actually should not be repeated in our country. We cannot accept it in Kerala," he added. The minister also questioned why the Governor was "rigid" on the issue, when none of the earlier Governors in the state and not even the Presidents of the country have carried out such a practice in the past. For the World Environment Day event, the Raj Bhavan came out with a minute-to-minute programme, but it initially did not have anything about paying floral tributes to the portrait of Bharat Mata, he said. On eve of the programme, a new schedule was sent to us and it included the paying of floral tribute to Bharat Mata portrait. "So, I enquired with the Raj Bhavan about the floral tributes and asked them to send me a picture of the portrait. The portrait was the one used by the RSS and was not recognised or authorised as an official version, I informed the Raj Bhavan that we cannot offer floral tributes to it," he said. The minister said that the Raj Bhavan in response said they cannot remove the portrait. On being told that the opposition was criticising the lack of response on the issue by Chief Minister Pinarayi Vijayan, Prasad said that the Congress-led UDF was trying to gain political mileage out of it especially in view of the upcoming bypoll in Nilambur assembly constituency. After knowing Raj Bhavan's stand, the state government relocated the event to the Secretariat's Durbar Hall and the Raj Bhavan went ahead with its programme. Later, in a statement issued by the Raj Bhavan, the Governor said, "Whatever be the pressure, from whichever quarters, there will be no compromise whatsoever on Bharat Mata." In his speech at the Raj Bhavan programme, the Governor said two ministers--state Education Minister and Agriculture Minister--had agreed to attend the function but they did not turn up for the event. While Sangh outfit Bharatiya Vichara Kendram strongly backed the Governor, the ruling CPI(M) and the Congress criticised the Raj Bhavan on the matter.

If Section 144 had been imposed, no one would have attended. Since it was unauthorized, the program should have been canceled by imposing that section. The government took action against the police to avoid embarrassment. We all say the government is the culprit, and the guilty are within the government. Who instructed the franchise to hold the event? Who brought the cricketers? he questioned. The police had advised against holding events at two locations. Yet, CM Siddaramaiah said the incident didn't happen at Vidhana Soudha but at Chinnaswamy Stadium. Both places are adjacent. Despite the police denying permission, the Congress government took the law into its own hands and held the event. Everyone was busy with photo shoots, and no one cared about the people, he said. Government is the Culprit Initially, they said the district commissioner would investigate. Then, they said the CID would probe. This will be covered up like the MUDA and Valmiki Corporation scams. Since the government itself is the culprit, no one from the government should investigate. A judge must conduct the inquiry. We need to know who pressured for permission and who instructed to hold the event. The fight will continue until then, he stated.

‘Tejashwi Yadav leading Bihar alliance coordination panel … not our mandate to announce anyone as CM face': Congress state in-charge
As the NDA and INDIA bloc begin gearing up for the Bihar Assembly polls, with Prime Minister Narendra Modi and Leader of Opposition Rahul Gandhi visiting the state at regular intervals, the Congress's Bihar in-charge Krishna Allavaru speaks to The Indian Express about the party's revival strategy, ties with ally Rashtriya Janata Dal (RJD), and the challenges posed by the ruling NDA and newcomer Prashant Kishor. Excerpts: * The Congress has been in the shadows in Bihar for almost 30 years now. How are you planning to re-energise the party? The Congress got so weak in the past that its repair will take time. But we have been working hard on all fronts, right from social justice to political justice. When we say political justice, we are talking about representational politics. Our Bihar team, led by Pradesh Congress Committee president Rajesh Kumar, will announce its committee soon. We will try for a much better social balance than in past teams. * There has been criticism that choosing Rajesh Kumar, a Dalit leader, as the state Congress chief is just symbolism… No. Rajesh Kumar has been associated with the party for a long time and has contributed immensely to the organisation. Along with Congress Legislature Party leader Shakil Ahmad Khan, he is our Bihar face. Rahul Gandhi