Anwar's final day in Russia focuses on Islamic, tech and trade ties

KAZAN: Prime Minister Datuk Seri Anwar Ibrahim is set to deliver a keynote address at the Strategic Vision Group (SVG) Russia–Islamic World dialogue, on the final day of his official visit to Russia.
The dialogue will be held at the Kazan Hi-Technology Park, a regional innovation hub that houses tech start-ups, research institutions and companies focused on digital transformation, smart manufacturing and halal innovation.
The SVG, established in 2006, is a Russia-led initiative aimed at strengthening dialogue with members of the Organisation of Islamic Cooperation.
It gathers political leaders, scholars, technocrats and religious figures to discuss peacebuilding, education, technology and joint development strategies.
Following the dialogue, the prime minister will tour the park's key facilities, in a move underscoring Malaysia's interest in developing new partnerships in technology, Islamic finance and halal economy solutions.
The park is central to Russia's ambition to position Tatarstan as a tech and halal economy leader within the Islamic world.
Anwar is also scheduled to perform Friday prayers at the historic Mardzhani Mosque, one of Kazan's oldest Islamic landmarks.
The mosque, built in the 18th century, stands as a symbol of religious coexistence in Tatarstan, where Tatars and Russians form a model of multiethnic harmony.
At midday, Anwar will attend a working lunch hosted by Tatarstan Prime Minister Aleksei Pesoshin at the Tatarskaya Usadba, a traditional Tatar venue in the heart of Kazan.
Talks are expected to centre on tourism, agriculture and bilateral education initiatives.
The prime minister will then head to Kazan Expo, where he is expected to hold an exclusive interview with TV BRICS, an international media network that promotes news and cultural exchange among BRICS countries and partner nations.
This will be followed by his keynote address at the plenary session of the 16th International Economic Forum "Russia–Islamic World: KazanForum 2025."
Malaysia's participation in the forum is aimed at expanding trade, investment and halal supply chain linkages between Russian and Muslim-majority nations.
Before concluding his trip, Anwar will hold an exit press conference at Kazan Expo to share key takeaways from the visit.
The prime minister is scheduled to depart for Kuala Lumpur from Kazan International Airport at 6pm local time, marking the end of his four-day official visit which has included high-level engagements in both Moscow and Kazan.

