Chhattisgarh Chief Minister Vishnu Deo Sai
took strict action against
negligent officials
in Mungeli and Gaurela-Pendra-Marwahi (GPM) districts.
During the 'Susasan Tihar' (
Good Governance Festival
), the Chief Minister directed the immediate suspension of R.K.
Mishra, the Executive Engineer of the state Water Resources Department posted in Mungeli, for the incomplete work of significant irrigation projects like the Maniyari Reservoir and Patharia Reservoir, which have remained unfinished for years.
An order was issued to remove Jagdish Kumar Shastri, the District Education Officer of GPM district, from his post. The Chief Minister stated that the district's extremely poor performance in the board examinations reflects a serious deficiency in the education system, and such negligence will not be tolerated.
The Chief Minister issued these directives during a review meeting on the implementation of schemes in GPM, Bilaspur, and Mungeli districts, held at the Mungeli Collectorate.
The Chief Minister said that good governance means effective administration. The public's trust in placing us in power needs to be further strengthened. Officials have done good work in resolving applications received during the Good Governance Festival.

He asked the officials to visit rural areas more frequently. This will provide ground-level information and improve administrative efficiency.

Atal Digital Service Centre
is an essential part of Prime Minister Narendra Modi's guarantee. 1,460 centres have already opened across the state. He said that another 5,000 Atal Seva Kendras will open in the next six months. By 24 April next year, Atal Digital Service Centres will be started in every gram panchayat. It should also be kept in mind that people do not have to travel long distances for small tasks.
Expressing displeasure over the long-pending wage payment of the Forest Department in the Marwahi forest division, he directed immediate payment to be made by visiting the labourers' homes. Directives were issued to clear the large number of pending revenue cases in Bilaspur district by running a campaign. He also directed that the parties should not be called for hearings repeatedly.
The Chief Minister inquired about the reason for the delay in the implementation of the
Pradhan Mantri Awas Yojana
in the Achanakmar Reserve area and directed that it should be completed within the time limit by establishing coordination.
He also asked for training of women's groups for centering plates so that they can get employment in a large number of Pradhan Mantri Awas Yojana projects.
The Chief Minister said that the Ayushman cards of more than five lakh people in Bilaspur district have not been made yet. The Chief Minister reprimanded the Chief Medical and Health Officer (CMHO) for this. He also inquired about the SIMS Super Speciality Hospital started in Bilaspur.
He said that running it on PPP mode should also be considered. He directed the District Collector to submit a detailed proposal for this.
The Chief Minister said that now all of us have to focus on water recharging. Praising the work done in Rajnandgaon, he directed that similar efforts should be made in Bilaspur and surrounding districts as well. The Chief Minister said that the rainy season is approaching.
The water inflow areas of ponds have been encroached upon at many places. Due to this, the ponds do not fill up. He asked for efforts with public participation to ensure that all ponds are filled. He directed the urban development, agriculture, and panchayat departments to jointly prepare an action plan in this regard.
He directed that crop diversification should be promoted with the consent of the farmers.

NEW DELHI: There is no change in India's position on Taiwan, with which New Delhi maintains economic, technology and cultural ties, people familiar with the matter said on Tuesday while responding to a Chinese foreign ministry readout that misquoted external affairs minister S Jaishankar as saying that Taiwan is part of China. (@DrSJaishankar/via PTI) The readout, issued first in Mandarin after midnight, India time, following a meeting between Jaishankar and his Chinese counterpart Wang Yi in New Delhi on Monday, contained a lengthy paragraph with comments attributed to the external affairs minister. It included the line: 'Taiwan is a part of China.' A subsequent readout in English contained a similar paragraph. 'There is no change in our position on Taiwan. We stressed that, like the rest of the world, India has a relationship with Taiwan that focuses on economic, technology and cultural ties,' one of the people cited above said on condition of anonymity. 'We intend to continue it [the relationship],' the person added. During Monday's meeting, Wang urged the Indian side not to deal with Taiwan, a second person said. Jaishankar responded by questioning how this would be possible when China itself was dealing with Taiwan in the same areas as India, the second person added. The people said the external affairs minister had been misquoted in the Chinese foreign ministry's readout. The remarks attributed to Jaishankar were widely reported by China's state-run media. A statement from the external affairs ministry acknowledged the Chinese side raised the issue of Taiwan and said the Indian side 'underlined that there was no change in its position on this issue'. India, like the rest of the world, has a relationship with Taiwan that focuses on economic, technological and cultural ties, and this would continue, the statement said. 'The Indian side noted that China also cooperates with Taiwan in these very domains,' the statement added. Beijing has often insisted that New Delhi should adhere to the 'one-China' policy, contending that the Indian side has made political commitments regarding this. The people pointed out that India stopped referring to the 'one-China' policy in official documents and pronouncements since 2011, after Chinese authorities issued stapled visas to residents of the border state of Arunachal Pradesh and Jammu and Kashmir. Wang is the first Chinese minister to visit India since the end of the military face-off between the two countries on the Line of Actual Control (LAC) last October. He is in New Delhi for talks on the border issue under the Special Representatives mechanism with National Security Adviser Ajit Doval. Doval and Wang are the designated Special Representatives, and the mechanism is the highest body for dealing with the long-standing border dispute. The visit has assumed greater significance as Prime Minister Narendra Modi is set to visit China for the Shanghai Cooperation Organisation (SCO) Summit on August 31 and September 1 amid strains in India-US relations over the trade and tariff policies of the Donald Trump administration in the US. India and Taiwan don't have formal diplomatic relations, though both sides established representative offices in each other's capitals in 1995. Taiwan has the Taipei Economic and Cultural Centre TECC in New Delhi, Chennai and Mumbai, and India has the India-Taipei Association (ITA) office in Taipei. These facilities are responsible for promoting cooperation in trade, investment, science and technology, tourism and education. In 2023, two-way trade was valued at $8.2 billion, and India was Taiwan's 16th largest trading partner. Taiwan's exports to India reached $6 billion, positioning the country as its 12th-largest export market. Taiwan has also emerged as key to India's ambitious plans to become a hi-tech manufacturing hub for semiconductors, smartphones and green products. The Tata Group has partnered with Taiwan's Powerchip Semiconductor Manufacturing Corporation (PSMC) to establish a semiconductor fabrication facility in Dholera, Gujarat. Meanwhile, Foxconn Technology Group plays a key role in Apple's iPhone manufacturing facilities in India. In June last year, Modi responded to a congratulatory message from Lai Ching-te on his election victory by saying that he looked forward to closer ties between India and Taiwan as 'we work towards mutually beneficial economic and technological partnership'. Lai was among the world leaders who greeted Modi on securing a third term, a time when China's top leadership had yet to issue a similar message.