has been focusing on representation from as many social segments as possible. We have also redone our district committees, giving good representation to the Other Backward Classes (OBCs), Extremely Backward Classes (EBC), minorities, and Dalits. * What is the Congress's strategy to convince voters? We have been talking about migration, unemployment, poor quality education, and greater participation of women in politics, government and non-government sectors. Rahul Gandhi has been addressing 'Samvidhan Bachao (Save the Constitution)' meetings. He also met EBC, OBC, and Dalit students in Darbhanga. The Bihar government has been so terrified by our plans to reach out to students that they tried their best to stop Rahul Gandhi from meeting the students. Haven't BJP and JD(U) leaders organised functions in schools and colleges? But they foisted a false case on our leader for holding a meeting without permission. * What do you make of the Centre announcing a caste enumeration in the next population Census? They have done so under our pressure. The demand for a nationwide caste census has been our agenda. We still think that the NDA is not serious about it. Their conscience is not clear. Had it been so, it would have devised policies as per the findings of the Bihar caste-based survey. But we will keep talking about it in a phased manner through meetings and yatras. Rahul Gandhi is in Nalanda on June 6 to further pitch for social and political justice. * How are the Congress's ties with the RJD? Is Tejashwi Yadav the leader or the chief ministerial face of Mahagathbandhan? Our INDIA bloc allies have their distinct strengths. We have to complement and supplement one another. The coordination committee is the supreme body for discussing all issues, from joint rallies to seat sharing. There have been coordination committee meetings at the district level, too. As for Tejashwi, he is the leader of the coordination committee. It is not the Congress's mandate to announce anyone as the CM face. It is the collective job of all allies to announce their leader at the right time. * Is the 'jungle raj' tag for the RJD holding the Congress back from declaring Tejashwi as the Mahagathbandhan's leader? The real 'jungle raj' is being witnessed under the current NDA regime. One can see the rising graph of crime in recent times. There has been too much interference from the bureaucracy in governance. * Is there any concern that you may end up contesting fewer seats as part of the alliance since it won just 19 of the 70 seats it contested in 2020? We cannot speculate on seat sharing. We aim for a strong Congress that will make the INDIA bloc stronger. Our campaign is not region-specific; our focus is on quality seats. Seat sharing will be completed well ahead of the polls. * What is the Congress's view on National Students' Union of India (NSUI) in-charge Kanhaiya Kumar's role? Can one see Tejashwi and Kanhaiya sharing the dais during campaign events? Kanhaiya is a very good orator. People come to listen to him. He connects well with people. We hope Tejashwi and Kanhaiya share the dais. This is more a matter of perception than reality. We have a vast line-up of leaders who will campaign in Bihar. Besides national party president Mallikarjun Kharge and LoP Rahul Gandhi, Priyanka Gandhi, Sachin Pilot, and other senior leaders will campaign. * Will the NDA's nationalism pitch following Operation Sindoor make things tough for the Opposition in the elections? Ours is a win-win alliance. On the contrary, we see the NDA constituents wavering. Chief Minister Nitish Kumar has switched sides so many times that we will not be surprised if he does it again. LJP (RV) leader Chirag Paswan looks non-committal towards the NDA with his recent statements (on wanting to contest the Assembly polls). Rashtriya Lok Morcha leader Upendra Kushwaha is also wavering. As for the nationalistic pitch around Operation Sindoor, US President Donald Trump exposed the myth of Narendra Modi's nationalism with his social media post on brokering the ceasefire between India and Pakistan. * How big a factor will Nitish Kumar be? Nitish Kumar is a nice person. But he is no longer running his party or the government. A handful of people have taken control over him. He has not been able to provide employment. Nor could he bring big industries to Bihar as was done during the Congress's rule. Whatever little employment the Bihar government could give, it was during the Mahagathbandhan government. * Will Jan Suraaj Party founder Prashant Kishor be a factor in the Assembly polls? He is trying hard to be a factor. But he is struggling.