Kota Kinabalu: The Federal Government on Thursday announced a moratorium on immigration enforcement in Sabah to allow the State to complete its ambitious programme of digitally registering foreign workers. Home Minister Datuk Seri Saifuddin Nasution Ismail said the move was aimed at helping the State Government gather accurate, centralised biometric data to better manage its large migrant population. 'We agreed today to facilitate the digital registration of foreign nationals by the Sabah Government. For that reason, we will suspend enforcement to give them space to register under this initiative,' Saifuddin told reporters after chairing two joint meetings with Chief Minister Datuk Seri Hajiji Noor at Menara Kinabalu. Saifuddin said 113,282 foreign nationals have so far been recorded in the system, mostly plantation workers, but with plans to extend the registration to agriculture, manufacturing, mining and quarry sectors. The database, which stores photos and fingerprints, will enable real-time monitoring, tracking and policy-making based on credible data. Saifuddin stressed that the exercise has nothing to do with granting citizenship or permanent residency, and that citizenship matters were handled separately under Article 15A of the Federal Constitution. At the same meeting, the Special Committee on Citizenship for Sabah processed 1,247 applications, drawn from over 2,000 submitted between 2021 and 2024, covering categories such as children born out of wedlock, those in care homes and applicants whose parents are non-citizens. The Home Minister also addressed the often-misunderstood plight of the Bajau Laut, or sea gypsies, a stateless community traditionally living in coastal waters off Sabah. He said State-led projects, such as one at Pantai Manis in Semporna, were providing structured settlements and training opportunities in sectors like agriculture and plantations, including at Felda Sahabat, contrary to public perceptions of neglect. 'Far from being abandoned, there are efforts to house them on land and train them for work in various fields. These are rarely reported, so people don't see the State Government's ongoing work,' he said. Turning to the high-profile death of 13-year-old Zara Qairina Mahathir, Saifuddin confirmed that Bukit Aman's special task force had found serious procedural failures by local police, including a decision not to proceed with a post-mortem despite having no legal barrier to do so. He said the exhumation had been completed and preliminary forensic findings were consistent with earlier medical examinations. The results have been shared with Zara's mother and her lawyer. PETALING JAYA: Since the launch of the EPF Flexible Account (Account 3) in May 2024, 4.63 million members have withdrawn a total of RM14.79 billion, said Prime Minister Datuk Seri Anwar Ibrahim. He said the amount represents 35.1% of the fund's 13.2 million members under the age of 55 as of June. He added that the current total balance in Account 3 stands at RM10.16 billion. 'Previous EPF special withdrawals, particularly from Account 1, were temporary measures to address the exceptional circumstances of the Covid-19 pandemic. 'The EPF's core mandate as a social protection institution is to ensure adequate retirement savings to support members in old age,' he said in a written reply to Parliament. He was responding to Datuk Seri Dr Shahidan Kassim (PN–Arau), who asked about the possibility of allowing 30% of Retirement Account (Account 1) savings to be transferred into Account 3 to help low-income citizens cope with rising living costs. Anwar, who is also Finance minister, said withdrawals from Account 1 would contradict the EPF's role as trustee of retirement savings, and are inconsistent with international standards, which recommend providing nine fundamental branches of social protection to guard against vulnerabilities at various life stages, including old age. 'To balance members' long, medium and short-term financial needs, the EPF restructured its accounts in May 2024 into three categories – the Retirement Account (Account 1), the Sejahtera Account (Account 2) and the Flexible Account (Account 3), with contribution ratios of 75%, 15% and 10% respectively. 'Account 1 is dedicated to retirement savings, Account 2 allows pre-retirement withdrawals for education, healthcare and housing while Account 3 enables members to access savings at any time, particularly in emergencies.' Anwar said EPF savings, particularly in Account 1, are intended for retirement and are not a long-term solution to cost-of-living pressures or temporary employment issues. He said the government has introduced various forms of assistance, including direct cash aid, targeted subsidies and special incentives to ease the people's burden and safeguard their well-being. In a separate reply to Datuk Dr Alias Razak (PN–Kuala Nerus) on the use of EPF Account 2 savings for health insurance premiums, Anwar said the government, through Bank Negara Malaysia, the Health Ministry and the Finance Ministry, has launched the 'Reset' strategy to address rising healthcare costs and private insurance premiums. 'One of Reset's key pillars involves improving Medical and Health Insurance and Takaful (MHIT) by developing basic products that offer more sustainable and stable premiums in the long term. 'The initiative also aims to help users better understand and choose their MHIT coverage. The revamped MHIT programme has three main goals – to provide broad, affordable protection for major healthcare costs, use private healthcare funding efficiently and promote value-based health outcomes.' He said engagement sessions with key stakeholders are ongoing to ensure that all views on MHIT product design are considered and aligned with affordability and long-term sustainability principles. 'However, the government emphasises that purchasing the basic MHIT product will be voluntary and based on individual choice. As with other insurance and takaful products, policyholders are expected to pay MHIT premiums from any financial source they have. 'Using EPF Account 2 funds is just one of the options available to members to purchase MHIT coverage.' Anwar said once the basic MHIT policy is finalised, the EPF is prepared to enhance its i-Lindung facility to allow the use of Account 2 funds for purchasing the product. He added that the structure and design of the MHIT product are still being finalised, with the concept expected to be completed by December and implementation targeted for the end of 2026.

BOSTON: A Massachusetts man was sentenced on Thursday to more than two years in prison after he threatened to bomb synagogues and kill Jewish children in a series of calls he placed to two local houses of worship and the Israeli consulate in Boston after Israel and Hamas went to war in 2023. John Reardon, 60, was sentenced by US District Judge Julia Kobick in Boston to 26 months in custody after pleading guilty in November to charges related to what prosecutors said were dozens of violent and antisemitic calls and voicemails he placed to Jewish institutions beginning on Oct 7, 2023. Reardon's solicitor did not respond to a request for comment. But in court papers, she argued for a nine-month sentence, saying mental health issues led Reardon to commit a crime that was "terrifying, deeply hurtful, and will cause lasting fear in the victims." He was charged in January 2024, as the US Department of Justice began to warn of a growing number of antisemitic threats nationally following the onset of the war. The war began on Oct 7, 2023, when Hamas-led fighters stormed into southern Israel, killing 1,200 people and taking 251 hostages, according to Israeli figures. Israel has killed more than 61,000 Palestinians in its assault on Gaza since then, according to health officials in the Palestinian enclave. Prosecutors in court papers said Reardon, in a voicemail left with a synagogue in Attleboro, Massachusetts, on Jan 25, 2024, said that "you do realise that by supporting genocide that means it's OK for people to commit genocide against you." Prosecutors said Reardon also threatened to bomb Jewish places of worship and said that by "supporting the killing of innocent little children, that means it's OK to kill your children." Prosecutors said he then called another synagogue in Sharon, Massachusetts, and left a threatening voicemail. He also called the Israeli consulate in Boston 98 times over several months, saying in one call it was "time to prepare the furnaces again," according to prosecutors, a reference to the Nazis' systematic extermination of Jews in the Second World War Holocaust.