It is estimated that around $48.2 billion of India's merchandise export to the US will be subject to the US' 50%, government told Lok Sabha Tuesday. Reciprocal tariff at the rate of 25% has been imposed on certain goods exported from India to the US starting from August 7, 2025. Further, additional ad valorem rate of duty of 25% with effect from August 27, has been imposed on certain goods exported from India. Government is committed to secure and advance country's national interest and protect the welfare of our farmers, workers, entrepreneurs, exporters, MSMEs and all sections of industry and take all necessary steps to help mitigate impact on trade including through appropriate export promotion and trade diversification measures. India and the US are negotiating a multi-sector Bilateral Trade Agreement (BTA). So far, five rounds of talks have been completed between the two countries on the proposed BTA. The US trade team has recently postponed their visit for the sixth round of negotiations, which was scheduled from August 25. In an another reply, the minister said the US has announced countervailing duties (CVD) on export of Melamine, Hexamine, Epoxy Resins, Ceramic Tile, Hard Empty Capsules, Overhead Door Counterbalance Torsion Springs, and High Chrome Cast Iron Grinding Media from India in the period January to July 2025. US double tax pact In a separate reply, he said that India has entered into a Double Taxation Avoidance Agreement with the US that is applied on the corporate taxation of Indian companies there. 'The benefits available in this Agreement remain unchanged irrespective of the domestic laws of US,' he said, adding that the US has not implemented the global minimum tax rules so far, and has stated that the commitment made by prior administration on it shall have no effect in US unless they are adopted in its domestic laws. 'This is unlikely to affect taxation of Indian companies in United States. U.S. Corporate tax changes generally apply to entities with U.S. tax liability and are not expected to directly affect exporters that sell from India,' he added. China rare earths The recent imposition of export restrictions on key rare earth magnets by China has resulted in a supply chain bottleneck, impacting the Indian industries including electric vehicle manufacturers, government told Lok Sabha. 'Consultations have been held regularly with relevant stakeholders to explore measures to address the issue,' Prasada said in a written reply. He said the mines ministry has been working to ensure supply chain resilience for critical minerals including Rare Earth Elements, which are used in producing Rare Earth Magnets, as they are key materials for different sectors including electric vehicles. He said that in the interest of developing bilateral cooperation with countries having rich mineral resources, ministry has already entered into bilateral agreements with governments of a number of countries such as Australia, Argentina, Zambia, Peru, Zimbabwe, Mozambique, Malawi, Cote D'Ivoire and International organizations such as International Energy Agency (IEA). Further, Khanij Bidesh India Limited (KABIL), a Joint Venture Company set up with the objective to identify and acquire overseas mineral assets that hold critical and strategic significance, is engaged in this area by developing collaboration with various organisations based in different countries.

The government on Tuesday (August 19, 2025) stressed that it has not changed its policy on Taiwan after a Chinese Foreign Ministry readout claimed that External Affairs Minister S. Jaishankar had, in his meeting with Chinese Foreign Minister Wang Yi, said that Taiwan belonged to China. The readout, issued in Mandarin Chinese on Monday evening (August 18, 2025), was also released in English on Tuesday (August 19, 2025). The Ministry of External Affairs did not issue any statement, nor did it officially deny the comment by the Chinese government. 'Subrahmanyam Jaishankar said that under the joint guidance of leaders of both countries, India-China relations have moved from the bottom and are continuously improving and developing, with exchanges and cooperation between the two sides across various fields moving toward normalisation,' the readout issued in Beijing said. 'Stable, cooperative, and forward-looking India-China relations serve the interests of both countries. Taiwan is part of China,' the statement added. 'We stressed that like the rest of the world, India has a relationship with Taiwan that focuses on economic, technology and cultural ties. We intend to continue it,' they added. India does not recognise Taiwan as the 'Republic of China' but maintains a representative mission in Taipei that coordinates economic and cultural ties, and the Taiwan government maintains the Taipei Economic and Cultural Center in Delhi. While India had originally accepted the 'One China policy' that accords all of China to the People's Republic of China, it has stayed away from stating this directly since 2010. In particular, the previous Manmohan Singh government had stopped reaffirming the 'One China policy' in protest over China's decision of issuing 'stapled visas' for Indians from Arunachal Pradesh and Jammu & Kashmir, claiming these were disputed territories. The policy continued after the Narendra Modi government came to power in 2014, despite requests from the Chinese government. According to officials, former External Affairs Minister Sushma Swaraj had even told her counterpart that China should respect the 'One India policy' if it wished for India to affirm the 'One China policy'.
